노인장기요양기관 종사자가 인식하는 시설장의 윤리적 리더십이 조직투명성에 미치는 영향 - 윤리경영의 매개효과를 중심으로 -

본 연구는 노인장기요양기관 시설장의 윤리적 리더십이 윤리경영을 매개로 하여 조직의 투명성에 미치 는 영향을 살펴본 것이다. 서울과 경기지역에서 지방자치단체에서 위탁운영 중이거나 비영리법인 산하에서 운영하는 서울과 경기지역의 노인장기요양시설 56개소 중 45개소, 232명의 사무국장, 사회복지사, 영양사, 간호사, 사무직 종사자를 대상으로 조사를 진행 하였으며,그 결과는 다음과 같다. 첫째, 윤리적 리더십은 윤리경영에 유의미한 상관관계를 나타냈다. 즉, 윤리적 리더십은 비영리장기요양 시설에서 조직을 윤리적으로 운영할 수 있도록 여러 제도와 이념에 정(+)의 영향을 미치고 있었다. 둘째, 윤 리경영은 조직투명성에 유의미한 상관관계가 있음을 나타냈다. 윤리경영은 조직을 투명하게 운영하는 데 필요한 조직운영과, 재무회계 그리고 정보에 대한 투명성이 이루어질 수 있도록 정(+)의 영향을 주었다. 이 는 윤리경영이 조직투명성의 선행조건임을 나타내는 것이다. 셋째, 윤리경영은 윤리적 리더십과 조직투명 성을 완전매개하는 것으로 나타났다. 즉, 윤리적 리더십은 윤리경영에 정의 영향을 미치며, 윤리경영은 조 직투명성에 정의 영향을 미침으로써 조직 투명성에 영향을 미치고 있음을 알 수 있었다. 따라서 시설장의 윤리적 리더십을 향상시킬 수 있는 교육⋅훈련 등의 방안 강구가 절실히 필요하다 할 수 있다. This study aims to explore the effects of ethical leadership of non-profit long-term care center directors on the organizational transparency. To achieve the purpose of this study, I surveyed 232 employees(social welfare workers, dieticians, nurses) of long-term care centers located in Seoul and kyung-gi province). The results were as follows; First, the correlation between ethical leadership and ethical management is statistically significant, More specifically, Ethical leadership has a positive influence on the system and idea of non-profit long-term nursing institute to manage it ethically. Second, Ethical management is significantly related with organizational transparency. Ethical management has a positive influence on the transparency of organizational management, financial accounting, and information. It means that ethical management is a prerequisite of organizational transparency. Third, ethical management fully mediates the relationship between ethical leadership and organizational transparency. In other words, Ethical leadership has a positive influence on ethical management and ethical management has a positive influence on organizational transparency. Therefore, The directors of long-term care centers should have the opportunities for education and training to improve their ethical leadership.

노인복지관의 윤리경영 실천이 재정투명성에 미치는 영향:

본 연구는 노인복지관 윤리경영이 재정투명성에 미치는데 있어 조직풍토의 매개효과를 살펴보고자 하였다. 본 연구를 위해 2016년 3월~5월까지 전국 246개 노인복지관을 대상으로 총 1,230부의 설문지가 배포되었고(사전조사 각각 5부 포함), 해당기관 1년 이상 근무한 경험이 있는 사회복지사 및 근무자 5명 이내에게 응답하여 줄 것을 요청하였다. 최종796명을 대상으로 조직단위의 평균값 산출을 통해 215개 기관으로 재구성되어 분석에 사용되었다. 본 연구모형의 검증 결과, 윤리경영의 하위요인인 기관의 윤리 원칙 및 전략, 기관의 이용자 권리인식수준이 높을수록 재정투명성에 높아지는 것으로 나타났다. 반면 기관의 윤리적 인프라가 갖추어질수록 재정투명성은 낮아지는 것으로 나타났다. 즉 윤리경영이 모두 재정투명성에 긍정적인 영향을 미치는 것이 아니라는 것이다. 그러나 윤리적 인프라는 조직풍토의 슈퍼비전과 자율성 풍토에 직접, 정적 영향을 미치며, 슈퍼비전과 자율성은 재정 직접, 정적 영향을 미치는 것으로 나타났으며, Sobel-test결과 조직풍토의 매개효과가 유의미한 것으로 나타났다. 결과적으로 사회복지협의회, 노인복지관협회 등에 소속된 사회복지기관과 시설에 영향을 미칠 수 있도록 협회의 윤리경영 실천(보급, 연수활동)이 요구되며, 조직풍토의 중요성을 감안하여 조직풍토의 관리를 통해 기관의 재정투명성을 확보하고, 나아가 사회복지기관을 대상으로 한 인증제를 통해 신뢰성을 높이는 것이 중요하다. This study is designed to closely examine how ethical management impacts on financial transparency. To get into a point, the study focused on importance of working environment and its impact on financial clarity in accordance with a mediative effect of organizational climate. For this research, question sheets accompanied 5 copies are transmitted to 246 facilities, from which around 1230 questionnaires in total selected for a feasibility study. The survey was asked for 5 staffs who is currently working in welfare center with 1 year-and-more experience in related area to be responded. Finally 796 of all respondents were collected for the mean value calculation and sent out to 215 local welfare centers for specific classification. As a finding, a fact was found that the users’ recognition on ethical management is higher, the financial transparency is also clearer. On the contrary, the facility’s ethical infrastructure is equipped higher, the financial clarity is lower relatively. Another finding says that the ethical infrastructure gives a direct-and-positive impact on supervision of the organization, at the same time by means of sobel-test, it significantly shows us that supervision and autonomy of the organizations also directly gives positive impact on clear budget administration. So as to speak, with ethical infrastructure of senior welfare center, enhancing the positive impact of organizational climate is the best way to clarify financial operation even to the sub-factors of ethical leadership. On these findings, the study came up with four possible alternatives. First is to strengthen the ethical management in every welfare centers. Second is all the social work association, senior centers alike to practise continuous education and training. Third is to intensify and keep the organizational working mood smooth that all the facilities nationwide come higher in terms of financial clarity accordingly. Finally, the study strongly suggested an introduction of certification system drawing the institutional credit out of within and outside as well.

블록 기반의 분산 비디오 코딩을 위한 채널 예측 기법

본 논문은 분산 비디오 코딩을 위하여, 수신된 움직임 벡터 기반으로 보조정보의 채널의 상태를 예측하는 기법을 제안한다. 제안한 복호기는 보조정보의 움직임 벡터를 측정하여 부호기로 전송한다. 부호기는 수신된 움직임 벡터를 기반으로 복호기의 보조정보와 동일한 예측 보조정보를 생성함으로써, 복호기의 보조정보의 성능을 측정하고, 이를 복호기로 전송한다. 또한 복호기는 수신된 오류 정보를 통하여 정확한 교차확률을 적응적으로 적용한다. 제안하는 방법은 정확한 신뢰도를 전파함으로써, 채널 복호기의 복잡도를 감소시킬 수 있으며, 적은 패리티 비트로 높은 오류정정 성능을 나타낼 수 있다. 실험 결과, 제안한 방법이 기존의 방법들과 대비하여, 비트-왜곡 성능이 증가하고 복잡도가 감소한 것을 확인 할 수 있다. In this paper, we propose a channel estimation of side information method based received motion vectors for distributed video coding. The proposed decoder estimates motion vectors of side information and transmits it to the encoder. As the proposed encoder generates side information which is the same to one in the decoder with received motion vectors, accuracy of side information of the decoder is assessed and it is transmitted to decoder. The proposed decoder can also estimate accurate crossover probability with received error information. As the proposed method conducts correct belief propagation, computational complexity of the channel decoder decreases and error correction capability is significantly improved with the smaller amount of parity bits. Experimental results show that the proposed algorithm is better in rate-distortion performance and it is faster than several conventional distributed video coding methods.

보조정보의 움직임 벡터를 이용한 분산 비디오 코딩에서 H.264/AVC로의 트랜스코딩

In this paper, a transcoding method with low computational complexity and high coding efficiency is proposed to transcode distributed video coding (DVC) bitstreams to H.264/AVC ones. For the proposed high-performance transcoding with low complexity, not only Wyner-Ziv frames but also key frames can be transcoded with motion vectors estimated in generation of side information. As a motion vector is estimated from a key frame to a prior key frame for side information generation, the motion vector can be used to encode the intra key frame as a predicted frame. Motion estimation is performed with two predicted motion vectors. One is the motion vector from side information generation and the other is median of motion vectors of neighboring blocks. The proposed method selects the best motion vector between two motion vectors based on rate-distortion optimization. Coding efficiency can be improved with a small size of search range, because a motion vector estimated in side information generation is used as an initial motion vector for transcoding. In the experimental results, complexity of transcoder is reduced about 12% and bitrate performance increases about 28.7%.

계층적 적응적 탐색과 양방향 움직임 예측을 이용한 프레임율 증가 방법

본 논문은 비디오의 시간적 화질 향상을 위한 새로운 프레임율 증가 방법을 제안한다. 제안하는 방법에서는 계층적 움직임 추정 시에 탐색범위를 적응적으로 변환하는 방법을 이용하며, 움직임 보상 시 보간되지 않은 부분에 한하여 양방향 움직임 추정 및 보상과 선형 보간법을 수행한다. 부정확한 움직임 벡터 추정으로 인한 오류를 방지하기 위하여 신뢰도를 기반으로 탐색범위를 적응적으로 조절하며, 움직임 추정에 대한 신뢰도를 높이기 위하여 분산이 높은 블록 순으로 움직임 추정을 수행한다. 또한, 보간되지 않은 영역에서 배경과 객체를 분리한 후 배경인 영역에서는 선형보간법을 수행하고, 객체로 추정된 영역에서는 양방향 움직임 추정 방법을 이용하여 보간한다. 알고리즘의 성능을 평가하기 위하여 원본 프레임과 제안한 알고리즘을 이용하여 보간한 프레임 사이의 PSNR을 측정하였다. 그 결과, 화질이 기존 알고리즘보다 약 2dB 정도 개선되었으며, 블록화 현상과 몽롱화 현상이 감소한 것을 확인할 수 있었다. In this paper, we propose a frame-rate up-conversion method for temporal quality enhancement. The proposed method adaptively changes search range during hierarchical motion estimation and reconstructs hole regions using the proposed bi-direction prediction and linear interpolation. In order to alleviate errors due to inaccurate motion vector estimation, search range is adaptively changed based on reliability and for more accurate, motion estimation is performed in descending order of block variance. After segmentation of background and object regions, for filling hole regions, the pixel values of background regions are reconstructed using linear interpolation and those of object regions are compensated based on the proposed bi-directional prediction. The proposed algorithm is evaluated in terms of PSNR with original uncompressed sequences. Experimental results show that the proposed algorithm is better than conventional methods by around 2 ㏈, and blocky artifacts and blur artifacts are significantly diminished.

노인복지관의 최고관리자의 윤리적 리더십이구성원의 조직시민행동에 미치는 영향: 조직투명성의매개효과 검증

This study examines the effects of CEO's ethical leadership on the institute members' organizational citizenship behavior in senior welfare center. Especially, the significance of it is to emphasize the necessity of organizational transparency, by examining the mediating effects of organizational transparency. For this, total 1,200 questionnaires were distributed to 256 senior welfare centers in March 2016, and total 676 questionnaires collected from 159 institutes were used for analysis. On top of using SPSS 21.0 to conduct the frequency analysis, descriptive statistics, reliability analysis, and exploratory factor analysis, the AMOS21.0 was used to verify the direct/mediating effects of research model. In the results of verification, CEO's ethical leadership had positive effects on members' organizational citizenship behavior. In the results of exploratory factor analysis, ethical leadership was composed of moral human-orientation, moderation-orientation, and social responsibility-orientation. In the results of exploratory factor analysis of organizational transparency, it was composed of financial transparency and operational transparency. In the verification of direct effects, the sub-factors of ethical leadership having direct effects on organizational transparency and organizational citizenship behavior were the moral human-orientation and social responsibility-orientation while organizational transparency also had statistically significant and direct effects on organizational citizenship behavior. In the results of examining the mediating pathway through sobel-test to see the mediating effects, the pathways like ① moral human-orientation→financial transparency→organizational citizenship behavior, ② moral human-orientation→operational transparency→organizational citizenship behavior, and ③ social responsibility-orientation→financial transparency→organizational citizenship behavior, were statistically significant. Such results showed that ethical leadership, moral human-oriented leadership based on consideration, respect, and justice, internal interest in organization, and CEO's responsibility for community had positive effects on employees' organizational citizenship behavior. Also, out of sub-factors of organizational transparency, financial transparency had bigger effects on organizational citizenship behavior than operational transparency. In other words, even though the operational transparency of institute is also important, employees perceive that financial transparency is more important as an influence factor on organizational citizenship behavior. 본 연구는 노인복지관 최고관리자의 윤리적 리더십이 기관 종사자들의 조직시민행동에미치는 영향을 살펴본 것이다. 특히 조직의 투명성이 매개할 때 그 영향은 어떠한 가를 살펴봄으로써 조직의 투명성에 대한 필요성을 강조하고자 하는데 그 의의가 있다. 이를 위해2016년 3월 노인복지관 256개 기관에 1,200부의 설문지가 배부되었고, 회수된 159개 기관 676 명의 설문지가 분석에 사용되었다. 빈도분석과 기술통계, 신뢰도 및 탐색적 요인분석을 실시하기 위해 SPSS 21.0을, 연구모형의 직접 및 매개효과를 검증하기 위해 AMOS21.0을 사용하였다. 검증결과 최고관리자의 윤리적 리더십은 구성원의 조직시민행동에 정적 영향을 미치는것으로 나타났다. 윤리적 리더십은 탐색적 요인분석 결과 도덕적 인간지향과 절제지향, 사회적 책임지향으로, 조직투명성의 탐색적 요인분석결과는 재정투명성과 운영투명성으로 이루어지는 것으로 나타났다. 직접효과에 대한 검증에서 조직투명성과 조직시민행동에 직접 영향을 미친 윤리적 리더십의 하위요인은 도덕적 인간지향과 사회적 책임지향이었으며, 조직투명성 역시 조직시민행동에 모두 통계적으로 유의미한 직접 영향을 미치고 있음을 확인하였다. 매개효과를 확인하기 위해 sobel-test를 통해 매개경로를 확인한 바에 의하면 ① 도덕적인간지향→재정투명성→조직시민행동, ② 도덕적 인간지향→운영투명성→조직시민행동 그리고 ③ 사회적 책임지향→재정투명성→조직시민행동의 경로가 통계적으로 유의미함을 검증할수 있었다. 이와 같은 결과들은 윤리적 리더십이 배려와 존중, 정의를 기반으로 하는 도덕적 인간지향의 리더십 품성과 기관 내적인 관심과 아울러 지역사회에 대한 최고관리자의 책임성이 직원들의 조직시민행동에 긍정적인 영향을 미치고 있음을 확인하였다. 또한 조직투명성의 하위요인인 재정투명성과 운영투명성 가운데 재정투명성이 조직시민행동에 더 많은 영향요인임이 밝혀졌다. 즉 기관의 운영투명성도 중요하지만 직원들은 조직시민행동에 대한영향요인으로 재정투명성이 더 중요하다고 인식하고 있음을 알 수 있다.
