This paper explores strategies for activating learning circles to build local lifelong leaning communities in Korea. The aspects discussed are: (1) the concepts and principles of local lifelong leaning community, (2) the theory of learning circles, and (3) the streams of learning circles in Korea and other countries Strategies for activating learning circles are as follows: (1) cultivating facilitators of learning circles, (2) building a supporting system for learning circles at the national level, (3) developing special learning circle programs at the national level, (4) funding and supporting finance for learning circles through national, local government, or corporate sources, (5) building strategies for organizing learning circles, (6) activating advertisement and marketing of learning circles, (7) activating learning circles connected with school lifelong education, (8) building a networking system of learning circle organizations, and (9) building a monitoring system of learning circles. As a result, the building of local lifelong learning communities can be realized through the formation of human resources development and social capital by means of learning circles, and from the pursuit of individual self-actualization and social coherence. 이 연구는 우리나라에서 지역평생학습공동체 구축을 위하여 학습동아리 활성화 방안을 탐색하는 데 있다. 이를 위하여 첫째, 지역평생학습공동체의 구성개념, 둘째, 학습동아리 조직화 이론, 셋째, 국내외 학급동아리 동향 등을 논의 한 후, 우리나라의 학습동아리 활성화에 대한 시사점을 탐색한다. 지역평생학습공동체 구축을 위한 학습동아리 활성화 방안은 학습동아리 촉진자 양성, 국가수준의 학습동아리 지원체제 구축, 국가수준의 특화된 학습동아리 프로그램 모듈개발, 국가, 지방정부 및 법인단체의 학습동아리 재원확보 및 재정 지원, 학습동아리 조직화 전략 구축, 학습동아리 홍보 및 마케팅 활성화, 학교평생교육과의 연계에 의한 학습동아리 활성화, 학습동아리 조직의 네트워크 체제구축, 학습동아리 모니터링체제 구축 등이다.

한국평생학습도시 정책의 모형과 운영실태

This study examined our country's model and operation condition of the lifelong learning city policy, and explored the direction of development of the lifelong learning city policy to investigate the activation plan of local lifelong education. The lifelong learning city project was operated as an example in Jinan County, Gwang Myeond City, and Yuseong-Gu in 2001, and presently in 2004, 19 cities have been designated and are settling to a certain extent. For the presentation of the direction of development of the lifelong learning city policy, there is the establishment and strengthening of the lifelong learning support system and promotion system, the network activation between the lifelong education institutions, establishment of a lifelong education network focused on the citycountydistrict, activation of local lifelong education in connection with school education, establishment of a leader fostering system for the development of regional human resources, placement of a lifelong educator in administrative institutes, lifelong learning centers, and lifelong education institutes, finding and fostering of lifelong learning city facilitators, organization and activation of study circles, promotion of the local lifelong learning culture, and holding local lifelong learning festivals. 본 연구는 한국 평생학습도시 정책의 모형과 운영실태를 살펴보고, 평생학습도시 정책의 발전방향을 탐색하고 있다. 평생학습도시 정책 모형은 비전, 기본관점, 목표와 방침, 추진체제를 중심으로 살펴보았다. 교육인적자원부에 의해 평생학습도시로 선정된 지방자치단체는 2001년 광명시, 진안군, 유성구 등 3곳, 2002년 제주시, 부천시, 부산 해운대구 등 3곳, 2003년 서귀포시, 순천시, 안동시, 연수구, 거창군 5곳, 2004년 전주시, 관악구, 목포시, 칠곡군, 금산군 등 8곳으로 현재까지 19개 도시가 지정되어 어느 정도 정착해가고 있는 것으로 나타났다. 본 연구에서 제시하는 평생학습도시 정책의 발전 방향은 평생학습 지원체제와 추진체제 구축 및 강화, 평생교육기관간의 네트워킹 활성화, 시․군․구 중심 평생교육네트워크 구축, 학교교육과 연계에 의한 지역평생교육활성화, 지역인적자원개발을 위한 지도자 양성체제 구축, 행정기관, 평생학습센터 및 평생교육기관의 평생교육사 배치, 평생학습도시 촉진자의 발굴 및 양성, 학습동아리 조직화 및 활성화, 지역 평생학습문화 조성, 지역 평생학습축제 개최 등을 제시하고 있다.

중국 학위과정 성인대학생의 학업적 행복감에 영향을 미치는 변인에 대한 구조적 관계 분석

본 연구에서는 중국 학위과정 성인대학생의 학업적 행복감에 영향을 미치는 변인들에 대한 시사점을 얻기 위하여 중국 성인대학생의 교육서비스 만족도, 자기주도학습, 학습몰입 및 학업적 행복감의 구조적 관계를 탐색한다. 구체적인 연구의 문제는 첫째, 중국 대학성인학습자의 교육서비스 만족도, 자기주도학습, 학습몰입 및 학업적 행복감의 변인들 간의 관계는 어떠한가? 둘째, 중국 대학성인학습자의 교육서비스만족도와 학업적 행복감의 관계에서 자기주도학습 및 학습몰입의 매개 효과는 어떠한가? 이다. 연구방법은 중국 학위과정 성인대학생 800명을 대상으로 구조방정식을 추정하고, 매개효과를 분석하였다. 이에 대한 연구결과는 첫째, 중국 학위과정 성인학습자가 인식한 교육서비스 만족도는 자기주도학습, 학습몰입 및 학업적 행복감에 모두 유의한 영향을 미치는 것으로 나타났다. 둘째, 중국 학위과정 성인학습자가 인식한 자기주도학습 및 학습몰입은 교육서비스 만족도와 학업적 행복감의 관계를 유의하게 매개하는 것으로 나타났다. 이상의 결과에 의하면, 중국 대학 평생교육기관 학위과정의 교육서비스 만족도가 높은 성인학습자는 자기주도학습 및 학습몰입을 통해서 학업적 행복감이 높아진다는 것을 알 수 있다. 이런 점에서 중국 대학평생교육기관은 학위과정 성인학습자의 학업적 행복감을 향상시키기 위하여 교육서비스 개선과 더불어 성인학습자의 자기주도학습 및 학습몰입을 고양시키기 위한 노력과 조치가 필요하다고 할 수 있다.

주요국의 체벌과 학교교육에 대한 시사점

이 연구는 주요국의 체벌에 대한 경향을 탐색하여,우리나라 학교교육에 있어서 체벌의 부작용을 최소화하고 이의 폐해를 방지하기 위한 시사점을 얻는 데 있다.구체적인 목적은 첫째,체벌의 개념과 그 효과에 대한 찬 · 반을 논의하고,둘째,주요국 (미국,영국,일본,남아프리카공화국) 의 체벌과 그 대안으로서 훈육을 검토하여,셋째,주요국의 체벌과 훈육에 관련된 지식과 정 보로부터 우리나라의 학교체벌 정책에 대한 시사점을 구하는 데 있다.주요국의 학교체벌은 다음과 같이 요약될 수 있다.첫째,미국은 학교체벌의 폐지를 헌법에 제정하지 않고 그 권한은 주에 위임하고 있으나, 대부분의 학교 구 또는 단위학교가 이를 금지하고 있으며,둘째,영국은 국가 차원에서 법적으로 학교체벌을 금지하고,그 대안으로서 엄 정 한 훈육을 시 행하고,셋째,일본은 법적으로 체벌을 긍지 시키고 있으나,체벌의 발생 빈도가 훨씬 높으며,넷째, 남아프리카공화국은 최근 학교뿐만 아니라 복지기관들에서도 법적으로 체벌을 금지하고 있다.결론적으로 주요국들의 채벌에 대한 관점이 시사하는 바와 같이,우리나라도 학교에서의 체벌을 법적으로 금지해야 하며,그 대안으로 엄정하고 구체적인 훈육방안을 아련해야 함을 제안한다.

This study is to explore strategies for improving the managerial system of Kumbit lifelong education volunteers as the volunteer corp of professional retired people. In order to do so, it was explained about the meaning and areas of the professional retired's volunteer service, and investigated into the managerial system of Kumbit lifelong education volunteers. For strategies for improving the managerial system of Kumbit lifelong education volunteers, there is the establishment of various and continuous system for public relationship and entertainment as the volunteer corp of professional retired people, systematic and equitable recruitment and selection for volunteers, planned and considerable placement, pursuit of volunteer service corresponding to idea of lifelong education, qualitative and effective training and education, organizing and activating learning studies, fund increasement for expending the activity for the volunteer corp, organizing it as national organization, and employment stability and salary realization of employee for managing the volunteer corp.

대학평생교육프로그램 유형에 따른 성인학습자의 참여동기가 만족도와 행복감에 미치는 영향

This study is to explore the effect of adult learners' participative motivation on their program satisfaction and happiness according to university continuing education programs. In order to achieve the purpose of the study, the problems of it are as follow: First, what is the relationship among participative motivation, program satisfaction, and happiness by adult learners' personal traits? Second, what is the effect of adult learners' participative motivation and their program satisfaction? Third, what is the effect of adult learners' participative motivation and their happiness? Based on the research findings, the following conclusions were made: First, there is the positive relationship among participative motivation, their program satisfaction, and their happiness by adult learners' traits. Second, there is the positive relationship between adult learners' participative motivation and their program satisfaction. Third, there is the positive relationship between adult learners' participative motivation and their happiness.

지역평생교육 활성화를 위한 광역수준 지역평생교육체제화의 분석과 발전과제

This study is to explore strategies for improving local lifelong education after analyzing on local lifelong education systems at the metropolitan city/province level. It is analyzed on the national lifelong education system, the current practice of local lifelong education system, and the function of metropolitan city/province for lifelong education. Strategies for improving local lifelong education systems at the metropolitan city/province level are suggested in the results of this study: (1) forming visions and directions for local lifelong learning, (2) activating metropolitan city council for lifelong education, (3) division between general administration and educational administration for operating a lifelong education implement organization, (4) building a linkage system of lifelong education adminstration between metropolitan city and city/county/district, (5) supporting establishment and business events of lifelong education improvement institute attached at metropolitan city/province, (6) expanding programs for improving lifelong education of metropolitan city/province, (7) support for building a lifelong learning city in the city/county/district. (8) placement through cultivating professional lifelong educators and reinforcing their competence, (9) building local resource development system, (10) forming lifelong learning operation system leaded by people, (11) building system for activating study circles, (12) supporting network system for activating local lifelong education, and (13) operating lifelong learning information system at the metropolitan government level.

페미니즘 관점에서의 여성 성인교육프로그램 분석

이 연구는 한국 여성교육프로그램을 페미니즘적 관점으로 분석하여 여성 성인교육의 방향을 탐색하고자 시도되었다. 연구문제는 자유주의, 사회주의, 생태주의의 페미니즘 관점에서 여성 성인교육정책과 여성 성인교육기관의 프로그램 분석이었다. 분석결과를 보면, 정부의 여성 성인교육정책은 페미니즘을 반영하려는 노력을 보여주고 있으나 대부분의 여성 성인교육기관은 페미니즘을 반영한 프로그램을 운영하지 못하는 것으로 나타났다. 아직도 우리나라 여성 성인교육기관은 종래의 양성 간 성적 인식과 그와 관련된 고정 관념적 시각하에 취미나 교양, 가사, 육아 등의 단순 기능주의적 프로그램을 운영하고 있고, 프로그램의 종류도 다분히 한정적이고 제한적이며, 천편일률적으로 여과장치 없이 운영하고 있는 것으로 파악되었다. 앞으로 여성 성인교육의 발전과제는 여성주의적 학문의 정체성을 확립하는 일이 우선되어야 하며, 여성이 자신의 잠재적 능력을 개발하여 제반 사회활동에 남성과 평등하게 동참하도록 해야 한다. 나아가 다양한 여성주의가 반영되는 여성 평생교육프로그램이 운영되어야 한다. This study is to analyze policies and programs of adult education for women from feminist perspectives in Korea. The study problems for achieving an aim above are as follows: First, what are policies of adult education for women from feminist perspectives? This study were resulted in three suggestions as follow: First, this study presents the theoretical base of adult education for women and establishes its direction. Second, this study upgrades the effectiveness of educational value as putting conscientization education of female gender on the basis of adult education for women and is the purpose for self-realization of self-control existence. Third, this study explores a policy direction as presenting more effective and practicable strategy after analyzing the state of adult education for women. In the conclusion, this study expects to be conducted the background strengthening of adult education for women, openness of university, improvement of legal and administrative system and investment of education.
