저탄소 녹색성장 기본법에 관한 비판적 고찰 -환경법의 지도이념으로서 "녹색성장"의 타당성-

「저탄소 녹색성장 기본법」은 기후변화와 환경오염을 줄이고 경제와 환경이 조화를 이루는 ‘저탄소 녹색성장’을 새로운 국가발전의 비전으로 제시하고 있다. 이 연구에서는 ‘녹색성장’의 개념과 연혁을 살펴보고 연속된 지속가능성의 관점에서 이를 평가하는 한편, ‘녹색성장’의 개념을 법적으로 사용함에 있어 어떠한 문제가 있는지, 이 법이 기후변화에 대응할 수 있는 새로운 환경법의 패러다임이 될 수 있는지를 분석하였다. 마지막으로 환경법의 명실상부한 기본법이 될 수 있는지를 평가하기 위해서 기본법적인 측면에서 검토하였고, ‘녹색성장’은 지속가능발전의 필수적 개념인 ‘형평’에 대한 고려를 결하고 있다고 평가하였다. 이에 이를 극복하기 위한 입법적, 해석론적 해결책을 제시하고자 한다. “Framework Act on Low Carbon Green Growth Act” of 2010 proposes an ambitious vision for national policy towards economy and environment. This piece of legislation is particularly important because it not only establishes the basis for climate change policies but replaces “Sustainable Development” with “Green Growth” as a directive idea for all environmental policies and regulations. This research attempts to analyse the meaning of green growth in the Act and its validity as the environmental policy directive in context of climate change. This research focuses on the fact that the definition of green growth in the Act employs “environment” and “economy” but not “equity”, three factors that constitute “sustainable development”. However, this research finds that “equity” has become a critical concern regarding climate change, because climate change is an unpredictable, long-lasting, and complex risk. Without consideration of equity, green growth will not only be a concept that lacks international and domestic consensus, but will have potential conflict with other legislations that regulate environmental risks. Analysis of this research suggests, as a conclusion, that i) sustainable development regains its status as the directive idea or, ii) the definition clause of the Act is revised adopting “equity” or, iii) “equity” is interpretively included in green growth in consideration of Art. 22 of the Act.
북극해 박테리아, Pseudomonas aeruginosa에서 분리된퀴놀론 알칼로이드

Four quinolone alkaloids, 2-heptyl-4-quinolone (1), 2-nonyl-4-quinolone (2), 2-undecyl-4-quinolone (3), and 2-undecen-1′-yl-4-quinolone (4), together with two nitrogen derived benzoic acid derivatives, N-acetylanthranilic acid (5) and o-acetamidobenzamide (6) have been isolated from the Arctic bacterial strain, Pseudomonas aeruginosa. The structures of the compounds were determined by 1D and 2D NMR, and MS experiments, as well as by comparison of their data with published values. To the best of our knowledge, compounds 3‒6 were isolated for the first time from P. aeruginosa.

북극 유래 박테리아인 Pseudomonas aeruginosa 균주의 대사산물에 대한 화학적 연구는 벤조산 유도체 6번을 포함하여, 두 개의 diketopiperazine 1과 2, 두 개의 phenazine alkaloid 3과 4, indole carbaldehyde 5번을 분리하였다. 화합물들의 구조는 1D 과 2D NMR, 및 MS 기법들과 기존 보고된 문헌 값 과의 비교에 의하여 동정되었다. 분리된 화합물들 중 5번과 6번은 북극 척지해 해수의 P. aeruginosa로 부터 처음으로 보고 되었다. 대사산물들 1-6의 항균 활성은 Staphylococcus aureus과 and Candida albicans에 대하여 측정하였다. Chemical study of an Arctic bacterium, Pseudomonas aeruginosa (Pseudomonadaceae) led to the isolation of two diketopiperazines 1 and 2, two phenazine alkaloids 3 and 4, and an indole carbaldehyde 5, along with a benzoic acid derivative 6. The structures of the compounds were confirmed by 1D and 2D NMR, and MS experiments, as well as by comparison of their data with published values. Among the isolates, compounds 5 and 6 were isolated for the first time from P. aeruginosa of the seawater of Arctic Chuckchi Sea. Antimicrobial activities of compounds 1?6 against a Staphylococcus aureus and Candida albicans were evaluated.

히말라야산의 동토에서 발견된 Preussia sp.로부터 신규 벤조산 유도체 benzyl 2,4-di(benzyloxy)benzoate (1)와 6개의 알려진 화합물들(2-7)이 분리되었다. 신규물질 및 다른 화합물들의 구조는 1D-와 2D NMR실험 및 문헌값과의 비교에 의하여 결정되었다. 화합물 2-7은 동 속 및 Sporormiaceae과에서 처음으로 얻어졌다. 분리된 물질들은 쥐의 대식세포 RAW 264.7 cells에서 lipopolysaccharide (LPS) 처리에 의하여 유도된 nitric oxide (NO)의 생성량 억제를 측정하였다. 화합물 1번과 2번은 100 mg/ml의 농도로 처리했을 때 LPS에 의하여 유도된 NO 생성량을 각각 50.7% 및 88.5%까지 억제하는 것을 보였다. A new naturally occurring benzoic acid derivative, benzyl 2,4-di(benzyloxy)benzoate (1) and six known compounds (2-7) were isolated from the fungus, Preussia sp. found in frozen soil of the Himalaya Mountain. The structures of the new compound, together with the known compounds were determined by 1D-and 2D-NMR experiments, as well as comparison with published values. In addition, to the best of our knowledge, the known compounds 2-7 were isolated for the first time from the genus Preussia and the family Sporormiaceae. The isolates were evaluated for cancer chemopreventive potential based on their ability to inhibit nitric oxide (NO) production induced by lipopolysaccharide (LPS) in mouse macrophage RAW 264.7 cells in vitro. Compounds 1 and 2 inhibited NO production by 50.7% and 88.5% at a concentration of 100 mg/ml, respectively.

This study was conducted to optimize the medium composition for cold-adaptive protease production of Enterobacteriaceae sp. by response surface methodology (RSM). Yeast extract, and TritonX-100 were identified as the significant factors affecting protease from one-factor-at-a-time method. RSM studies for optimizing protease production of Enterobacteriaceae sp. have been carried out for three parameters including yeast extract concentration, TritonX-100 concentration, and culture pH. These significant factors were optimized as 6.690 g/L yeast extract, 0.018 g/L Triton™ X-10, and pH 6.677. The experimentally obtained protease activity was 8.03 U /L, and it became 1.5-fold increase before optimization.

Chronic inflammation is the cause of various diseases such as rheumatoid arthritis and asthma, with a large number of people suffering from them. There have been many reports that even link cancer to inflammation, so the development of sophisticated and powerful drugs continues to be in demand. Here we demonstrate that the methanol extract of Lecania gerlachei (LGME), a lichen member found in the extreme Antarctic environment, exhibits anti-inflammatory activities. Treatment of lipopolysaccharide (LPS) stimulated Raw 264.7 murine macrophage cells with LGME reduced nitric oxide (NO) immune modulator production, and also down-regulated inducible nitric oxide synthase (iNOS), pro-inflammatory interleukin 6, 1β and 1α (IL-6, IL-1β and IL-1α), and tumor necrosis factor α (TNF-α) at both transcript and protein levels, in a concentration dependent manner. Furthermore, it was found that these effects were mediated by nuclear factor kappa B (NF-κB) signaling inhibition. Thus, our findings may contribute towards the development of novel inflammatory drugs.
