In this paper, a unified methodology based on the local stress concept to estimate residual strength of locally thinned pipes. An underlying idea of the proposed methodology is that the local stress in the minimum section for locally thinned pipe is related to the reference stress, popularly used in creep problems. Then the problem remains how to define the reference stress, that is the reference load. Extensive three-dimensional finite element (FE) analyses were performed to simulate full-scale pipe tests conducted for various shapes of wall thinned area under internal pressure and bending moment. Based on these FE results, the reference load is proposed, which is independent of materials. A natural outcome of this method is the maximum load capacity. By comparing with existing test results, it is shown that the reference stress is related to the fracture stress, which in turn can be posed as the fracture criterion of locally thinned pipes. The proposed method is powerful as it can be easily generalised to more complex problems, such as pipe bends and tee-joints.

Most organizations adopt their own performance measurement systems. Those organizations select performance measures to meet their goals. Organizations can give only limited description of what performance measures are. Kaplan and Norton suggest that the Balanced Scorecard (BSC) to complement the conventional performance measures. The BSC can provide management system with a comprehensive strategic vision and integrates non-financial measures with financial measures. The BSC is widely used for measuring corporate performance. This paper investigates how the BSC-based performance measures can be applied to Learning City. The Learning City's performance measures and strategy map on the basis of the BSC are suggested in this research. This paper adopt the AR(assurance region)-DEA model which could limit the range of weight on performance measures to prevent each viewpoint of BSC from having unlimited elasticity. The proposed model is based on CCR model including a property of unit invariance to use the data without normalization process.

Many problems making the use and management of patents arduous is caused by the difficulty in knowing the proper value. This study has suggests the methods to evaluate the value of patents by using a quantitative assessment scale as an alternative or complementary measure instead of the existing subjective evaluation tools. This study is to find a method to determine the capability and level of research and establish the scheme of use and management of patents by using the citation index as a quantitative assessment measure. The data used in this paper has been obtained from a public-sector R&D institute, the K-Institute in Korea.

Kaplan과 Norton(1992)에 의해 소개된 BSC(balanced scorecard)는 다양한 기업과 산업에서 일반적인 성과평가 도구로 활용되고 있다. BSC는 전략적 목표를 구체적인 운영지표에 연계시켜 기업의 목표달성을 효과적으로 평가할 수 있도록 해 주는 장점이 있다. 본 연구는 설립 목적상공공성을 갖으면서 지식전문가로 구성된 국가R&D조직에 BSC시스템을 구축하고 적용한 사례를 보여준다. 이러한 공공 전문조직이 BSC를 통해 전략적 방향을 재정렬하고 전략집중형 조직(Strategy Focused Organization)으로 변화하기 위해서는, 기관의 고유 미션으로부터 시작하여 비전 재설정, 전략방향과 목표 수립, 핵심성과지표 도출, 전략지도(Strategy Map) 설정, 모니터링 시스템 구축에 이르는 BSC 전체 구축과정에서의 방법론에 대한 이해와 현실적 적용이 성공의 핵심적인 요소라 할 수 있다. 이에 본 K연구원의 사례에서는 그러한 적용과정을 보여줌으로 해서 공공연구기관의 BSC구축에 대한 유익한 시사점을 제공하고자 한다. The BSC which was proposed by Kaplan and Norton, is being used as a general performance measurement tool in various firms and industries. BSC approach links strategic objectives with specific operation indices and it can efficiently evaluate the attainment of the goals of the firm. This study is a BSC based case of the government R&D institute which is staffed with knowledge experts in the research areas. In order to bring a major change to a public research organization and shape a strategy focused organization, it is essential to understand the proper methodology of the whole construction process of BSC from the mission of the institute through the establishment of vision and strategic direction, KPI building, and a strategy map set, to the implementation of the BSC monitoring system. By investigating the application process, in this research we intend to provides useful implications in the BSC construction process of public research agencies.

지금까지 6시그마 경영과 연계한 경영혁신활동은 주로 제조업을 중심으로 이루어져 왔으며 연구기관의 경영혁신활동은 제한적으로 운영되어 추진사례를 찾기 어려웠다. 이 논문에서는 직접적인 연구활동과 연구부문의 효율적 지원을 위한 경영혁신활동을 수행한 사례로서 한국과학기술연구원(KIST)의 경우를 소개하고자 한다. 이 사례는 사무간접부문에서의 혁신활동과도 차이가 있다. 또한 KIST에서의 그 동안의 성과와 앞으로의 추진방향에 대하여도 살펴보고자 한다.

Failure of a pipeline due to local wall thinning is getting more attention in the nuclear power plant industry. Although guidelines such as ANSI/ASME B31G and ASME Code Case N597 are still useful fer assessing the integrity of a wall thinned pipeline, there are some limitations in these guidelines. For instance, these guidelines consider only pressure loading and thus neglect bending loading. However, most Pipelines in nuclear power plants are subjected to internal pressure and bending moment due to dead-weight loads and seismic loads. Therefore, an assessment procedure for locally wall thinned pipeline subjected to combined loading is needed. In this paper, three-dimensional finite element(FE) analyses were performed to simulate full-scale pipe tests conducted for various shapes of wall thinned area under internal pressure and bending moment. Maximum moments based on true ultimate stress(${\alpha}$$\sub$u,t/) were obtained from FE results to predict the failure of the pipe. These results were compared with test results, which showed good agreement. Additional finite element analyses were performed to investigate the effect of key parameters, such as wall thinned depth, wall thinned angle and wall thinned length, on maximum moment. Also, the effect of internal pressure on maximum moment was investigated. Change of internal pressure did not show significant effect on the maximum moment.

Iron deficiency anemia is also recognized as a serious disorder in many livestock, especially, piglets. We previously studied that the iron-fortified yeast (Saccharomyces cerevisiae) producing Sus scrofa fer-ritin heavy-chain (FER) was bioavailable to mice with iron deficiency. In this study, we determined whether FER could improve iron deficiency in piglets. The bioavailability of FER was examined by measuring body weight gain, hemoglobin concentration and hematocrit value in suckling and weaning piglets. We found that FER significantly increased hemoglobin value and the hematocrit ratio in suck-ling piglets (P<0.05). Furthermore, FER treatment significantly enhanced body weight gain in both groups of the suckling and weaning piglets (P<0.05). These results suggest that the iron-fortified re-combinant yeast strain is helpful in iron absorption in piglets.
