The current collection system, pantograph, is one of the important subsystems in electric train system, because of it"s fatal function and role of supplying power to the train system. Generally, the function of current collection system is evaluated by loss of contact rate between pantograph and contact wire in catenary by measuring arcs, or by statistical method of evaluating minimum mean contact force. The Korean Tiling Train(TTX) has been manufactured by KRRI and Korean domestic companies and is preparing the trial running test of itself. In this paper, we introduce our successful achievement, measuring system and applied methods of dynamic characteristics for the tilting pantograph, developed of by our own technology.

To stop the train safely within the limited traveling distance and reduce its speed to the desired speed, it is necessary to guarantee the correct braking force. Presently, most trains have electric propulsion system and have adopted combined electrical and mechanical(friction) braking system. The friction coefficient between brake disc and pad is an important parameter in determining the mechanical braking force. In general, friction coefficient data of braking material have been taken through the dynamo-test in a laboratory. This study have suggested two methodologies that can measure friction coefficient of braking material on the train’s actual operating condition. The first is the direct method; measure the brake force and the clamping force applied on the mechanical brake by using strain gauges installed at the brake disk, and then calculate it. The second method is the indirect method; obtain the friction coefficient by using the train load and the equivalent brake force which is deducted the longitudinal force, such as resistance to motion, gradient resistance and curved resistance, from the inertia force applied to the train.

Proto-type Korean High Speed Train(HSR 350x) had developed in 2002 through G7 High Speed Train R&D project from 1996, had carried successful trial running test up to 350km/h and has been executing running test more than 0.2 Mil. kilometers of accumulated running distance to insure reliability on service line till July 2008. Even though the R&D project has finished by Oct. 2007, the proto-type train HSR 350x has maintaining various measuring functions and test facilities till now. So it may be needed a suggestion on the direction of practical use in public purpose of the HSR 350x. This study has suggested several directions of practical use in public purpose of the HSR 350x, and feasibilities for each alternatives of practical use in order to contribute making reasonable decision for practical use of the train in public purpose for the future.

그 동안 유류오염사고에 대한 손해는 92 CLC 및 92 FC에 의한 국제협약체제에 의해 보상이 이루어져 왔다. 국제협약체제에 의한 유류오염손해배상은 민사적인 문제로서 정부가 관여할 여지가 거의 없었다. 그러나 최근에 발생한 세계적 대형 유류오염사고가 92 국제협약의 최고 보상액을 초과하면서 정부가 손해배상문제에 직ㆍ간접으로 관여하게 되었다. 우리나라 정부도 허베이 스프리트호 유류오염손해배상에 관한 특별법을 제정하여 국제기금의 보상한 도액을 초과하는 피해에 대해 정부가 보상할 수 있게 하였다. 또한 우리나라는 허베이 스프리트호 오염사고를 계기로 유류오염손해배상 한도액이 1조원인 2003 추가기금협약 가입을 추진하고 있다.<BR> 이 연구는 최근 대형유류오염사고를 겪은 국가들의 피해보상정책과 허베이 스피리트호 사고 피해보상 처리과정에서 나타난 문제점 분석해서 우리나라 유류오염손해배상제도의 향후 개선방향을 제시하고 있다. Until recently victims of oil pollution damages have been remedied by the 1992 Civil Liability Convention and 1992 Fund Convention. Governments have not actively participated in the oil spill compensation process because it is a matter of private sectors between polluters and claimants. However, the governments of France, Spain, and Korea have actively participated in the compensation process of oil pollution incidents of M/V Erika, M/V Prestiege, and M/V Hebei Spirit. This is because the total amount of the loss arising from such pollution incidents were exceeded the limit of the 92 Fund convention. Korea government enacted a special law to help the victims. According to the law, As for any damage claims exceeding the Fund compensation limit, the Government will pay whole of the exceeded amount. Also, The government are going to enter into the 2003 Supplement Fund.<BR> In this article, the author review the policies which were taken by the governments of France and Spain suffered a large-scale pollution accident and analyse problems in tackling process of M/V Hebei Spirit accident, and than provide a proposal of implementing oil pollution compensation system in korea.
