원전 소내 보조전력계통 고장분석을 통한 발전정지유발기기 평가

국내 원전에서는 정비 및 운영기술의 향상에도 불구하고 단일기기의 고장에 의한 발전소 정지사례가 발생하고 있으며, 이러한 발전정지를 유발하는 단일 취약부에 대한 세부 검토방법의 정립 및 신뢰도 향상방안에 대한 필요성이 제기되어 왔다. 이러한 요구에 따라 표준형원전의 소내 보조전력계통에 대하여 고장모드 영향분석(FMEA : Failure Mode Effect Analysis)과 고장수목분석(FTA : Fault Tree Analysis), 발전소 계통담당자의 정성적 평가를 통해 고장시 발전소가 정지되거나 상당한 출력감발을 유발할 수 있는 발전정지 유발기기를 선별하였다. 이를 통하여 확인된 발전정지유발기기에 대한 설계변경, 설비개선 및 성능강화를 통해 발전소의 안정적 운영과 불시정지방지에 기여하게 될 것이다.

FDS를 이용한 교번식 미분무방식의 소화 성능 분석

Water mist fire suppression system utilizes the fire suppression features such as cooling of fire source, dilution of ambient oxygen, and shielding of radiation heat with the evaporation of microscopic water droplets. The momentum of water mist is relatively low and the infiltration of water mist to the fire source is not effective. In addition to lower penetration force, the evaporated water vapor is liable to decline to limited portion of fire source due to its light weight and sparse density. On the other hand, the cycling water mist system is expected to improve the penetration force of water mist as well as the dilution coverage capability with the stratified spray characteristics. At this paper we present the analyzed fire suppression capability of intermittent water spray pattern by use of FDS which is computational fire dynamics fire model. We expect this analysis shall be supportive to the development of the prototype of water mist nozzle.

선박금융기관의 소유구조와 경영성과 분석

2008년말 글로벌금융위기 이후 해운선사는 선박투자를 위한 자금을 조달하지 못하는 어려움에 직면하게 되고 우리나라에서는 이를 해결하기 위한 방안으로 공적선박금융기관의 설립에 관한 논의가 진행되어 선박금융에 관한 관심이 매우 높아졌음에도 선박금융기관에 대한 연구가 미미한 상황이다. 본 연구는 소유구조와 경영성과간의 관계를 중심으로 선박금융기관의 특성을 파악하는데 중점을 두었다. 분석결과, 공공선박금융기관의 수익성이 민간선박금융기관의 수익성보다 높은 것을 확인하였으며, 안정성에서는 차이가 발생하지 않았다. 또한 글로벌 금융위기 전후의 성과를 분석한 결과는 공공선박금융기관은 글로벌 금융위기 전후의 성과에 차이가 발생하지 않았으나 민간선박금융기관은 성과의 차이가 발생하였다. 즉, 민간선박금융기관은 시황의 변화에 따라 경영활동의 결과가 큰 차이가 발생하나 공공금융기관은 급변하는 시황에서도 안정적인 경영활동을 수행한 것을 알 수 있다. The purpose of this paper is to examine the business performance difference based on the ownership structure type in the aspect of profitability and stability. In order to conduct this analysis in two aspects, the ship financial institutions have been classified into two groups: state-owned banks and private-owned banks. First of all, the difference of ROE and ROA between private and public ship financial institutions is statistically significant, but no difference has been shown in terms of stability measured through BIS capital adequacy ratio. Second, to test the business performance difference according to the ownership structure types before and after the global financial crisis, we examined the outcome difference in the ship financial institutions in terms of profitability and stability. However, in the event that the analysis was conducted with public and private financial institutions, the business outcome difference before and after the global financial crisis has been shown in the sector of private financial institutions, but has not been shown in the sector of public financial institutions. It is meaningful that this study is the first work which examined the difference of the operating performance by the ownership structure types of ship financial institutions. However, it is noted that small sample for this empirical study is a limitation of this thesis.

Tranexamic Acid Analysis as Ethoxycarbonyl-tert-butyldimethylsilyl Derivatives by Gas Chromatography–Tandem Mass Spectrometry

Tranexamic acid (TA) as a synthetic derivative of lysine is a potent antifibrinolytic drug used to reduce bleeding during surgeries including dental extraction. The efficacy of TA administration in ovarian cancer and melasma has also been reported in a previous study. In this study, the mass spectral data set of TA as ethoxycarbonyl-tert-butyldimethylsilyl derivatives was newly constructed by gas chromatography-tandem mass spectrometry in multiple reaction-monitoring mode. This analytical method was validated with good linearity (r?>?0.9988), limit of detection (LOD, 0.22?ng/mL), limit of quantification (LOQ, 0.72?ng/mL), relative standard deviation (1.3 to 4.8%), and relative error (?6.8 to 3.5%) under optimal conditions. The LOD and LOQ were assessed to be lower than other reported methods. Therefore, the present method will be useful for monitoring of TA in the pharmacological and cosmetic fields.

광장정치와 제도정치의 보합으로서 추첨시민의회 모색

2016년 11월부터 이어진 최대 규모의 촛불집회는 결국 대통령 탄핵으로 이어 졌다. 이에 광장에 모인 민심을 어떻게 제도정치에 반영할 것인가 하는 논의가 속출 하고 있다. 촛불의 제도화, 혹은 광장정치의 제도화를 어떻게 이루어낼 것인가에 대한 보다 치열한 논쟁이 학계는 물론, 정치권, 시민사회에서도 벌어지고 있다. 이러한 흐름 속에서 본 논문은 제도정치와 광장정치 중 한 쪽을 우선시하지도, 반대로 부정하지도 않는 실질적인 광장정치의 제도정치화 방안으로서 추첨시민의회를 제시한다. The massive candlelight vigil, whose scale outweighed that of 2008, which has continued since November 2016 ultimately led to an impeachment of the president of South Korea. This spectacular form of political participation now gains a significant amount of attention particularly regarding how to reflect those public voices on the street into the realm of parliamentary politics. The heated debate over such methods occurs not only within the academia but also in both political and civil society. In this context, the article proposes as a practical solution to achieve the institutionalization of public voices a randomly selected citizen assembly that does neither prioritize nor sacrifice one over another between the politics of street and the parliamentary politics.

주민참여예산제도가 부패방지에 미치는 영향 연구

최근 재정분권화 속에 주민 직접참여의 수단으로 주민참여예산제도가 주목을 받고 있다. 주민이 예산과정에 직접 참여함으로써 자신들이 선호하는 정책이나 사업을 예산에 반영하며 예산의 전 과정을 통제하는 기회를 갖는 것을 통해 행정 부패방지의 효과를 얻는다. 본 연구는 주민참여예산제도가 지방행정 부패방지에 미치는 영향을 분석하는데 연구의 목적을 두었다. 이러한 연구목적을 달성하기 위하여 서울 은평구, 울산 북 구, 전북 남원시의 주민참여예산제도 운영 사례를 대상으로 주민참여를 위한 규율 제 정, 주민중심의 조직구성, 주민의견 수렴, 대주민 홍보를 위한 제도 수립과 운영을 분석 하였다. 주민참여예산제도의 전국적인 도입과 정착을 앞두고, 지방행정의 부패방지를 위한 주민참여예산제도 활용방안으로 주민참여 보장을 위한 규율의 구체화, 대표성을 확보한 주민위원회 조직, 다양한 주민의견수렴 채널 운영, 적극적 홍보를 통한 주민이해 확대를 제안하였다. Recently, Participatory Budgeting(PB) has been one of the most successful participatory instruments. It achieves corruption prevention by resident control and participation in budgeting process and decision-making. This study aims to examine the effect of participatory budgeting on corruption prevention. In order to analyze the relationship listed above, data on case studies are collected from Eunpyeong-Gu, Seoul, Buk-Gu, Ulsan, and Namwon-City, Jeonbuk. Research subjects are as followings; establishment of discipline, composition of resident participation organization, acceptance of resident opinions, public relations(PR). Based on case analysis, this study makes recommendations to activate the PB. First, the all kinds of rules including the local government ordinance should be brought into being. Second, resident committee should have representative. Third, varied resident opinion channels have to be operated. Fourth, residents comprehension have to be extended by active publicity.

주민참여예산제도 효과의 결정요인에 관한 실증연구 : 서울시를 중심으로

본 연구는 주민참여예산제도를 효과적으로 운영하는데 영향을 미치는 결정요인을 실증적으로 검증하고, 제도의 효과를 향상시키기 위한 방안을 모색하는데 목적을 두었다. 이에 주민참여를 독립변수로, 주민참여예산제도의 효과를 종속변수로 설정하여 그 인과관계를 살펴보았다. 각 변수를 측정하기 위하여 독립변수인 주민참여는 주민참여예산위원회의 다양성, 개방성, 투명성, 심의성으로, 종속변수인 제도의 효과는 주민참여예산제도에 의해 선정된 사업수와 그 사업의 예산총액으로 조작적으로 정의하였다. 전국 지방자치단체 중 주민참여예산제도를 가장 많이 실시하고 있는 지역인 서울시를 대상으로 조사하여 분석한 결과, 1) 주민참여예산위원회 위원수가 많을수록, 2) 위원회에 예산편성 권한을 부여할수록, 3) 예산편성 기준에 제한을 두지 않을수록, 4) 예산회의를 위원회가 주관할수록, 5) 독자적으로 위원회 운영을 할수록, 6) 동별지역회의를 설치할수록, 7) 조정회의에 의사결정 권한을 부여할수록 주민참여예산제도로 선정된 사업수가 많아지고, 배정된 예산액이 증가한다는 것을 알 수 있었다. 본 연구를 통해 주민참여의 수준이 높을수록 주민참여예산제도의 효과는 증가한다는 것을 재차 확인하였다. This study aims to review the theory of Financial Democracy, empirically investigate determinants of Participatory Budgeting in local governments, and find ways to propel this process. The causal relationship between factors influencing Participatory Budgeting (PB) and the efficacy of PB is tested in this paper with the former as the independent variables and the latter as the dependent. Citizen participation can be reified as diversity, openness, transparency, and deliberation, while the efficacy of PB can be found in the form of how many programs PB selects and how much money is allocated to PB. The key findings of the empirical analyses are as follows: 1) the more the member of the committee, 2) as the committee has authority to make a budget, 3) as there is no limit to budget formulation directive, 4) as the committee conducts a meeting, 5) as the committee operates the organization its own self, 6) as there is the local meetings, and 7) as the coordination meeting has the right of making-decision, as the number of programs selected increase and the budget sum selected increases. Conclusively, the results of this study indicate that as the level of resident participation is high, as the efficacy of participatory budgeting increases.
