Sunken vessels accidents have harmful impacts on the marine environment because of oils and chemicals in the vessels. The government has managed them and developed risk assessment which can evaluate potential risk quantitatively since 1999. But the grades of present risk assessment has changed greatly depending on quantity of remaining fuel oils, and the list of remaining fuel oils omitted in status report of sunken vessels. Therefore, the aim of the study is to estimate and develop model for quantity of remaining fuel oils and verify the remaining fuel estimation comparison with active vessels. To accomplish the purpose of the study, apply this verified estimation model to current risk assessment and recommend guideline for an accurate sunken vessels risk assessment.

우리나라 다목적 대형방제선 건조의 경제적 타당성에 관한 예비평가

허베이 스피리트호의 유류유출량이 씨프린스호의 것에 비해 2.5배에 불과하지만, 그 경제적 환경적 사회적 피해는 30배에 이를 정도로 대규모 유류유출의 피해는 기하급수적으로 증가할 수 있다. 본 연구에서는 이와 같은 재난적 해양환경오염사고에 신속하고도 효율적으로 대응할 수 있는 다목적 대형방제선의 건조에 대한 기술적 경제적 타당성을 분석함으로써 다목적 대형방제선의 건조에 대한 당위성과 정당성을 확보하고자 한다. 다목적 대형방제선의 기술적 타당성분석과 선진해양국의 많은 사례를 검토한 결과, 4,000톤급의 자항식 호퍼준설선 겸용 방제선을 건조하는 것이 적합한 것으로 판단되었다. 경제적 타당성 분석결과, 가장 보수적인 추정의 B/C ratio는 0.82로 경제성에 미달하지만 자구적 노력을 통하여 경제성을 확보할 수 있다. 한편, 중간추정치와 낙관적 추정치의 B/C ratio는 각각 2.72와 5.82로 이 사업의 경제적 타당성을 충분히 확보할 수 있다.

서울시 단독주택의 보유세 과세제도에 대한 수직적 형평성에 관한 연구

The purpose of the study is to assess the adequacy of the taxation assessment by using the assessment of the taxation on property properties related to the property tax system by using the value of the individual housing values and the individual housing values of the individual dwellings. The study analyzed that the target period of study was in 2015, and the transaction cases for district and other residential areas excluding Gangnam and Gangnam were 8,175, respectively. The study consisted mainly of the analysis of the assessment of the assessment of the assessment of the assessment by five regression models. The results of this study are as follows. This will result in a reasonable calculation of the taxation standards of the taxation and the comprehensive property tax if the vertical equity of the assessment is substantially improved. 본 연구의 목적은 단독주택에 대한 거래사례비교법에 의한 가액과 과세평가가격인 개별주택가격을 사용하여 부동산 보유세제 관련 과세평가의 수직적 형평성을 검증하여 과세당국의 조세 부과의 적정성 달성에 있다. 연구의 분석 대상기간은 2015년 전체이며 서울의 강남권역과 강남이외의 권역에 대한 거래사례가액과 단독주택가격 자료를 각각 8,175건을 사용하였다. 연구는 5가지의 회귀분석 모형을 통한 과세평가의 수직적 형평성 분석이 주를 이루었다. 이로 인한 연구의 결과는 다음과 같다. 다양한 회귀분석모형을 통한 수직적 형평성 분석의 결과 강남권역과 강남이외의 권역 모두 PF, Cheng, IAAO, Bell 모형에서는 역진적으로 불형평성이 있는 것으로 밝혀졌으나, KP 모형에서는 강남권역에서는 역진적 불형평성이 나타났으나 강남이외의 권역에서 누진적 불형평성이 있음이 밝혀졌다. 권역별로는 강남권역이 강남이외의 권역에 비해 더 역진적의 정도가 더 심했다. 본 연구는 거래사례비교법에 의한 가액을 단독주택의 시장가치에 대한 대용치로 사용하여, 서울의 중심이라고 할 수 있는 강남권역과 강남이외의 권역의 부동산 보유세에 대한 수직적 형평성을 파악하고자 하였다. 이 연구를 통해서 첫째, 합리적인 시장가격에 대한 공시가 이루어져야 한다는 것과 둘째, 보유세 관련 조세 부담의 역진성이 개선되기 위한 관련법의 개정이 이루어 져야 한다는 점을 결론으로 도출하였다. 과세가치가 시장가치 수준의 현실화가 이루어져야 하며 이로 인한 조세 저항을 공정시장가액의 비율로 보완한다면 충분히 해결될 수 있는 문제이다. 이로 인해 과세평가의 수직적 형평성이 크게 개선된다면 재산세와 종합부동산세의 과세표준의 합리적 산정이 이루어 질 것이다.

β-Carotene and β-apo-8′-carotenal contents in processed foods in Korea

A robust and rapid HPLC method for β-carotene and β-apo-8′-carotenal analyses in various processed foods was developed. The analysis method was validated for low-fat, moderate-fat, and high-fat food matrices. The two carotenoids were identified by LC–MS/MS. The detection limits for β-carotene and β-apo-8′-carotenal in the three food matrices were 0.08–0.27 µg/g and 0.09–0.18 µg/g, respectively. The inter- and intra-day accuracy and precision were in accordance with the Codex guidelines. The validated method was applied to 57 processed food samples, possibly containing β-carotene and β-apo-8′-carotenal, obtained in Korea. The detected β-carotene and β-apo-8′-carotenal levels in the samples ranged from not detected (ND) to 6.92 µg/g and ND to 1.63 µg/g, respectively. Chocolate and cheese samples had the highest β-carotene and β-apo-8′-carotenal levels, respectively. Notably, several samples with no labeled carotenoid additives contained β-carotene. Moreover, the developed analytical method was compatible with various processed food matrices.

A Low-Ripple Charge Pump based on a Parallelized Ring Oscillator with Latches

The PMICs (Power Management Integrated Circuits) are often required with strict conditions such as highly limited area and power loss as the IoT (Internet of Things) has been developed. Switched- capacitor DC-DC converter is one of the best candidates to meet these demands with its size and efficiency. In this paper, we designed a high efficiency switched-capacitor based charge pump for integrated circuits. The low-ripple is also achieved with smallest output capacitor among the compared works. This charge pump is fabricated with 0.18µm CMOS process and it consumes the active area of 0.068mm2. The 82.2% peak efficiency(ηmax) and 0.15% Output Voltage Ripple (OVR) is achieved in 1V supply.
