A Study of Improvement in Reactor Thermal Power Measurement Method using Kalman Filter. The objectives of the safety analysis of nuclear power plants are to maintain the surface temperature of fuel and fuel cladding within limit value in case of Loss of Coolant accident (LOCA) so that it ensures the safety and reliability of nuclear power plants. The new technique evaluating the reactor power and improvement of existing plant system increase the safety margin of nuclear power plant operation, and accordingly, economic effect will be anticipated. Hereby, 1 would like to introduce reactor power measurement method using Kalman filter that enables to calculate the reactor power more precisely combining the parameters, for example, turbine output as the 1 st stage pressure of high pressure turbine, and reactor power using energy equilibrium relation. It is expected that the new technique will enhance the accuracy of measurement of reactor power and maintain the reliability of nuclear power operation by increasing operational safety margin, and gain the economic benefit

장로회 신학대학 출판부에서 「교회와 신학」 제54호에 들어갈 "후배 목회자에게 보내는 글"을 써 달라는 부탁을 받고 부족한 사람이기에 사양을 하였으나 위원회에서 의논한 일이라고 하시면서 간청을 하기에 순종하는 마음으로 펜을 들었다. 세계적인 교회 성장학의 권위자 매가브란(Donald A, McGayvran) 박사는 초대교회가 성장한 배경을 이렇게 말하였다: "초대교회는 인물이 없었다. 초대교회는 건물도 없었다. 초대교회는 조직도 없었다. 그러나 교회가 급성장한 것은 확고한 신앙이었다." 사도들의 목회는 예수님에게서 배운 목회였다. 참 목자는 예수요, 모범적인 목회자로 성공하신 분도 예수라고 생각하낟. 은퇴하고 나서 남은 것은 더 열심히 충성하지 못한 일이 후회로 남을 뿐이다.

This study reviewed the history of agricultural finance in Korea and showed its implications. Agricultural finance went through a nascent period (1945~1956) after liberation until the establishment of Agricultural Bank, and then went through a system foundation establishment period (1957~1973) when cooperative finance was introduced. The most distinctive financial issues of this period were the expansion of the supply of agricultural policy finance and the introduction of cooperative finance. Also at this time, the farmland security system and the Credit Guarantee Fund for Agriculture, Forestry, and Fisheries were established. The next period was the period of quantitative growth of agricultural finance (1974~1989) when farm household loans increased rapidly compared to the previous period, and farm household debt increased accordingly. The next period was the agricultural structure improvement period (1990~1999) when the government intensively promoted agricultural investment and loans to improve the agricultural structure. A lot of business failures occurred by administrative agencies, which led to criticism of the agricultural finance policy system. After the 2000s, through reflection and lessons learned, the period of efficiency and specialization of the financial system (2000~2022) was achieved. And based on the low return on capital, the government introduced a variable interest rate system. And direct financial investment was initiated through the establishment of an agricultural fund. The implications of the study are as follows. First, agricultural financial support is expected to continue in the future. Second, a long-term plan for farmland integration is deemed necessary. Third, step-by-step qualitative support for young successors is required. Fourth, agricultural funds and innovation financing need to invest on smart farmrelated startups. 본 연구는 우리나라 농업금융의 변천 과정과 최근 농업금융과 관련된 이슈를 살펴본뒤 시사점을 제시하였다. 농업금융은 해방 후 농업은행 설립 시까지 태동기(1945~1956) 를 거쳐, 그 이후 협동조합금융이 도입되는 제도 기반 구축기(1957~1973)를 거치게 된다. 이 시기의 가장 특징적 금융 이슈는 농업정책 자금의 공급 확대와 협동조합금융의 도입이었다. 농업은행이 설립된 후 한국은행으로부터의 차입과 농업금융채권의 발행이 가능해졌으며, 협동조합금융인 상호금융이 1973년에는 전국 대부분의 단위조합에서 시행되었다. 또한 이 시기에 농지담보 제도와 농림 수산업자 신용보증기금이 설치되었다. 그 다음은 농업금융의 양적 성장기(1974~1989)로서 기존에 비해 농가 대출이 급격히 증가하고이에 따라 농가부채가 증가하는 시기였다. 그 다음은 농업구조 개선기(1990~1999)로서농산물 시장 개방이 예정된 가운데 농업구조 개선을 위하여 정부가 농업 투융자를 집중적으로 추진한 시기였다. 행정기관이 주도한 자금 지원으로 사업의 부실화도 많이 발생하였으며 이로 인해 농업금융 정책 시스템에 대한 비판이 일어나게 되었다. 이에 대한 반성과교훈을 통해 2000년대 이후는 금융 시스템의 효율화와 전문화가 이루어진 시기(2000~ 2022)로서 농업경쟁력 강화를 위한 정책금융 시스템 혁신이 추진되었다. 그리고 낮은 자본 수익률(return of capital)에 근거한 농업계의 금리 인하 요구에 부응하여 정부는 농업정책금융에 변동금리제도를 도입하게 되었다. 또한 금융기관 대출을 통한 간접금융 외에 전ㆍ후방 산업을 포함한 농산업 전체 활성화를 위해 농업모태펀드 설립을 통한 직접금융 투자를 추진하기 시작하였다. 본 연구의 시사점은 다음과 같다. 첫째, 우리나라의 금융지원 중심의 농업정책 기조는 앞으로도 지속될 전망이다. 둘째, 기술적 경쟁우위를 갖춘농업인이 규모의 경제를 갖추도록 하는 농지 집적 장기 플랜이 필요하다. 셋째, 청년 후계농 육성은 성공적 정착을 위한 단계적 질적 지원이 무엇보다 중요하다. 넷째, 농업모태펀드를 통해 농업금융을 간접금융에서 직접금융으로 확대하고 미약한 수준의 농식품 기술금융의 발전 토대를 마련하여 농업의 전ㆍ후방산업 및 스마트 농업 관련 투자를 활성화시켜 나가야 할 것이다.

Korean government adopted nuclear energy as a key energy source to reconstruct the shattered Korean economy caused by the oil shock in the 1970s, by securing cheap and stable electricity supply. During the 1980s, nuclear energy Played a crucial role as a foundation stone in the rapid growth of Korean economy. In addition, since 1997 nuclear energy has discharged its duty as a leading energy source to overcome the IMF foreign currency crisis. Finally, in 1999 the Korean nuclear power plants achieved the highest performance results compared with others in the world. In this article, I am going to look through the current status of Korean nuclear power generantion with an index of its development and I would like to suggest necessary tasks to Korean nuclear power industries to become more competitive in the future.
