        지방정부의 제4차 산업혁명 대응전략에 대한 정책 우선순위 분석

        이 연구는 제4차 산업혁명 시대의 지방정부 대응전략 수립을 위한 방안으로서 정책우선순위를 분석하였다. 분석한 결과, 우선적으로 산업의 기초체질을 강화하는 것이 급선무이며, 이를 토대로 지역의 일자리 창출이 이루어져야 할 것이다. 또한, 공공부문의 지원도 병행되어야 할 것이다. 세부적으로 기존 정책의 상태 유지가 필요한 분야(창업 및 첨단화, 특화산업 등), 중앙정부의 선도적 지원이 필요한 분야(교육 및 핵심기술, 그리고 노사정 협업 등), 중장기적인 노력이 요구되는 분야(규제완화, 적극적 복지, 대학원 육성 등), 그리고 중요성은 낮으나 정책 실현 가능성이 높은 분야(동향분석 등) 등이다. 이를 통하여 중장기 대응책 마련과 지역산업의 집중적 육성이 필요하며, 아울러 교육까지 연계된 정책이 추진될 때에 시너지 효과를 거둘 수 있을 것이다. This study analyzed the priorities of policies as a way to establish a response strategy for local governments in the fourth industrial revolution. As a result of the analysis, it is imperative matter to strengthen the basic structure of the industry in the first place and create jobs in the region based on it. Also, public sector support will be needed. There are several areas in detail - areas that need to maintain the status of existing policies (start-up and modernization, special-purpose industries, etc.), areas requiring leading support of central government (education and core technologies, cooperation in labor, management, etc.), areas requiring active long-term efforts (deregulation, active welfare, graduate school development), and areas of low importance but highly likely to implement policies (trend analysis). This will require long-term countermeasures and intensive promotion of local industries, as well as synergy effects when policies linked to education are implemented.

        인간의 능력을 개발하여 고도의 문화를 건설하여 보려는 욕망에서 인간이 가지고 있는 지능을 최고도로 개발하고자 하는 노력이 절실히 요구되어 있다. 그러나 여기에는 여러 가지 근본적인 문제가 가로놓여 있다. 그 첫째로 지능에 대한 개념이 완전히 밝혀지지 않은 점이오, 그 둘째는 인간의 지능을 어떠한 방법으로 급속히 발전 시킬수 있느냐의 문제일 것이다. 심리학은 가장 어린학문으로서 불과 7~80년 전의 역사밖에 아니 되었지만 최근에는 급속도로 발전하기 시작하여 지능에 대한 연구도 인간 대뇌생리학과 더불어 어떤 정도까지 점차로 과학화 되어가고 있다.

        국내 대중음악 편곡에서 오케스트라의 활용방안 연구 - 발라드 장르를 중심으로

        In this study, in order to explore the possibility of classical composers to involve in the industrial ecology of modern popular music, the research and experiment of orchestral production in Korean popular music were conducted. At this time when the global influence and market of K-POP have gradually grown bigger, it is expected that the musical diversity of K-POP as well as the base expansion of the creator group will be enhanced by finding out ways in which many classical composers can contribute to the creation process of popular music. In this study, previous literature and the existing cases on popular musical arrangement were analyzed to find out how to utilize orchestras in Korean popular music. In fact, the approach of orchestral producing was applied to arrangements of popular music for eight years. As a result, the acoustic sound of the orchestra composed of various acoustic spectrum instruments was combined with popular music, thus enabling rich musical expression. Moreover, the technical limit of traditional orchestras during the recording session was supplemented through the process of studio-production. In addition, the arrangements utilized with the orchestra production were successfully released as commercial sound sources.

      • 우수아 교육을 위한 예비적인 연구

        In the interests of education for the gifted in Korea, I made a fundamental, theoretical enquiry to outline the education for the gifted and the result of research on it in foreign countries. The outstanding findings through this study could be summarized as follows. ① The gifted is meant those children who have the ability in their field and will have the possibility to show it in future. ② Intellectual faculties are the totality of perceptive power at a given stage of time including mental power as a gifted quality, and intellectual and academic achievements obtained through the process of learning, and are taken as something testifying to the life developmental theory and the hierarchy theory in the sense that intellectual faculties at a certain stage serve as potential quality for further development in the next stage and the consequenses of this development as a whole would then serve as potential quality for the next still higher development. ③ The development of intellectual faculties can be accelerated. by cumulative, systematic, scientific learnings and experiences. ④ As a result of analytical examination, it is found that intellectual faculties in a broad sense (including intellect, apitute and academic achivements) are somewhere on a continuum connecting both extremity differing only in their relative location ⑤ In the future, our concern should be focused on finding out operative factors which clay possibly accelerate the intellectual development. ⑥ Research works on the problem of measuring creative power, on the problem of developing creative power and on the relationship between creative power and intellecual faculties and other psychological traits should be more continuously encouraged. ⑦ Since the network of information circulation is almost completely formed by three or fine years of age, the process of transmitting cultural information and other intellectual functions should be given stimulus so as to effect their further development. ⑧ It is the world-wide trend that education designed to develop the ability of each child pupil so as to adapt himself to his personal diflereuce and education aimed at equalization and diversification go side by side. Furthermore the stand equalizing and diversifying education recognizes the merit of "education in accordance with gifted ability" including the education for the gifted. ⑨ The currently prevailing school system which uniformly set for the process of admission, and school year promotion according to age or years of mastery should be reformed, and instead a dynamic promotion system based on ability and achievements including early admission grade-skipping, speed up and non graded schools, advanced placement program should be arranged. at the same time, the curriculum should be diversified and multistratified. To the modern educational ways for the gifted belong the ways of acceleration ability grouping and enrichment. which are commonly used in the developed countries. Before these ways are to be employed in the education for the gifted here in Korea, to begin with to study and find out it's merits and faults, will be; the experimental school should be founded and its experimental studies be established. ⑩ From the stage of elementary education (including pre-school-age education) up to that of higher education (including graduate school course) a consistent curriculum should be organized and a systematic and continuous guidance should be conducted for the benefit of students. Although a nominal linkage exists between primary school, middle school, high school and university educations, there lacks a smooth conjugation of curriculum among them and a continuation of educational guidance because each level of school intend to complete its compactly organized courses within a fixed period of time. What exists are only discontinuation and overlapping. An overㆍall reexamination should be made of curriculum, school system and entrance examination system currently prevailing in each level of school so that a cumulative and continuous process of learning may be made possible. ⑪ A concrete and well-organized research on the education for the gifted and on experimental school for education for the gifted should be continuously conducted.
