NTIS 데이터를 활용한 국가연구개발사업의 미션구성체의 탐색적 적용에 관한 연구

본 논문은 사후적인 정량적 성과를 바탕으로 재정사업을 관리하는 기존체계에서 벗어나 사업의 출발점으로서의 미션의 역할을 강조하고자 한다. 이를 위해 선행연구가 탐색적으로 제시한 국가연구개발사업의 미션구성체와 이를 활용한 사업포트폴리오모형을 구체화하여야 한다. 본 논문에서는 미션구성체를 측정가능성 측면에서 재구성하고, 사업포트폴리오모형에 대한 측정도구를 설계하였다. 더 나아가 현재 진행되고 있는 7개의 대표적인 국가연구개발사업을 선정하여 사례연구를 진행함으로써 모형의 경험적 타당성과 전략적 의미를 논의하였다. 사례연구는 사업들의 정태적 및 동태적 차원에서 사업간 그리고 사업 내의 연도별 변화 추이를 바탕으로 개별사업들의 상대적 차이와 포지션의 적절성에 대해 논의하였다. This study emphasizes the importance of the mission concept in managing the public programs by the government rather than the existing quantitative output. To this end, a case study for 7 representative National R&D Programs in Korea is presented, based on the program portfolio model using the mission construct suggested by the prior researches, in order to give its empirical validity and strategic meaning. For the case analysis, the study devises the measures to evaluate the level of the mission in a program in the aspect of achievement and appropriateness. Real data collected from NTIS are analyzed in two ways: static and dynamic perspectives. The first is conducted by differences of mission values among programs and the latter by yearly differences. Finally, it concludes the implication and the shortcoming of the study.
1,2,4-Triazine III : 1,2,4-Triazine 유도체의 Methiodide 염 합성과 이들 염의 고리 축소화반응에 의한 1,2,4-Triazole 유도체 합성

1,2,4-Triazine 유도체들을 acetone 용매하에서 methyl iodide와 반응시켜 다양한 1-methyl-1,2,4-triazinium iodide 염을 합성하였다. 또한 이들 염을 10% NaOH 수용액 내에서 $K_3Fe(CN)_6$로 산화시킨 결과 고리 축소화반응이 일어나 1-methyl-1,2,4-triazole 유도체를 주로 얻을 수 있었으나 $C_6$에 치환기가 없을 경우는 미량이긴 하지만 1,6-dihydro-6-oxo-1,2,4-triazine 유도체도 동시에 얻을 수 있었다. 고리 축소화반응은 $OH^-$에 의해 먼저 pseudo base를 형성하고 이 Pseudo base가 1-methyl-1,2,4-triazole과 1,6-dihydro-6-oxo-1,2,4-triazine으로 진행됨을 확인할 수 있었고 또한 1,2,4-triazine의 3개의 질소원자 중 $N_1$ 원자에 quaternization됨을 확인할 수 있었다. Various 1-methyl-1,2,4-triazinium iodides were easily synthesized by the reaction of various 1,2,4-triazines and methyl iodide in acetone. When methyl iodide salts of 1,2,4-triazine derivatives were treated with $K_3Fd(CN)_6$ in 10% NaOH solution, 1-methyl-1,2,4-triazole derivatives as the main products were obtained by ring contraction. In addition to 1-methyl-1,2,4-triazole derivatives, 1,6-dihydro-6-oxo-1,2,4-triazine derivatives as the minor products were also obtained when there were no substitutents in $C_6$-position of 1,2,4-triazines. The formation of pseudo base by $OH^-$ and then oxidation to either 1,6-dihydro-6-oxo-1,2,4-triazines or 1-methyl-1,2,4-triazoles were suggested as the mechanism of the ring contraction. This mechanism also verified that the position of quaternization was neither $N_2$ nor $N_4$ but 1-nitrogen of 1,2,4-triazine.
Design and Performance Evaluation of Plasma Air Cleaning Systems for Removing Yellow Sand Dust

Yellow sand dust (Asian dust storms) causes harmful damage indoors and outdoors during the springtime, and the removal of Yellow sand dust has become an issue for suitable indoor conditions. An air cleaner is required to remove Yellow sand dust efficiently to improve indoor air quality, and the removal characteristics of Yellow sand dust should be studied. The size distribution and mass concentration of Yellow sand dust observed in China and Korea are analyzed, and the removal efficiency of a plasma air cleaning system based on the principle of electrostatic precipitation is evaluated by using Yellow sand dust. Mass median diameter of Yellow sand dust sampled in Beijing and Seoul ranges from 7.0 to 8.0 mm with a mass concentration of 300-1,462 mg/m3. For a single-pass test, the efficiency of dust removal increases with increasing particle size and decreasing flow rate. The removal efficiency of Yellow sand dust in a plasma air cleaning system at a face velocity of 1.0 m/s is higher than 80%. For a multi-pass test in occupied spaces, the operation time required to reduce Yellow sand dust concentration from an initial concentration of 300 mg/m3 to 150 mg/m3 is 10 minutes for a test room of 27 m3.
유아용 한방 스킨제어제품이 유아 피부의 보습 효능에 미치는 영향

Objectives : The aim of this study was conducted to test dry infant skin by external application with herbs in cosmetics. Methods : A total of 25 infants who visited Daegu Hanny Oriental Medical Center from March 5th, 2008 to May 18th, 2008 were included in this study. In this study, they were treated with the cosmetic products(body wash, rotion, cream) containing herbs. For 4 weaks skin moisture content was measured by corneometer ClVI825. And satisfaction after using body wash, rotion, cream was checked. Results : There were no significant differences on sex and age. Change of skin moisture content between before treatment and after treatment (2, 4 weeks) showed significant changes(p<0.05). Satisfaction after using body wash, rotion, cream was near good. Conclusions : Considering the above results, we have concluded that cosmetics containing herbs have the remarkable effect on infant skin mosturizing.
