정보통신기술의 발전과 네트워크 기술의 광대역화로 ITㆍ방송ㆍ통신 분야의 융합이 가속화되면서 자치단체에서도 디지털케이블TV, IPTV, 모바일 기기 등을 이용한 융합서비스를 도입하기 시작하고 있다. 이 논문에서는 융합서비스의 개념과 범위를 정의하고, 자치단체 융합서비스 수요조사 결과를 분석하여 중장기적으로 자치단체에 융합서비스를 활성화하기 위한 전략과 정책과제를 제안한다. 활성화 전략으로는 OSMU를 위한 콘텐츠 분류 및 관리체계 확립, 공공정보를 활용한 콘텐츠의 지속적 확충, 서비스 유형별 단계적 서비스 구현, 플랫폼 특성을 고려한 서비스 개발, 정책과제로는 지방의 네트워크 환경 조성, 이용자 편의성과 보안성을 높이기 위한 기술개발과 표준화, 서비스 활성화를 위한 중앙과 지방의 역할분담, 정보격차 대응을 위한 제도 개선, 융합서비스 관련 법제 개선을 제안한다.

국내 전자민주주의 사례분석을 통한 민주적 전자정부 추진방향

민주주의 국가에서 정부 운영은 기본적으로 민주성을 전제로 하여야 하며, 진정한 의미의 전자정부란 민주주의 구현 가능성을 높여주어야 한다. 우리나라의 전자정부는 1970년대 후반부터 추진되고 있지만, 정부의 민주성보다는 생산성과 효율성에 초점을 두어 추진되어 왔다. 이 논문에서는 우리나라의 전자정부 추진사례 중에서 정부영역에 해당하는 전자민주주의 사례 분석을 통하여 민주적 전자정부 구현을 위한 정책적 방향을 제언한다. 사례분석은 전자민주주의 유형(정보제공형, 정보공개형, 자문-수렴형, 자문-피드백형, 공공숙의형), 시민참여유형(능동적, 수동적), 정책과정에서의 시민참여단계(정책구상, 정책결정, 정책집행, 정책평가) 측면에서 이루어졌으며, 정책방향으로는 전자정부평가에서 전자민주주의 측면 고려, 시민참여 채널의 다양화, 전자민주주의 구현을 위한 정책 네트워크 및 e-governance 모델 개발, 분권화와 개방화에 기반한 공공숙의모델 개발, 지역단위의 다양한 시범사업 추진 등을 제언하였다.

The industrial development has changed human consumption patterns from mass consumption to differentiated ones. In other words, our human beings tend to consume for pleasure rather than necessity, while yearning for an individualistic pattern differentiated from others and putting emphases on emotional and intellectual aspects more than functional ones. Such a change of human desire is not exceptional even in the area of information uses. Human beings have created such new information media as news papers, radio and television in the industrial society, and have obtained various information through these media. However, we are experiencing much difficulty in our acquisition of the necessary information due to the explosive increase of information. Thus, today's information users, unlike those of the industrial age, want to be able to select the information suitable to their needs or tastes, while resisting the unilateral imposition of mass media, now, huge amount of information has been able to disseminated among numerous individuals world-wide in a very short time owing to the personal computers which began to be distributed since 1980's, and in particular, the development of multi-Media in 1990's. Thus, we have come to live in a society where wealth could be accumulated through use of information just as had been during the industrial society when wealth could be acquired though production/ distribution/ consumption of commodities. Such changes have motivated various studies on social science and other areas including design. In fact, the studies conducted on designs have been focused mostly on the methods of utilizing the modern designs which have continued to develop since the Industrial Revolution as well as those of making available such design tools as computers and new media. In this age when information and commodities flood the consumers world-wide through high-speed communication networks, this study is aimed at reviewing the approaches to the packaging and multi-media industries and thereupon, suggesting the strategies and desirable directions for packaging design.

夏季剪定 環狀剝皮 및 B-9處理가 사과나무의 結實에 미치는 影響

This study was conducted to find out the most effective method among treatments of detopping, Scoring, Ringing and B-9 application to stimulate flower bud formation and fruit set of sky spur apple variety. The results wereas follows. 1. Ringing is recognized as the most effective method to stimulate flower bud formation and fruit set. Among times of treatments, June 10, 20, and 30 th earlier application resulted the better flower bud formation and fruit set. 2.Scoring treatment showed significantly less flower bud formation and fruit set than ringing, but scoring treatment can be done more easily than ringing. 3.It is recognized that partialy spraying of B-9 2000 ppm on a branch did not increase flower bud formation and fruit set. 4.Partialy spraying of B-9 2000 ppm on the detopped shoot with 6 leaves increased flower bud formation and fruit set than the control. 5.All detopped shoots during June with 3 loaves, 6 leaves and 10 leaves induced poor flower bud formation and no fruit set.

Multi-Visual communication 언어에 관한 연구

인간에 있어서 컴퓨터는 정보의 전달과 처리를 고도화시키는 중요한 수단인 동시에 새로운 지식정보를 얻을 수 있고 생산해낼 수 있는 매체이다. 소프트웨어 산업의 발달, 시스템성능의 대형화, 다기능, 복잡화로 컴퓨터와 사용자의 상호작용이 중요한 문제로 등장하게 되었다. 즉, Multi-Visual communication(MVC)환경하에서 언어는 그 의미전달과 사용자의 요구, 필요, 취향을 이해하고 그들이 갖는 질적 기대가치를 충족시켜야 한다. 인간과 컴퓨터에서 커뮤니케이션의 기본수단인 MVC언어는 인터페이스의 근본체계이며, 정보전달이 복잡하고 발전할수록 그 중요성이 더욱 부각되고 있다. 인간과 컴퓨터 상호작용에서 정확한 의미전달을 위해 MVC언어는 그 연구영역이 광범위하나 기본적인 기능적인 면과 미적기능이 동시에 충족할 수 있는 MVC언어를 위한 연구가 활발해져야 된다고 본다. For human beings, the computer is not only important means of transmitting and processing information most efficiently but also a medium which helps to acquire or produce new knowledge and information. Due to the development of the software industry as well as the enhanced, sophisticated and complicated system performances, the interaction between computer and users has emerged as important issue. In other words, amid the environment of the multi-visual communication, the language should understand the implication of communication and user`s demands/needs/preferences and additionally meet the qualitative expectant values. Between men and computer, the visual language as a basic means of communication must be a fundamental system for interface. The more complicated the transfer of information becomes, the importance of visual language will be highlighted more. In order to convey the meaning precisely in the interactions between men and computer, it must be necessary to study the visual languages in such a way that the aspects of their basic and aesthetic functions can be simultaneously satisfied, although their scope is very wide.

1997년 지역정보화촉진기본계획이 수립된 이후 다양한 지역정보화사업이 추진되어 왔지만 지역간 정보격차, 지방자치단체 정보화추진 역량 미흡 등의 한계점이 나타나고 있으며, 다른 한편으로는 지방자치권 강화, 정보화법체계 변화, EA도입 및 정보자원관리기능 강화 등 행정환경이 변화하고 있다. 이러한 배경 하에 이 논문에서는 먼저 지방자치단체 정보화조직, 인력, 업무 현황을 전반적으로 검토하여 문제점을 고찰하고, 이를 바탕으로 지방자치단체 정보화조직 역량강화를 위한 대안으로 정보화책임관 제도 활성화, 채용제도 개선과 재교육을 통한 정보화인력의 전문성 강화, 전산직 등 정보화관련 직렬제도의 현실화, 정보화사업관리를 위한 PMO 기능 강화, 지역 수요를 반영한 정보화추진을 위한 기획기능 강화, 수직적 수평적 정보화추진체계의 연계를 통한 네트워크 강화 등 6가지를 제안하였다.
