쿠퍼와 브래디(Cooper and Brady 1981)의 연구에 의하면 의장의 리더십 스타일이나 스킬보다 제도적 맥락(institutional context)이 의장의 리더십에 더 큰 영향을 미친다고 한다. 이러한 연구를 바탕으로 이 논문은 역대 국회법이 상정하고 있는 의장리더십의 유형은 무엇인지, 당시의 정치상황이 의장의 리더십에 어떤 영향을 주는지 고찰하고 있다. 그 결과 1948년 국회법은 의회대표형 리더십을 상정하고 있음에 반해, 1963년 법은 정당대리형 리더십을, 그리고 1988년 법은 의회관리형 리더십을 상정하고 있음이 드러난다. 그러나 국회법이 상정하는 의장의 리더십 모델이 얼마나 현실에서 구현되는지는 당시의 정치상황에 따라 달라지는 것으로 드러난다. 예를 들어, 이기붕 의장의 경우에는 강력한 대통령과 절대다수의 의석을 지닌 여당의 출현으로 인해 1948년 법의 틀이그대로 유지되고 있음에도 불구하고 정당대리형 의장리더십을 보인다. 또, 민주화이후의장들을 보면, 원내 정당들이 의석을 균분하고 있을 때는 의회관리형 리더십을 발휘하는 경향이 있지만, 다수당의 의회점유율이 높아질수록 정당대리형 리더십 쪽으로 기우는 것으로 나타난다. How the Speakership is changed over time in the Korean National Assembly? What impacts do the political context and the National Assembly Act that assigned duties and roles of the Speaker have on her leadership? This paper shows that the first NAA of 1948 postulated impartial and strong speakership model while the 1963 Act, amended in the beginning of the third Republics, introduced a partisan and weak speakership model. The 1988 Act, amended after the Democratization, introduced a impartial and weak speakership model. Further, this paper shows that the Speaker`s leadership style is under cross influences of the political context and the models of the speakership postulated in the NAAs. For example, the Speaker Ki-boong Lee showed the partisan and weak leadership under the circumstance of the powerful President and the emergence of the ruling party with the super majority of seats in the National Assembly, although the impartial and strong speakership model was maintained in the NAA. Also, after the democratization, the Speakers tended to show impartial leadership when the seats were fairly distributed among parties, but they were inclined to show partisan leadership as their parties got more and more seats in the National Assembly.

Arresting Literary Criminals: Thackeray`s Campaign against the Newgate Fiction

Featuring the adventures and escapes of courageous, even purportedly heroic criminals, the Newgate novels of the early Victorian period gained immediate and overwhelming popularity among the reading public. Newgate novels generally portrayed criminals sympathetically in opposition to the severity of criminal law and social injustice at the time. In a society where the mores of the middle class, which emphasized obedience to social and civic codes of behavior, increasingly composed the dominant social and cultural ethic, the Newgate novel`s glorification of crime eventually came to represent a denial of middle-class ideology. Furthermore, in a time of heightened political insecurity dominated by the rise of Chartist groups, idealizing criminals appeared to undermine the established order of a society. This paper examines, through his critical essays and parodic fictions, how Thackeray criticizes and mocks the romanticizing of low criminals in Newgate novels, particularly those by Edward Bulwer-Lytton, the favored popular novelist and founder of the Newgate novel. By exposing the sordid realities of criminal life and parodying those criminals depicted as heroic, Thackeray fought an ultimately successful campaign against Bulwer-Lytton, helping to rail Newgate fiction out of existence.

국회와 헌법 개정 -헌법 개정 담론의 구체성을 위해서-

Since the First Constitution has been enacted, almost all Korean Governments repeatedly raised arguments on amending the Constitution at the time. After the Three Kims stepped down from the political arena, arguments on constitutional reforms, especially, have been strongly raised by scholars and social activists. However, the constitutional reform discourses have not yet gained details or public understandings. To give concreteness to the discourses, this paper aims to provide a constitutional draft related to National Assembly which is a small part of the whole reform. For that, the typology of legislatures as well as the relationships between types of regimes and legislatures are investigated. A desirable draft of the constitution related to National Assembly, then, is investigated section by section based on the assumption that the current presidential system is maintained.

Triple Disruption of the Superior Shoulder Suspensory Complex

상부 견갑 현수 복합체(Superior shoulder suspensory complex)의 3중 붕괴는 몇몇 저자들에 의해서만 보고된 극히 드문 손상이다. 저자들은 오구돌기, 견갑극 골절 및 견봉-쇄골 관절의 탈구가 동반된 상부 견갑 현수 복합체의 3중 붕괴 환자를 경험하였기에 보고하고자 한다. 본 환자의 경우 견봉-상완 및 오구-상완 간격을 유지하기 위하여 관혈적 정복 및 내고정을 시행하여 상부 견갑 현수 복합체의 3중 붕괴 모두를 해부학적으로 복원하여 치료하였다. 술 후 6개월에 증상 없이 관절운동범위를 모두 회복하였다. 최종 추시인 5년에는 상부 견갑 현수 복합체의 기능이 완전히 회복된 것을 확인할 수 있었으며, 환자는 수술 결과에 대하여 크게 만족하였다. A triple disruption of the SSSC, an extremely rare injury, has been reported by only a few authors. We present a patient who had sustained a triple disruption of the SSSC: coracoid and scapular spine fractures, and an acromioclavicular joint separation. Treatment consisted of an anatomical restoration of the SSSC, with maintenance of the acromiohumeral and coracohumeral distances; this was achieved by open reduction and internal fixation of the fractures and of the separation. Six months after surgery, the injured shoulder was asymptomatic, with full range of motion. Five years after surgery, at the final follow-up, the function of the SSSC had been restored to the patients complete satisfaction.
