The purpose of this study was to examine what factors could facilitate inclusion in early childhood education institutes. The heads of preschool education institutes that provided perfect, partial or unsuccessful inclusion were interviewed, and a survey was conducted on teachers and parents to identify what could step up inclusion. The major findings of the study were as below:
First, concerning human resources related to inclusion, the chiefs of preschool education institutes should change their mind-set, and cooperation among teachers was mandatory. Parents should have a good understanding of inclusion as well. If incentives are legally provided to the heads of preschool education institutes, inclusion will become more accelerated. And that should be provided mainly by regular education teachers rather than by special education teachers. Regular teachers should be involved in inclusion after acquiring a special teacher certificate and taking specific training courses. Every kindergarten should force teachers to receive reeducation, and any possible conflicts between regular and special teachers should be rooted out. To make it happen, the heads of kindergartens should strive to beef up their collaboration. Moreover, even the best facilities and teachers couldn't guarantee successful inclusion if there's no change in parents' way of looking at it and if they deprive their children of their rights to be educated.
Second, as for the system related to inclusion, relevant college departments should be increased to produce a sufficient number of teachers who are qualified for inclusion, and a disability diagnosis and evaluation system should be introduced on a large scale to improve social welfare and protect disabled people's human rights. There is still a big demand for college departments related to special education, and many relevant college departments are located mostly in particular regions. If it's not easy to increase those departments, separate actions should be taken to encourage regular teachers to become a certified special education teacher, since inclusion could be most successful when it's led by regular teachers. Young children with any disabilities should be identified as early as possible, and the government should try to offer welfare benefits to young children who are diagnosed with disabilities before their parents try to let them access special education or welfare services.
Third, regarding physical and financial support, the environmental conditions of general preschool education institutes should be improved most urgently by extending their facilities and giving financial aid to teachers. As those institutes aren't subsidized enough, inclusion couldn't be on the right track unless the chiefs of them wake up to the necessity of it. Most of children who need inclusion suffer autism, and mental retardation and developmental disorder are common as well. For children with physical handicap, inclusion couldn't be provided properly without sufficient facilities. A kindergarten that currently provides excellent inclusion is extremely well-equipped, and even foreigners visit that kindergarten to see how it works. It's not easy to facilitate inclusion without satisfying the conditions of facilities. Once after being well-furnished, financial aid should be provided to improve working environments for teachers. The problem with current system is an unbalanced ratio of teacher to students, and the government should put more investment in improving not only facilities but working environments.
Fourth, even kindergartens that offer inclusion scarcely map out well-founded learning strategies. And a lack of facilities and human resources available makes it difficult to capitalize on well-established learning strategies even if they are willing to do it. To ensure the success of inclusion, prolonged research efforts should be dedicated to curriculum sector. Since the environments of inclusion institutes and the behavioral patterns of disabled preschoolers are not the same, educational institutes should make concerted efforts for research and education by holding frequent case presentations, and academic circles should supply plenty of theories and verify the effectiveness of multiple programs. In terms of curriculum, the learning models of foreign countries that have started inclusion ahead of our country could be applicable, but teaching-learning strategies should separately be prepared to cater to unique Korean circumstances.
