Long-range observation devices were developed for surveillance and reconnaissance of objects in a long distance. This long-range system, which would be required to image up to 25 km, has been subjected to image shaking problem. Our objective was to reduce image shaking by modifying some parts in an observation camera, resulting in improvement of its performance. Pan, tilt, and zoom are the movement options of an observation camera. A torsion spring was employed to minimize backlash in gears, which control pan and tilt movement. A gear reduction device was also developed and installed between a step motor and a lens adjusting gear in order to accurately control zoom movement. The performance of this observation system was evaluated at different wind speed (1-5 m/s) and vibration (1-5 Hz). Without any modification, an object at 20 km was shaken by more than 30 pixels, which was almost impossible to clearly identify it. However, when the torsion spring and gear reduction device were installed, the mage shaking was dramatically reduced: down to 3 pixels at even 5 Hz of vibration and down to 4 pixels at even 5 m/s of wind. It could easily detect objects such as people, vehicles, and small structures from a long range. This observation system, combined with automated object recognition and tracking software, would be used in shipboard and airborne application.

야간에는 주간에 비해 통행량감소에 따른 운전자의 법규위반이 많아지고 음주 및 운전자의 피로가 증가하여 교통사 고의 위험성은 급격히 증대된다. 따라서 야간에 발생하는 교통사고를 줄이기 위해서는 야간의 특수성을 고려한 실효성 있는 교통사고 방지대책이 수립되어야 한다. 야간에 보행자 교통사고가 잦은 지점에 LED안전유도블록을 설치하여 도로조명개선 효과를 분석하였다. 횡단보도진입 로인 보행자대기구간에 보행선 개념으로 업라이트조명방식인 LED안전유도블록을 설치하여 효과를 분석한 결과, LED를 설 치한 지점에서 야간 교통사고 발생건수는 26.2% 부상자수는 21.2% 그리고 사망자 수는 38.3%감소하였다. 본 연구는 안전보행조명장치의 설치시기가 서로 다르며 그 표본의 수가 적어 전국적인 대표성을 가지고 있다고 볼 수는 없으 나, 체계적인 분석을 통한 개선사업의 효과를 구체화 할 수 있는 대안은 제시할 수 있을 것이다. The objective of this study was to analyze the effects of LED safety block using the government database. To evaluate these effects, the night accident data was obtained from 2007 to 2011 from the database. At the LED-installed area, compared to the uninstalled area, the number of night traffic accidents, injured and mortality had decreased by 26.2%, 21.2% and 38.3%, respectively. The LED-installed intersections are safer than the LED-uninstalled roads from a traffic accidents perspective. In conclusion, a LED safety block is quite effective in decreasing the number of traffic accidents. Although this study was conducted using the data from Changwon city, where LED safety blocks have been installed so far, these results can provide valuable data to other cities considering the implementation of these LED safety blocks.
