기존의 SOC를 보다 효율적으로 활용할 수 있는가를 고민하는 것은 SOC의 증설을 위한 연구.개발.투자만큼이나 중요한 문제이다. 또한 총중량 51톤의 군용 중차량인 전차가 현행법상 국내 교량의 통행에 제한을 받고 있다는 현실적인 문제에서 출발하여, 국내 외의 여러 연구 결과를 바탕으로 축하중 10톤, 총중량 40톤의 현 도로법상 차량의 운행제한 조항을 궤도하중인 군용전차에 일괄 적용하기에는 무리가 있다. 미국 및 NATO에서 사용하고 있는 교량해석방법의 또 다른 표준인 표준급수분류제도 등을 이용하여 우리 실정에 맞게 검증하고, 우리의 단위체계나 교량해석방법과는 다른 산물로서의 데이터베이스로 손쉽게 활용할 수 있어야 하겠다. Any vehicle and equipment whose total weight is more than 40ton and its axle weight is 10ton or above is banned to cross any bridge in our country under section 54 in the Highway law. This restriction results from the accumulation and application of safety factors about which there is type specification in the "standard design vehicle". And in "standard design vehicle", Vehicle load to bridge is assumed concentrating one. Based on this restriction, there is an issue that military tank which has a total weight of 51ton (63ton in case of the US tank) can not cross any bridge. However, many research and practical examples concerned manifest that it is possible for military tanks to cross these bridges. The reasons of this issue in the current Highway law's provisions are analyzed in this paper. Correspondingly, feasibility of military tanks passing these bridges are discussed here. At last, considering economical efficiency and practicability for military, several suggestions and improving measures are put forward. This research has certain reality significance to guide bridge design considering the passage of military heavy vehicles.

The purpose of this study is to explore a new comprehensive index measuring local fiscal capacity. There are two major problems in constructing a comprehensive index. One is how to transform individual index to relative index in comparable form. This study settles this problem by using standard score (z-score). Each individual index is transformed to relative index by standard score and each index’s standard scores are summed up with each local government unit. This study names the sum of these standard scores ‘the standardized comprehensive index’ . The other problem in constructing a comprehensive index is how much weight should be assigned to each relative index in summing up individual index’s value. This study tackles the problem by using factor score. Factor analysis extracts weights. named factor score coefficient (or factor weight), through correlation analysis for each indexes. This study names sum of these factor scores, which reflects individual index evenly, ‘the factorized comprehensive index’. Through correlation analysis between the comprehensive index and individual indexes, it turns out that these new indexes (particulary the factorized comprehensive index) are superior to existing comprehensive index such as 5- stage point system in terms of their ability to reflect individual index. Judging from the superiority of new comprehensive indexes, particulary the factorized index. this new comprehensive index is recommended for the future study of local fiscal capacity.

This paper aims at proving that Wordsworth has an essentially ecological imagination. He is fundamentally a poet of nature, which such critics as Hartman and Bloom have denied. Wordsworth's imagination, which created his poems of nature, is motivated by what Devall and Sessions called “the ecological consciousness.” The ultimate norms of deep ecological consciousness are so-called ‘self-realization’ and ‘biocentric equality.’ The former means that the world we live in is a huge organism (which Lovelock called “Gaia”) and that individual life forms are inseparably interconnected with each other to form the larger Self. The latter means that each life form has an equal right to realize itself in that larger Self. Scott Bryson referred to the three characteristics of contemporary ecopoetry as “ecocentrism, a humble appreciation of wildness, and a skepticism toward hyperrationality.” Through analysis of Wordsworth’s poems it is shown that we can find the two norms of eco-consciousness and Bryson’s three attributes of ecopoetry embodied in most of his important poems.
