<P>This work focuses on systematic studies of dissolution engineering for Pt0.9M0.1/graphene(M = Au, Co, Cu, Fe, Mo, Ni, Pd, Ru, and Sn) counter electrodes (CEs). The developed nanohybrid materials exhibit higher catalytic activity and electrical conductivity compared with those of Pt/graphene CEs. The results also indicate the improved stability of the developed CEs in iodide electrolyte. Furthermore, the trend in the variation of the reactivity of the PtM alloys agrees well with the concept of density functional theory (one-electron description). An enhancement in the catalytic activity of the developed nanohybrids results from the electronic effect that originates from an upward shift of the platinum d-band to the Fermi energy level upon alloying. Thus, the Pt(0.9)M(0.1)graphene nanohybrids are cost-effective alternative CE materials to the expensive Pt. The obtained results provide a foundation for enhancing the catalytic activities of CEs for dye-sensitized solar cells (DSCs). The implementation of the Pt0.9M0.1/graphene nanohybrids offers significant potential for increasing the efficiency of DSCs. (C) 2017 Elsevier Ltd. All rights reserved.</P>

This study aimed to explore the factors affecting the foreign direct investment (FDI) intentions of investors into Quang Ninh province, located in the north-eastern of Viet Nam. Researchers used two main methods, namely, Exploratory Factors Analysis (EFA) and the Structural Equation Model (SEM) based on partial least squares structural equation modeling (PLS SEM) to explore and measure the impact of factors affecting the investors’ FDI intentions into Quang Ninh province. The empirical analysis used data from the survey of 206 domestic and foreign investors into Quang Ninh province, including representatives of the Board of Directors, members, and management representatives at the department level, with reliable tools (SPSS 26 and SmartPLS 3.0 software). The research results identified the following factors affecting investment into Quang Ninh: FDI attraction policies have the strongest impact on the investors’ FDI intentions; it is followed by infrastructure, public services and human capital with strong effects on intentions of investors’ FDI; and finally the standards of living that affects the investors’ FDI intentions. There is also a positive relationship between all the factors and the investors’ FDI intentions. Several recommendations are further suggested to enhance attraction of foreign direct investment into Quang Ninh province.

<P>Cr3+-doped Nalm(0.70-x)Gd(0.10)F(4):Yb0.18Er0.02Crx nanoparticles were synthesized by one step solvothermal method. The structural, emission properties were studied by XRD, FT-IR, emission spectra. The doping of 15 mol% Cr3+ into NaLu0.70-xGd0.10F4:Yb0.18Er0.02Crx induced cubic-hexagonal phase transition, with a consequent 20 times improvement in the upconversion fluorescence quantum yield. The roles of Cr3+ in the phase transition as well as the mechanism of the multi-photon upconversion process in the material were discussed. The Yb3+-Cr3+ dimer could play the role of as a sensitizer by transferring energy to Er3+. The Cr3+ ions result an asymmetry in the environment surrounding the rare-earth ions, which would favor the hypersensitive transitions. This research may open up a new perspective to prepare high upconversion luminescent materials. (C) 2017 Elsevier B.V. All rights reserved.</P>

<P><B>Abstract</B></P> <P>This study is the first to report the synthesis of graphene-based RuO<SUB>2</SUB> nanohybrid materials and their application as a counter electrode (CE) in dye-sensitized solar cells (DSCs). Ru nanoparticles (RuNPs) with an average size of 9nm were uniformly immobilized on the surface of reduced graphene oxide (RGO) with the simultaneous co-reduction of Ru precursor ions and graphene oxide (GO) to Ru atoms and RGO, respectively, through dry plasma reduction (DPR) under atmospheric pressure and at near room temperature without using any toxic chemicals. Since RuNPs are more susceptible to oxidation, Ru atoms located on the surface of RuNPs are further oxidized to RuO<SUB>2</SUB> in atmosphere. The resulting RuO<SUB>2</SUB>-RGO nanohybrid with a very small amount of Ru exhibits low charge transfer resistance, low diffusion impedance and good long-term stability. The application of RuO<SUB>2</SUB>-RGO nanohybrid as an alternative CE for DSCs leads to high energy conversion efficiency of 8.32±0.15%, which is comparable to the value of 8.16±0.13% of DSCs based on a Pt-NP CE prepared by DPR. This study also discusses the influence of hydrogen species existing in either precursor ions or graphenes on the formation of uniform and well-dispersed NPs on the substrates.</P>

The South China Sea is one of the world’s security hot spots regarding territorial sovereignty disputes among China, Taiwan and some Southeast Asian countries such as Vietnam, the Philippines, Malaysia and Brunei. Currently, the dispute situation in the South China Sea is increasingly complicated and tends to be more stressful because the region’s situation is not only heated up by territorial sovereignty disputes and geostrategic competition among great powers, but also by various non-traditional security issues, including fisheries security issues such as overfishing, illegal fishing activities, conflicts over fishery activities between countries. However, at present, there are no effective cooperative and rational mechanisms for fisheries in the South China Sea. Meanwhile, the Association of Southeast Asian Nations (ASEAN) is an important mechanism for managing regional security issues, including non-traditional security in the South China Sea. However, ASEAN’s role in this region is still relatively weak. Given this situation, the article analyzes the current situation of fisheries security issue in the South China Sea and clarifies how ASEAN’s role in this sector plays out in the current period. What actions should ASEAN take to contribute to ensuring non-traditional security in the South China Sea in general and fisheries security in particular?
Efficacy of electrochemically activated water solution in gingivitis treatment

Mouthwash is one of the most commonly oral healthcare products for prevention and treatment of gum diseases. Dr. ECA is a disinfectant solution manufactured by a Vietnamese company and has been licensed for oral healthcare, but its effect on gingivitis is still unclear. To evaluate the effectiveness of this product in the treatment of gingivitis, we conducted a clinical study in 60 students diagnosed with gingivitis to compare the results of gingivitis treatment using Dr. ECA and a control mouthwash (a demonstrated anti-gingivitis product). The data showed that in the treated group, the rate of good Gingivitis Index (GI) before treatment was 46.67%, but after 2 and 4 weeks of using Dr. ECA that rate was increased to 96.67% and 100%, respectively. The percentage of patients with bleeding on probing was 63.33% but declined sharply after 2 weeks of treatment to 6.67%, and further reduced to 3.33% after 4 weeks of treatment. The treatment outcomes in were similar in the Dr. ECA treated group and control one with no statistically significant difference. Our results suggest that the electrolyte saline solution Dr. ECA is effective in treating gingivitis. Its effects are similar to other mouthwash products that had been approved and marketed.

Large-grain-size and void-free CH3NH3PbI3 films with bilayer structure are fabricated by spin-coating a PbI2 layer onto a mesoporous TiO2 layer and sequentially spraying CH3NH3I (methylammonium iodide, MAI) multilayers. The sprayer is controlled by a homemade three-axis computer numerical control machine; thus, the substrates are coated by successive parallel passes achieved by moving the nozzle. Spray deposition at the optimal spray rate and substrate temperature produces a large-grain-size and void-free methylammonium lead iodide (MAPbI3) bilayer structure. The mesoporous TiO2 layer plays an important role in electron transport by preventing the return of electrons to the perovskite layer and decreasing the contact resistance at the perovskite/ compact TiO2/fluorine tin oxide interface. When the films are incorporated into a solar cell device with a conductive carbon counter electrode, a maximum power conversion efficiency of 10.58% is realised.

In this work, we investigated the influence of additional compounds of Nd-Cu-Al, Dy-Nb-Al, Dy-Zr-Al and Nb-Cu-Al on coercivity of sintered Nd-Fe-B magnets. The additional nanoparticles with size in the range of 40e80 nmwas mixed with the micrometer Nd-Fe-B powder before sintering process. The results show that the coercivity of the sintered Nd-Fe-B magnets can be improved by introducing additional nanoparticles to their grain boundaries. The improvement of the coercivity of the magnets is clearly dependent on composition and fraction of the additional compounds. While the Dy-Nb-Al, Dy-Zr-Al and Nb-Cu-Al compounds degrade the coercivity of the sintered Nd-Fe-B magnets, the Nd-Cu-Al nanoparticles considerably improve this quantity. The coercivity the sintered Nd16.5Fe77B6.5 magnets has been enhanced about 40% by adding 3 wt% of the Dy-free compound of Nd40Cu30Al30.

<P>We propose an efficient bioimaging strategy using Yb3+,Er3+,Eu3+-triplet doped YVO4 nanoparticles which were synthesized with polymer as a template. The obtained particles possess nanoscale, uniform, and flexible excitation. The effect of Eu3+ ions on the luminescence properties of YVO4:Yb3+,Er3+,Eu3+ was investigated. The upconversion mechanism of the prepared material was also discussed. The structure and optical properties of the prepared material were characterized by using X-ray diffraction (XRD), Fourier-transform IR spectroscopy (MR), scanning electron microscopy (SEM), Transmission electron microscopy (TEM) upconversion and photoluminescence spectra. The Commission International de I'Eclairage (CIE) chromaticity coordinates was investigated to confirm the performance of color luminescent emission. The prepared YVO4:Yb3+,Er3+,Eu3+ nanoparticles could be easily dispersed in water by surface modification with cysteine (Cys) and glutathione (GSH). The aqueous dispersion of the modified YVO4:Yb3+,Er3+,Eu3+ exhibits bright upconversion and downconversion luminescence and has been applied for bioimaging of HeLa cells.
