본 연구에서는 2011년 7월 발효되는 한·EU FTA가 경북 지역에 미치는 경제적 파급효과와 이에 대한 산업부문별 대응방안을 제시하였다. 한·EU FTA 발효 이후 경북 지역의 섬유, 자동차부품, IT 및 가전제품의 수출은 다소 증가하고, 철강 분야는 별로 영향을 받지 않으며, 정밀 기계와 정밀 화학, 돼지고기와 낙농제품 등에서 다소 타격을 받을 것으로 전망된다. 한-EU FTA는 일부 농축산물, 낙농업, 과수 부문에서 피해가 우려되지만, 경북의 지역내총샌산, 고용, 제조업 생산을 증대시키고 소비자 후생을 중가시킬 것으로 분석되었다. 이 연구에서는 경북 지역경제와 주요 산업에 미치는 영향과 지역산업계의 대응과제를 제시하였는데, 지역 산업들은 해당 업종별로 구체적인 대응방안을 세워 추진해야 한다. This paper intends to analyze the impacts of an FTA with European Union(EU) on major industries in Gyeongbuk region and derive policy measures for the regional government and those industries. The study begins with a comprehensive analysis on the trade relations between EU and Gyeongbuk region and investigates how the Korea-EU FTA affects the regional economy and major industries in Gyeongbuk. An FTA with EU would have positive impacts on major industries such as textile/clothing, electronics, steel/metal, and automobile components in the region. However, the Korea-EU FTA would adversely affects major products such as livestock/fruits/dairy products, precision machinery, precision chemical products in the region. Therefore, the regional government and industries should derive policy measures to make use of the FTA with EU as well as to minimize material injuries on the agriculture/livestock and machinery industries in Gyeongbuk region.

본 연구는 대구경북에 소재한 친환경에너지기업을 사례로 입지현황 및 집적 특성을 클러스터 관점에서 분석해 봄으로써 친환경에너지산업육성을 위한 정책입안의 대안적 기초자료를 제공하고자 시도되었다. 주된 자료는 2010년 6월 21일에서 7월 23일에 걸쳐 기업체와 환경전문가를 대상으로 한 설문조사의 결과이다. 대구경북의 친환경에너지기업은 주로 경북의 포항과 구미, 대구의 달서구에 집적되어 있다. 대경권 친환경에너지기업 존립기반의 핵심적 요소는 지역 내 대기업의 입지와 동종기업의 기술적, 지리적 근접성을 들 수 있다. 즉 대경권은 대기업이 신재생에너지를 신수종사업으로 채택하고 설립한 기업이 중심이며 주된 입지요인은 관련 원자재 확보보다는 교통 및 통신의 편리성, 지역 수요자의 높은 품질 기대 수준, 기술적, 지리적 근접성, 지역 동종기업과 경쟁이며, 현재 애로사항으로는 기술 및 연구개발 금융지원과 전문인력 양성 지원이었다. 향후 대경권 친환경에너지산업의 정책에 있어서는 종래의 인프라 구축지원 혹은 세제 혜택 등에 초점을 맞춘 지원 정책에서 과감히 탈피하여 기업수요에 기반한 기술개발 관련 금융지원, 지역 전문인력양성 및 종사자 재교육 프로그램도입과 친환경에너지산업 분야의 정책과제 발굴에 대경권 친환경에너지산업 육성정책의 초점을 두어야 할 것이다. The purpose of this study is to examine the geographical distribution and the clustering characteristics as an industrial cluster in order to provide alternative fundamental data for the preparation of the policies to facilitate the development of the Green Energy Industry. The main source of the data in this study is the outcome of a survey conducted to the firms and environment specialist from June 21st, 2010 to July 23rd, 2010. The Green Energy related companies in Daegyeong region are clustered around Pohang and Gumi, Gyeongbuk, and Dalseo District of Daegu Metropolitan City. The core element of the sustainability of the Green Energy Industry in the region is the inducement of the large-scale corporate presence in the region as well as the technical and geographical proximity. That is, the fact that there are sister companies established by the large scale corporate Daegyeong region as they have chosen this field for their new drive for growth. The major location factors are proximity, higher quality expectations from the local demands, technical availability, and competition with other companies of the same industry in the region, rather than the availability of the raw material. And the choke points for these companies are the financial support of R&D and the policy support of specialist training. The policy to facilitate the development of the industry in question in Daegyeong region, therefore, should shift from its previous focuses on infrastructure building and taxation benefits to financial supports for the technical research, human resource development in response to the needs of the companies. Also, programs to support the proficiency training for the already-hired work forces and development of new policies for the Green Energy Industry are needed to be introduced for the development of the Green Energy Industry in Daegyeong region.

The purpose of this study is to find the scheme of environmental ethics for sustainable development. For the purpose, we have discussed about the theoretical and practical efforts of sustainable development and environmental ethics. We also have discussed the directions of application of environmental ethics for sustainable development. From this study following result has been found: We need to challenge to shift in value systems, reform of institutional system and innovation of technology as a three spheres of change for sustainable development. We also have to challenge to circulation, harmonious coexistence, and self-restraint for establishment of sustainable development systems in due consideration of environmental ethics.

The purpose of this study is to examine the actual condition and the mechanism of environmental disruption in Central Asia with the connection to the regional development policies in the same area. From this study following result has been found: In the actual condition analysis of environmental disruption of Central Asia, expansion of the irrigation agriculture in the Aral sea basin forms bases of Central Asia environmental problems such as a water environment(volume of water decreases and water quality contamination), soil pollution and air pollution. Secondly, the environmental disruption in Central Asia is a typical example of in socialism nations. So it needs to understand the environmental problems in Central Asia in connections with politics, a race, a philosophy and technique problems in socialism nations.

The purpose of this study is to find the scheme of GIS application to regional environmental management planning. For the purpose, we have discussed about the theoretical and practical efforts of GIS application to regional environmental management planning. We also have discussed the roles of GIS as planning supporting system. From this study following result has been found: For the establishment of regional environmental management planning system, first, we need to build up the organization carrying out the planning. Second, we have to find out the regional environment problems specified to the region. Third, we have to establish clear-cut goal setting of regional environmental management planning. Fourth, we have to divide GIS concretely into spatial data base and application system in the implementation step. Finally, for the evaluation and feedback, we need to device the evaluation model of regional environmental management.
