조지와 윌딩의 복지국가 위기론의 유형들에 대한 이데올로기적 분석 연구

일반적으로 복지국가 위기라는 용어는 1970년대 후반 복지국가의 정통성에 대한 비판과 논란이 가중되던 시기에 나타난 것으로, 이데올로기적 양상에 따라 그 원인과 해법이 다양하게 분출되고 있다. 특히 복지국가의 위기가 이데올로기와 접목되어질 때 한층 복잡하게 전개된다. 조지와 윌딩에 따르면, 복지국가 위기 유형은 정부과부담 이론, 국가모순론, 실용주의자들의 주장 등으로 분류할 수 있다. 먼저 정부과부담 유형은 신자유주의자들의 주장으로, 복지국가 위기가 복지지출의 확대에 따른 정부과부담에서 온다는 것이다. 국가모순론 유형은 마르크스주의자들의 주장으로 자본주의 국가에서 필연적으로 나타나는 복지지출의 증액, 재장상의 위기, 정당성의 광범한 위기 등을 통해 복지국가 위기가 초래한다는 것이다. 실용주의자들의 유형은 사회민주주의자들의 주장으로 복지국가위기는 상황변화에 대한 대처방안의 미흡과 시행착오로 인한 일시적인 현상이며, 이는 해결할 수 있다는 입장이다. 이와 같이 본 연구는 조지와 윌딩이 주장하는 복지국가 위기의 3가지 유형을 이데올로기적 관점에서 분석하고 있다. The term 'welfare state' has generally emerged in late 1970s when criticisms and arguments on the legitimacy of welfare state were actively raised. Various causes and solutions have been presented since then based on different ideological standings. The arguments on the crisis of welfare state tend to develop more complicatedly especially when associated with ideology. According to George and Wilding, the types of welfare state crises can be classified to government overload theory, State Contradiction Theories, and the arguments by pragmatists. First, the government overload type is claimed by neo-liberalists who argue that the welfare state crisis is caused by the government overload resulting from increased expenditure on welfare. State Contradiction Theories type is raised by Marxists who claim that the welfare state crisis is caused by increase in expenditure for welfare, which is indispensable in capitalist countries, fiscal crisis, and overall crisis of legitimacy. The arguments by pragmatists type are claimed by social democrats who say that the welfare state crisis is just a temporary phenomenon caused by insufficient response measures on the change of circumstances, and as a result of trial and error, which can be solved in the long run. The present study analyzes the three types of welfare state crisis presented by George and Wilding, as described above, from the perspectives of ideologies.

In this study, an seismic isolation system is suggested using a Natural Rubber Bearing(NRB) on a stainless steel water tank for stability assurance in an earthquake. A shaking table test was carried out to evaluate the seismic capacity of a non-isolated water tank and an isolated water tank. Displacement meters in the water tank measured the behavior characteristics of the tanks, which were compared using artificial seismic waves of 0.154g, 0.231g, 0.341g and 0.348g with water levels of 0.0m, 1.5m and 2.5m. At 2.5m, a decrement effect was generally shown in the isolated water tank, and a bigger displacement occurred in the non-isolated water tank than in the isolated one at water levels of 0.0m and 1.5m. It is interpreted that the weight of different water levels affects the decrement effect. If seismic reinforcement is done, the isolated bearing should be designed while considering the fluid storage level.

Objectives : This study was performed to evaluate the relationships among blood-stasis. cardio-ankle vascular index(CAVI) and cardiovascular risk. Methods : We obtained general characteristics. blood-stasis score and CAVI from 150 stroke patients. Blood-stasis score was evaluated by blood-stasis criteria. Cardiovascular risk (the following. Stuart's risk score) was evaluated by Stuart's risk scoring scale. We divided subjects into a blood-stasis group and a non blood-stasis group by blood-stasis scores. high CAVI and normal CAVI groupsby CAVI. We compared the general characteristics. CAVI (excluded from comparison between high CAVI group and normal CAVI group), Stuart's risk score and blood-stasis score (excluded from comparison between blood-stasis group and non blood-stasis group) between each pair of groups. Pearson correlation analysis was applied to examine the relationship between blood stasis score and CAVI, blood stasis score and Stuart's risk score. CAVI and Stuart's risk score. Results : The blood-stasis group had significantly higher CAVI and Stuart's risk scores than the non blood stasis group. The high CAVI group had significantly higher blood-stasis score and Stuart's risk score than the normalCAVI group. In correlation analysis. there were significant positive relationship between blood stasis score and Stuart's risk score, CAVI and Stuart's risk score. and blood stasis score and CAVI. Conclusions : This study suggeststhat there is a significant relationship among blood stasis,CAVI and cardiovascular risk.
