        중앙과 지방정부 간 협치방안으로협의조정제도 연구

        The consultation coordination system, which requires consultation with the Minister of Health and Welfare, has caused a lot of controversy when the social security system is changed. The consultation coordination system was criticized for infringing autonomy and autonomy of local governments and bringing down welfare. On the other hand, it received a positive evaluation that it needed to check the introduction of the municipal social security system and to utilize it financially. Recently, local government in cash welfare benefits has been introduced competitively and it has been requested to improve the consultation coordination system with the decision of the Constitutional Court. This study suggests that it is necessary to review the current state of operation of the consultation coordination system, to check local councils, to actively participate in the consultation and coordination process and to expand the consultation and coordination welfare list excluding consultation coordination. 사회보장제도를 신설․변경할 경우 보건복지부 장관과 협의해야 한다는 협의조정제도는 많은 논란을 야기하였다. 협의조정제도가 지방자치단체의 자치권과 자율성을 침해하고, 복지축소를 가져온다는 비판을 받았다. 반면에 지자체의 선심성 사회보장제도 도입을 견제하고, 효율적 재정 활용을 위하여 필요하다는 평가를 받기도 하였다. 최근 들어 지방정부 간 현금성 복지제도가 경쟁적으로 도입되고 있고, 헌법재판소의 선고를 계기로, 협의조정제도의 개선방안을 마련하는 것이 시급하다. 본 연구는 그 동안 협의조정제도를 둘러싸고 제기된 상반된 논의를 정리하고, 협의조정제도 운영 실태를 검토하여, 지방의회의 견제와 지방자치단체가 협의조정 과정에 적극 참여하는 방안 그리고 협의조정제외 사업 확대가 필요하다는 점을 제언하였다

        활동기준원가회계시스템의 정보 유용성에 관한 연구

        This study is to examine the usefulness of the cost information by using ABC system. The purpose is to find out how the internal customers recognize the usefulness of the cost information provided by ABC system. A empirical model is designed to test two hypothesis that are derived under the assumption that the cost information of ABC system is more useful than that of the conventional costing system. Literature was reviewed and the users currently using ABC system were interviewed as well as surveyed. The gathered data was analyzed by spss/win 8.0 package. To summarize the study, if the greatest administration goal of the company is satisfying its customers, it would be very supportive for them to use the ABC system. That showed the better effectiveness in quality and time control relatively. Also, although the company does not have a fully automated factory, depending on how they use it, the ABC system can show its doubled effectiveness in the field, we could analyze.

        공구형상 최적화 및 비자성체의 자가연마 특성 연구

        The magnetic abrasive polishing (MAP) process is used to achieve the nano-meter grade polishing results on flat or complicated surface. In previous study, polishing the stainless steel plate which is a non-magneto-material was tried. To polish non-magneto-materials using the MAP process was very difficult because the process was fundamentally possible by the help of a magnetic force. Therefore, it had lower efficiency than magneto-materials such as SM45C. In this study, optimization for tool geometry of the MAP was performed to improve the magnetic force between tool and workpiece. Moreover, a permanent magnet was installed below the non-magneto-material to improve the magnetic force. And then the design of experiments was carried out to evaluate the effect of the MAP parameters on the polishing results.

        The taxonomic implication of trichome and epicuticular waxes in tribe Potentilleae (Rosaceae) in Korea

        Using scanning electron microscope (SEM), we examined the trichomes on leaf and petiole and the epicuticular waxes on leaf surfaces for a total of 27 taxa representing two subtribes, Fragariinae and Potentillinae, of tribe Potentilleae (Rosaceae) in Korea. Four types of trichomes on adaxial and abaxial surface of leaves and petioles were identified. Type I (conical hirtellous) is the most common trichome type found in the majority of taxa in Fragariinae and Potentillinae. Type II (verruculose conical hirtellous) can be found only in Potentilla cryptotaeniae of sect. Conostylae of Potentillinae. Potentilla chinensis complex (sect. Conostylae) and P. egedii (sect. Letostylae) have type III trichome (crispate villous), while type IV (floccose villous) can be found in two species in sect. Conostylae, P. nivea and P. discolor. Both woolly hairs and conical hirtellous exist together in types III and IV. The same type of trichomes in leaves and petioles can be found across different subtribes and sections. In addition, different types of trichomes can be found even in a single species. Among the taxa which have type I trichome, the majority of subtribe Fragariinae and P. centrigrana and P. dickinsii complex have well developed epicuticular waxes on the surface of leaves. Sharing epicuticular waxes among the taxa across different subtribes appears to be correlated with their similar geographical distribution and ecological conditions. However, molecular phylogenetic study implies that the existence of epicuticular waxes could be also due to phylogenetic signal.

        외부형태와 종자의 미세구조에 의한 한국산 바늘꽃족(바늘꽃과)의 분류학적 연구

        In this paper, we conducted the taxonomic study of the tribe Epilobieae Endl. and concluded that a total of nine taxa, including one Chamerion (Raf.) Raf. ex Holub and eight Epilobium L., exist in Korea. Although C. angustifolium subsp. angustifolium has been placed traditionally either in Epilobium or Chamaenerion, it can be clearly distinguished from the species of Epilobium by having alternate leaves, slightly zygomorphic flowers, non-clefted petals, and equal length of 8 stamens, supporting the recognition of genus Chamerion. All but one species of Epilobium, E. platystigmatosum, was investigated for the surface of seeds using scanning electron microscope (SEM). The seed sculpture of Korean Epilobium can be classified into three types, i.e., papillose, reticulate, and ridged. E. ciliatum subsp. ciliatum is the only species Epilobium, which has the ridged seed sculpture. E. amurense subsp. cephalostigma can be distinguished from conspecific E. amurense subsp. amurense based on leaf shape, trichome shape and distribution, size and habit. Both E. fastigiatoramosum and E. palustre have entire leaf margins, but they can be distinguished based on leaf shape, stigma, and seed sculpture; the former has elongated elliptic leaves, capitate stigma, ridged seed sculpture, whereas the latter one has elongated lanceolate leaves, club-shaped stigma, and reticulate seed sculpture. Finally, we report the first record of E. platystigmatosum in Korea, and further comparative study including conspecific populations from Japan and China can clarify the occurrence of this taxon in Korea. 한국산 바늘꽃족(Epilobieae Endl.)에 대한 외부형태학적 형질에 근거한 분류학적인 연구를 수행하였다. 그 결과 한국에는 분홍바늘꽃속(Chamerion (Raf.) Raf. ex Holub) 1분류군과 바늘꽃속(Epilobium L.)분류군이 존재하는 것으로 정리되었다. 분홍바늘꽃(C. angustifolium subsp. angustifolium)은 이전까지 바늘꽃속이나 또는 분홍바늘꽃속에 속했으나, 잎이 호생하고, 꽃은 다소 좌우상칭이며 꽃잎의 끝이 갈라지지 않고, 수술 8개의 길이가 거의 비슷한 특징으로 바늘꽃속 식물들과 잘 구분되었다. 가는민바늘꽃(E. platystigmatosum)을 제외한 바늘꽃속 종들의 종자 표면을 전자현미경으로 관찰한 결과 종자 표면은 유두상 돌기(papillose), 그물형 돌기(reticulate), 이랑형 배열의 유두상 돌기(ridged)의 세 가지 형태로 분류되었다. 줄바늘꽃(E. ciliatum subsp. ciliatum)은 속내에서 유일하게 이랑형(ridged) 배열의 유두상 돌기를 지녀 차이가 있었다. 돌바늘꽃(E. amurense subsp. cephalostigma)은 잎의 모양, 털의 형태와 분포, 식물체의 크기와 습성 등에서 호바늘꽃(E. amurense subsp. amurense)과 잘 구별되었다. 회령바늘꽃(E. fastigiatoramosum)과 버들바늘꽃(E. palustre)은 잎이 전연인 점에서 비슷하나, 전자는 잎이 긴 타원형이며 주두가 두상이고 종자의 표면무늬가 유두상인 특징을 보이며, 후자는 잎이 긴 피침형이며 주두가 곤봉형이고 종자의 표면무늬가 그물상인 특징을 가져 잘 구별되었다. 그동안 보고되지 않았던 가는민바늘꽃(E. platystigmatosum)을 새롭게 포함시켰다.

        휴리스틱 알고리즘을 이용한 평면 자기연마 공구경로 최적화

        This paper focuses on the optimal step-over value for magnetic tool path. Since magnetic flux density is changed according to distance from center of magnetic tool. Enhanced surface roughness is also different according to change of radius. Therefore, to get a identical surface roughness on workpiece, it is necessary to find optimal tool path including step-over. In this study, response surface models for surface roughness according to change of radiuses were developed, and then optimal enhanced surface roughness for each radius was selected using genetic algorithm and simulated annealing to investigate relation between radius and surface roughness. As a result, it found that step-over value of 6.6mm is suitable for MAP of magnesium alloy.

        Pre-Polymer의 제조에서 공정변수가 잔류 NCO 및 점도에 미치는 영향

        For the production of urethane prepolymer, the effect of process parameters such as diisocyanate MDI and polyol TDI was tested. In this paper, design of experiments has been adopted for studying the effect of the process parameters on the improvement of NCO and viscosity of pre-polymer. As a result of comparison of different parameters, the effect of polyol was stronger than that of isocyanate in comparison of reactivity according to the amounts of isocyanate and polyol. Especially, NCO and viscosity of pre-polymer affected a product safety.
