The emergence and broad spread of transnational threats since the collapse of the Soviet Union have emphasized the need of efficient intelligence agencies as well as military forces as means of national security. The attack of September 11, 2001 upon the United States brought on a drastic transformation of its domestic security policy and governmental structure. This study is aimed at exploring how the 9/11 attack has influenced America's intelligence community and how such an intelligence failure has changed the security policy. One of the biggest reforms is to establish the National Security Agency (NSA) that is designed to control and coordinate all members of the intelligence community. However, the adaptation of America's intelligence community to the current security environment is not sufficient to maintain its leadership in the global society from new threats such as terrorists. Agents with skill of foreign languages and local informants will play a key role of collecting and analyzing information concerning the adversary.

Background/Aims: The quality of care in inflammatory bowel disease (IBD) has not been systematically estimated. The aim of this study was to investigate the current status of quality of IBD care in Asian countries. Methods: A questionnaire-based survey was conducted between March 2014 and May 2014. The questionnaire was adopted from “An adult inflammatory bowel disease physician performance measure set” developed by the American Gastroenterological Association. If the respondent executed the performance measure in more than 70% of patients, the measure was regarded as well performed. Results: A total of 353 medical doctors from Asia completed the survey (116 from Korea, 114 from China, 88 from Japan, 17 from Taiwan, 8 from Hong-Kong, 4 from India, 3 from Singapore, and 1 each from the Philippines, Malaysia and Indonesia). The delivery of performance measures, however, varied among countries. The documentation of IBD and tuberculosis screening before anti-tumor necrosis factor therapy were consistently performed well, while pneumococcal immunization and prophylaxis of venous thromboembolisms in hospitalized patients were performed less frequently in all countries. Physician awareness was positively associated with the delivery of performance measures. Variations were also noted in reasons for non-performance or low performance of quality measures, and the two primary reasons cited were consideration of the measure to be unimportant and lack of time. Conclusions: The delivery of performance measures varies among physicians in Asian countries, and reflects variations in the quality of care among the countries. This variation should be recognized to improve the quality of care in Asian countries.

<P>Cystic fibrosis (CF) is an autosomal recessive inherited multisystem disorder caused by mutations of the gene encoding the cystic fibrosis transmembrane conductance regulator (CFTR) protein. Respiratory failure remains the most frequent cause of morbidity and mortality. Lung transplantation is the only option to treat end-stage lung disease. Very few cases of CF occur in Koreans. We report the case of a 12-year-old girl with respiratory failure due to CF who underwent lung transplantation. She had been diagnosed with CF 8 years previously after being treated for recurrent <I>Pseudomonas aeruginosa</I> pneumonia and malnutrition based on sweat chloride concentrations and the CFTR protein gene mutation test. Progression to end-stage lung disease and respiratory failure led to registration with the Korean Network for Organ Sharing. She underwent successful double lung transplantation in 2014. Although she has diabetes mellitus and chronic kidney disease, she has a better quality of life and a prolonged life expectancy.</P>

<P>We present dye-sensitized solar cells (DSSCs) employing a thermally and chemically stable Nb-doped TiO2 (NTO)/Al-doped ZnO (AZO) multilayer transparent conducting oxide (TCO) thin film. The NTO overlayer was found to block oxygen diffusion into AZO during the air-annealing process for the fabrication process of the DSSCs, thereby exhibiting good thermal stability in electrical conductivity of the multilayer TCO. Moreover, the NTO overlayer suppressed the formation of Zn2+-dye aggregates at the surface of the AZO. The DSSC employing this multilayer TCO showed a photon to electron conversion efficiency of 3.8% compared to 1.9% for the cell employing the AZO single layer. The optical transmittance and charge transport properties that were measured using electrochemical impedance spectroscopy demonstrate that NTO/AZO is a promising TCO for large scale DSSCs.</P><P><B>Graphic Abstract</B> <IMG SRC='http://pubs.acs.org/appl/literatum/publisher/achs/journals/content/jpccck/2010/jpccck.2010.114.issue-32/jp104247t/production/images/medium/jp-2010-04247t_0006.gif'></P><P><A href='http://pubs.acs.org/doi/suppl/10.1021/jp104247t'>ACS Electronic Supporting Info</A></P>

<P>Epitaxial ZnO and Al-doped ZnO (AZO) thin films were grown on (0001)-sapphire substrates using pulsed laser deposition. The photoluminescence spectrum of the highly conductive (1.3 × 103 S cm−1), as-grown AZO shows a poor near band edge (NBE) emission (3.30 eV) and no deep level emission at room temperature. In addition, the peak (3.386 eV) for the free excitons of AZO showed thermal quenching behavior with two activation energies (38.2 and 10.0 meV). The poor NBE emission is attributed to the nonradiative recombination center created by Al doping. Highly conductive (6.0 × 102 S cm−1) and intense NBE emitting AZO films could be achieved by the reduction of the nonradiative recombination centers through hydrogen annealing.</P>
