사회적기업의 활성화 방안 : 충청북도의 제도적 · 행정적 지원체제를 중심으로

우리나라에서는 2007년「사회적기업육성법(법률 제8217호)」이 제정된 이후, 현재 전국에 324개의 사회적기업이 설립?운영되고 있다. 이들 사회적기업의 대부분은 사회적?경제적 가치의 혼합에서 파생되는 본질적 한계로 인해 경영안정과 자립 측면에서 심각한 문제에 직면하고 있다. 이에 본 연구는 충청북도를 중심으로 사회적기업에 관한 제도적?운영적 실태를 분석하여 제반 문제점을 파악하고 그에 대한 개선방안을 모색한다. 충청북도에서 설립?운영되는 16개 사회적기업의 경우 저소득자, 고령자, 장애인 등 사회적 약자의 비정규직 고용비율이 높으며, 총수입 및 총지출 측면에서 재무상황도 매우 취약한 구조를 보이고 있다. 향후 정부 지원이 만료되어 본격적인 경쟁시장환경에 노출되는 경우 취약계층 근로자의 직업안정과 기업 자체의 자립생존은 거의 기대할 수 없는 실정이다. 지역 특성을 반영한 사회적기업을 육성하고 경영구조를 안정화시켜 자립을 촉진하기 위해서는 중앙정부의 다양한 지원뿐만 아니라 지방자치단체 차원에서 관련 조례의 개정 및 규칙의 정비, 전담부서 및 지원센터 설치, 행?재정적 지원 및 연계체제 구축, 프로보노(Pro Bono)의 적극 활용, 우선구매 및 판로개척 등 지원 강화, 민간기업의 참여 촉진 등 제반 조치들이 추진되길 기대한다.

Lipase-catalyzed Transesterification in Several Reaction Systems: An Application of Room Temperature Ionic Liquids for Bi-phasic Production of n-Butyl Acetate

Organic solvents are widely used in biotransformation systems. There are many efforts to reduce the consumption of organic solvents because of their toxicity to the environment and human health. In recent years, several groups have started to explore novel organic solvents called room temperature ionic liquids in order to substitute conventional organic solvents. In this work, lipase-catalyzed transesterification in several uni- and bi-phasic systems was studied. Two representative hydrophobic ionic liquids based on 1-butyl-3-methylimidazolum coupled with hexafluorophosphate ([BMIM][PF6]) and bis[(trifluoromethylsulfonyl) imide] ([BMIM] [Tf2N]) were employed as reaction media for the transesterification of n-butanol. The commercial lipase, Novozym 435, was used for the transesterification reaction with vinyl acetate as an acyl donor. The conversion yield was increased around 10% in a water/[BMIM][Tf2N] bi-phasic system compared with that in a water/hexane system. A higher distribution of substrates into the water phase is believed to enhance the conversion yield in a water/[BMIM][Tf2N] system. Partition coefficients of the substrates in the water/[BMIM][Tf2N] bi-phasic system were higher than three times that found in the water/hexane system, while n-butyl acetate showed a similar distribution in both systems. Thus, RTILs appear to be a promising substitute of organic solvents in some biotransformation systems.

The purpose of the study is to assess the adequacy of the taxation assessment by using the assessment of the taxation on property properties related to the property tax system by using the value of the individual housing values and the individual housing values of the individual dwellings. The study analyzed that the target period of study was in 2015, and the transaction cases for district and other residential areas excluding Gangnam and Gangnam were 8,175, respectively. This will result in a reasonable calculation of the taxation standards of the taxation and the comprehensive property tax if the vertical equity of the assessment is substantially improved. 본 연구의 목적은 단독주택에 대한 거래사례비교법에 의한 가액과 과세평가가격인 개별주택가격을 사용하여 부동산 보유세제 관련 과세평가의 수직적 형평성을 검증하여 과세당국의 조세 부과의 적정성 달성에 있다. 연구의 분석 대상기간은 2015년 전체이며 서울의 강남권역과 강남이외의 권역에 대한 거래사례가액과 단독주택가격 자료를 각각 8,175건을 사용하였다. 연구는 5가지의 회귀분석 모형을 통한 과세평가의 수직적 형평성 분석이 주를 이루었다. 이로 인한 연구의 결과는 다음과 같다. 다양한 회귀분석모형을 통한 수직적 형평성 분석의 결과 강남권역과 강남이외의 권역 모두 PF, Cheng, IAAO, Bell 모형에서는 역진적으로 불형평성이 있는 것으로 밝혀졌으나, KP 모형에서는 강남권역에서는 역진적 불형평성이 나타났으나 강남이외의 권역에서 누진적 불형평성이 있음이 밝혀졌다. 권역별로는 강남권역이 강남이외의 권역에 비해 더 역진적의 정도가 더 심했다. 본 연구는 거래사례비교법에 의한 가액을 단독주택의 시장가치에 대한 대용치로 사용하여, 서울의 중심이라고 할 수 있는 강남권역과 강남이외의 권역의 부동산 보유세에 대한 수직적 형평성을 파악하고자 하였다. 이 연구를 통해서 첫째, 합리적인 시장가격에 대한 공시가 이루어져야 한다는 것과 둘째, 보유세 관련 조세 부담의 역진성이 개선되기 위한 관련법의 개정이 이루어 져야 한다는 점을 결론으로 도출하였다. 과세가치가 시장가치 수준의 현실화가 이루어져야 하며 이로 인한 조세 저항을 공정시장가액의 비율로 보완한다면 충분히 해결될 수 있는 문제이다. 이로 인해 과세평가의 수직적 형평성이 크게 개선된다면 재산세와 종합부동산세의 과세표준의 합리적 산정이 이루어 질 것이다.

Design of Parasitic Inductance Reduction in GaN Cascode FET for High-Efficiency Operation

This paper presents a method of parasitic inductance reduction for high-speed switching and high-efficiency operation of a cascode structure with a low-voltage enhancement-mode silicon (Si) metal–oxide–semiconductor field-effect transistor (MOSFET) and a high-voltage depletion-mode gallium nitride (GaN) field-effect transistor (FET). The method is proposed to add a bonding wire interconnected between the source electrode of the Si MOSFET and the gate electrode of the GaN FET in a conventional cascode structure package to reduce the most critical inductance, which provides the major switching loss for a high switching speed and high efficiency. From the measured results of the proposed and conventional GaN cascode FETs, the rising and falling times of the proposed GaN cascode FET were up to 3.4% and 8.0% faster than those of the conventional GaN cascode FET, respectively, under measurement conditions of 30 V and 5 A. During the rising and falling times, the energy losses of the proposed GaN cascode FET were up to 0.3% and 6.7% lower than those of the conventional GaN cascode FET, respectively.
