한전 전력연구원은 기준 발전소 시뮬레이터가 없는 고리1호기 원자력발전소의 현황을 고려하여 주제어실은 없지만 고리1호기의 운전특성을 나타내는 전범위 시뮬레이터개발의 1단계로서 강사 및 운전원 모니터에 나타나는 Soft Panel 만으로 운전훈련이 가능하도록 하는데 목표를 두고 원자력발전소 운전원 훈련용 시뮬레이터를 개발 하였다. 본 논문에서는 상기의 개발내용 중에서 시뮬레이션 시스템 구성, 컴퓨터별 주요기능, 강사제어 프로그램, 운전원제어 프고그램, Simulation Diagram 화면, Soft Panel 화면, 시뮬레이터 연동 등에 대한 내용을 기술하고자 한다.

The performance of a power plant is highly dependent on the performance of its control loops. So real-time performance monitoring to identify poorly or under-performing control loops has become an integral part of preventative maintenance of power plant. Korea Electric Power Corporation has developed control loop performance monitoring system which can interface with several DCS to have original technology. This paper introduces general CLPM technology and commercial solutions. And then describes basic functions of the CLPM which has been developed to monitor automatically and continuously the performance of control loops of power plant.

칼빈의 은사 이해

본 논문은 칼빈의 은사론을 고찰함에 있어서 먼저 그가 주장하는 은사의 목적을 간략하게 살핀 후에 은사의 기독론적 기초와 성령론적 성격을 집중적으로 고찰하였다. 그리고 은사의 종류를 고찰함에 있어서 봉사와 연관된 은사들(롬 12:6-8; 고전 12:28, 엡 4:11) 가운데 특히, 사도와 복음 전하는 자, 선지자, 교사에 관해 살펴 본 후에 고전 12:8-10에 나타난 은사들 가운데 믿음과 능력 행함, 영의 분별에 대한 칼빈의 이해를 그의 성경주석을 중심으로 살폈다. 은사의 목적은 교회론적 차원이 강조되었는데 교회의 통일성, 교회에 유익을 제공하는 것, 그리고 봉사의 직분을 통한 구체화로 파악된다. 은사의 기독론적 기초는 그리스도의 삼중직을 출발점으로 삼고 은사를 지속적으로 하나님의 말씀과 연관짓도록 유도한다는 점에서 발견된다. 이를 통해서 은사의 성령론적 이해에 지나치게 치중하는 현실을 수정할 수 있을 것이다 또한 칼빈이 주장하는 은사의 성령론적 성격은 복음을 통해서 은사와 직분이 연결된다는 사실, 성령의 주권적 은사 부여, 성령의 은사부여는 차별성과 동시에 통일성과 질서 유지에서 발견된다. 칼빈은 은사의 성령론적 차원은 신자 개인의 차원에 국한되는 것이 아니라 전체 교회에 해당되는 차원임을 밝힌다. 개별적 은사에 대한 칼빈의 이해에 있어서 두드러진 특징은 교회론적 강조이다. 즉 그가 직분을 통한 봉사를 은사와 연관시킨다는 사실이다. 칼빈은 이러한 관점에서 은사를 직분으로 대체하지는 않지만 사도와 복음 전하는 자,선지자, 그리고 목사와 교사라는 직분을 은사라는 틀에서 이해한다. In this article Calvin’s understanding of spiritual gifts has been explained according to following points: purpose, christological basis, pneumatological character and kinds of spiritual gifts. Calvin found their purpose primarily in ecclesiastical context. They are given to the individuals for the purpose of promoting unity and edification in the church. These two purposes are achieved by means of office in the church. Calvin further shows that gifts are founded on the work of Christ. The threefold office of Christ is taken as a starting point to show that gifts should be understood in relation to the Word of God. His christological understanding of gifts can be of good service to our tendency to understand gifts from the perspective of pneumatology alone. Calvin’s understanding of pneumatological character of gifts is clearly revealed in his emphasis on the sovereign role the Holy Spirit plays in their bestowal to the individuals. Without sacrificing individual character of gifts, Calvin insists on the role of the Spirit in providing unity and order within the church. Calvin continuously related gifts with offices without equating them and thus distinguishing them. His understanding of various kinds of gifts including, apostles, prophets, evangelists, pastors and teachers, should be viewed from this perspective of connecting gifts and offices together.

공정한 한국사회를 위한 한국교회의 역할

본 논문은 한국 교회가 공정한 한국 사회 실현을 위해 기여할 수 있는 바를 고찰함에 있어서 제네바의 종교개혁자 존 칼빈(John Calvin, 1509-1564)을 모델로 삼았다. 16세기 사회적 상황에서 칼빈의 공정성(fairness) 이해는 하나님 사랑과 이웃 사랑을 기초로 한 개념이며 하나님께서 부여하신 율법을 지키고 상호간에 사랑의 직무를 행하는 것에 집중된다. 여기에서부터 곤경에 처한 자에 대한 배려가 도출되며 다른 사람의 소유를 존중하는 정신도 생겨난다. 공정한 제네바 사회를 위한 칼빈의 역할은 크게 법률 전문가로서의 역할, 교회 지도자로서의 역할로 나누어서 생각될 수 있다. 먼저 법률전문가로서 그는 <교회법령>을 작성하여 교회 내에서 협력정신과 질서를 확립함으로써 공정성을 추구하였다. 또한 제네바 시에서 제네바시민법 개정에 동참하였고 사치금지법을 위시한 다양한 법률제정에 간접적으로 영향력을 행사함으로써 공정한 사회 실현에 이바지하였다. 공정한 제네바 건설을 위한 칼빈의 실질적 역할은 그의 교회지도자로서의 역할을 통해 더욱 구체적으로 드러났다. 집사제도의 확립을 통해서 제네바의 구빈원의 내실 있는 운영이 이루어지게 되었으며 이를 통해 가난한 자들이 더욱 공정한 환경 속에서 살 수 있는 여건이 마련될 수 있었다. 프랑스기금은 제네바에 정착한 프랑스피난민들을 돕기 위한 일종의 자발적 제도로서 구호활동 뿐 아니라 모든 피난민들의 자녀들에게 그들의 능력에 걸맞은 교육 환경을 제공함으로써 공정한 제네바 실현에 기여할 수 있었다. 마지막으로 본 논문은 이러한 칼빈의 본보기로부터 한국교회가 공정한 한국사회 구현을 위해서 공헌할 수 있는 바를 다음의 다섯 가지로 나누어 제안했다: 사회봉사를 위한 예배와 교회 교육의 회복과 실천, 집사제도의 재고를 통한 교회 내의 공정성 확보, 기독교 윤리의 보편성에 나타난 공정성에 대한 강조, 사회봉사에 있어서 전문성 확보를 통한 공정성의 확립, 사회 교육에 대한 관심과 실천. This article focuses on the role of Korean Church to the realization of fair Korean society. It is the author's conviction that Calvin's role in development of fair society in Geneva during 16th century can function as a good model for accomplishing our purpose of achieving a fair Korean society and the role of Korean church for this purpose. In 16th century social setting, Calvin's understanding of fairness in Genevan society was largely based upon the concept of love for God and love for the neighbor. Fairness was sought on none other than the law of God showing great respect for divine love and its actual in terms of concern and care for the poor in the society. Calvin's practice for a fair society can be summarized in two categories of his ministry. First, Calvin pursued fairness as an expert in the field of law. He had written not only Ecclesiastical Ordinances (1541) for the Genevan church but also civil laws in the city including various laws. In Ecclesiastical Ordinances Calvin was able to show forth the concept of fairness by emphasizing corporate solidarity, collegiality, and equality among the pastors within the Genevan Church. Also he had indirectly influenced the legislation of the sumptuary law which was an attempt for equality to be reinforced regardless of one's status. Second, Calvin pursued fairness in society as a church minister. His influence can be seen in the establishment of deacons for proper care of the hospitals and Bourse française. Hospitals in Geneva, even though not directly under the control of the church, had exercised the duty of taking care of the poor with fairness. Bourse française had provided fair opportunities to the French refugees in Geneva for them to realize their potential by preparing funds, educational facilities, etc. In light of Calvin's ministry in Geneva, five suggestions are made for the Korean Church to possibly contribute for establishing a fair Korean society: recovery of worship and education for social service in the church, reconsideration of the current office of deacon in the church, emphasis on the universality of Christian ethics as a proper element for accomplishing fairness in the society, necessity for acquiring expertises in the field of social services in the church, necessity for education toward society.

종교 활동 참여가 미주 한인 노인들의 정신적 건강상태에 미치는 영향

우리나라 노인학대 현황과 학대 개입을 위한 통합서비스 제공 필요성: 노인보호전문기관의 연계서비스를 중심으로

본 연구에서는 우리나라의 노인학대 현황과 그 유형별 특성에 대해 알아보고 노인학대 피해자와 가해자에 대한 통합서비스 제공의 필요성을 실제 사례들에 대한 분석을 토대로 제시하였다. 이를 위해 최근 4년 동안 전국의 18개 노인보호전문기관이 발행한 상담사례 보고서 34권에 들어있는 230개의 실제 노인학대 개입 사례에 대한 내용분석을 실시하였다. 이를 통해 우리나라 노인학대의 유형, 노인학대자 및 학대 피해자의 제반 특성과 학대의 요인을 살펴보았고, 지난 4년 동안 노인보호전문기관을 통해 제공된 연계 서비스의 내용과 그 특성을 노인학대의 유형, 학대 및 피학대자로 나누어 살펴보았다. 그리고 학대 요인의 다양성으로 말미암아 이들 요인들에 대한 보다 효과적이고 효율적인 개입을 위해서는 노인보호전문기관 유일의 단일 사례관리방식에서 벗어나 문제해결을 위해 필요한 지역사회 기관들이 함께 모여 그 방법을 모색해 나가는 통합적 사례관리 시스템 모형을 그 대안으로 제시하였다. The purpose of this study was to describe the characteristics of elder abuse in Korea and to propose an integrated service delivery for elder abuse intervention. For this purpose, 230 abused cases, which were selected from the annual report of 34 Noin-Boho-Junmun-Kikwan (locally-based elder abuse prevention and protection center) from 2005 to 2008, were analyzed. Major results were summarized as follows: first, 1,124 intervention services were provided to abused older adults overall. Of them, 588 counseling services (52.3%) were the most services that provided to older adults. The second one was social welfare services (16.9%) including alcohol center, public aid, etc. And the next services were providing information and medical services. 39% of total services were linked services between the center and other local human service agencies. This study suggests that an adopting integrated case management system is the best solution in elder abuse intervention due to its complexity of the needs of abused elders and abusers.

지방공기업 민영화의 가능성과 실제

지역사회 네트워크 활동 참여자의 자원의존성과 기관장의 지지가 네트워크 활동성과에 미치는 영향 -사회자본의 매개효과를 중심으로-

본 연구는 지역사회복지 네트워크 활동에 참여한 기관의 종사자들 이 인식하는 자원의존성과 그들이 속해 있는 조직 내 기관장의 지지가 네트워크 활동성과에 미치는 영향을 사회자본의 매개효과를 통해 검증하고자 한 것이다. 이를 위해 사회복지공동모금회의 지역단위복 지과제해결지원사업이 실시되었던 전국의 5개 지역에서(서울특별시, 경기도 안산시, 충북 보은군, 충북 청원군, 전남 여수시) 사업 참여기 관으로 협약을 맺고 활동하는 실무자 전수인 96명의 응답을 최종분석에 활용하여 구조방정식을 통해 연구가설을 검증하였다. 연구결과, 기관장의 지지는 네트워크 활동성과에 직접적으로 유의한 영향을 미치지는 않았으나, 사회자본을 완전매개로 하여 유의미한 영향을 미치는 것으로 나타났다. 한편, 네트워크 참여자들의 자원의존성에 대한 인식은 네트워크 활동성과와 사회자본 모두에 직접적으로 유의미한 영향을 미치지 않는 것으로 나타났으나, 사회자본은 네트워크 활동성과에 직접적인 영향을 미치는 것으로 나타났다. 이를 바탕으로 본 연구는 사회복지에의 함의를 제시하고 있다. This study tries to test how resource dependence and organizational leader’s support effect on the outcome of social welfare service agency staff’s networking, especially focusing on the mediating effect of social capital. To accomplish this goal, 96 social welfare service agency staff those who were participated in 5 different local social welfare service networks, sponsored by the Community Chest of Korea during 2009-2011, were selected and investigated. Structural equation model was examined to identify mediating effect of social capital between two network environmental factors -social welfare agency staff’s resource dependence and organizational leader’s support, and the outcome of social welfare agency staff’s networking. The findings of this study shown that social capital was a significant mediator, and had mediating effect only between organizational leader’s support and the outcome of agency staff’s networking. As a result, this study has implied the necessity for social work practice to promote the outcome of social welfare service network.

한국 광해관리정책의 변화와 전략

This study focused on the changes of mine hazards management in Korea, so proposed a few strategies for better-ended mine reclamation. It considered the magnified concept on mine hazards management; environmental approach to mine hazards was enlarged to social, cultural, economic scopes, and the MIRECO must consolidate it’s role in technical development and foreign mine reclamation projects. In the abandoned mines in Korea, regional promotion projects may concentrate on self-reliant economic vitalizations, connection regional culture and tourism resources, as well as rebuilding the residential environment.
