Safety-II 개념에 기반한 성공사례 분석과 안전문화 모범관행의 도출

Objective: This study aims to develop a process for identifying good practices for safety culture through the analysis of successful work cases, to apply it to domestic nuclear power plants (NPPs), and to review its effectiveness for workers" learning of safety culture. Background: While most studies on safety culture focuses on assessment and improvement, it is necessary to present good practices that are tangible to catch the meanings in actual worksites rather than to impose abstract safety culture concepts on workers. Method: Based on safety culture framework (Choi et al., 2016) and Safety-II concept (Hollnagel, 2018), an integrated process was proposed including four steps of screening and selecting work cases, clarifying success types, identifying good practices, and evaluating the effectiveness for learning. The process was applied to operational works of NPPs. Results: Case studies for applying the process showed that it could effectively identify good practices and that it had a potential to reinforce safety culture through the process implementation as well as the identified good practices. Good practices from successful work cases were evaluated to be worthy of workers" learning since there would be no chances to derive them from failure cases. Conclusion: Applying the process for identifying and sharing good practices for safety culture will contribute to the internalization of safety culture in the field workers in NPPs and help the organization find valuable insights to improve safety culture in the reality of operational works. If efforts are continued to learn from successes, interests in safety culture will be maintained and ultimately nuclear safety will be ensured. Application: The process to identify good practices can be applied not only to NPPs but also to other safety fields such as the radiation use and aviation industry.

Objectives: The purpose of this study is to introduce the establishment process and results of the Seoul Metropolitan Government's road map on environmental health policy. Methods: The process consisted of expert group meetings, civic participation, research, and questionnaire survey for priority environmental health policy agenda items in Seoul. Results: The announced vision for the environmental health policy was "a healthy environment, safety in Seoul". This policy was established in order to define environment health policy initiatives for a period of five years with an aim to protect Seoul citizens' health from hazardous environmental factors. The resulting Seoul environmental health policy consisted of four areas and 16 key agenda items. The four areas were "Protection for children against hazardous materials", "Enhancement of health and safety of all", "Carcinogen-free and endocrine-disrupting chemical-free Seoul (reducing environmental exposure to hazardous materials), and "Establish the foundation of environmental health policy". Sixteen key agenda items include the enhancement of management of spaces for children, certification of environmental health status at schools, establishment of a unit responsible for the environmental health of children, strengthening environmental health management for susceptible populations (children, the aged, and the socioeconomically vulnerable), management of hazardous materials, physical hazardous factors (noise, radiation, etc.), indoor air quality, and the enhancement of monitoring, research, and regulation of environment health. Conclusion: The Seoul Metropolitan Government established an environmental health policy road map for a five-year period (2013-2017). To implement this environmental health policy, budget allocation, and detailed execution plans are required.
LMPET/PET 시스-코어 부직포의 온도에 따른 접착특성 및 물성 변화에 관한 연구

In this study, a sheath-core, non-woven material composed of a low-melting-point polyester (LMPET) and regular PET was used as an adhesive layer and a regular PET textile was used as a surface layer for the unification of materials. Herein, we investigated the complex adhesion properties, caused by the structural deformation at different bonding temperatures, of a two-component non-woven material. It was confirmed that the structural deformation of the non-woven material was significantly changed near the bonding temperature of $180^{\circ}C$ due to the change in fluidity of the low-melting point component. The effects of the structural change on the properties, such as the induced shrinking and wrinkling as well as changes in the bonding strength and air permeability, of the sheath-core, non-woven material are discussed. In addition, it is expected that these results, including the compression characteristics, flexibility, and durability, may provide the possibility for the manufacturing of products that include this material.
