Recently, Un-implemented Long-term urban public facilities have risen up as issues. A deregulation for un-implemented long-term urban and public facilities is going to be not clear. There are potential problems which would be under supply of urban public facilities and community facilities for residents. This project shows issues and suggestions of unexecuted long-term urban and public facilities. First, it needs to set up priorities that consider the importance for managing long-term unexecuted urban public facilities and parks to be created. For example, park priorities should be considered in terms of levels of service, accessibility, ecological network of patches, land ownership, and so on. These priorities for building urban facilities and parks should be screened through evaluation with officials and experts in related fields such as park planners, urban planners in advance. Second, policy directions are recommended for economic feasibility evaluation which is based on economics, environment, degree of risk, and accessibility. Traffic guidelines of development permit systems and district plans are suggested in this project. Third, it is strongly recommended to formulate special urban planning committee to deregulate long-term unexecuted urban public facilities. Also, urban public facility coordination systems needs in order to prevent mis-coordination and lacks of departmental cooperations related. And if local governments lacks budgets for compensating un-implemented urban facilities, they will get assistance to ease lacks of budgets by using “Land bank” from LH corporation which is kind of system to manage for land, building, and so on by Korea Land & Housing Corporation. Finally, smart information systems for guiding landowners, users, and public officials are strongly suggested. Thess kinds of information system can check from abuses or under-uses for strategical determination of long-term urban facilities. Currently, land owners do not enough information or communications about a claim for purchasing theirs lands or keeping going as it is (status quo). Also, these kinds of sharing information could improve an implementation of public officials who manage long-term unexecuted urban public facilities. In addition, these smart sharing would contribute for improving reasonable public decision-making, and providing proper information with stake holders like land owners, ets.

Background and Objectives: Following the transsphenoidal approach (TSA), appropriate sphenoid sinus fat packing has been preferred to prevent postoperative cerebrospinal fluid leakage; however, studies on the behavior of fat tissue transplanted in the sphenoid sinus are lacking. This study aimed to determine the long-term fate of these fat grafts using magnetic resonance imaging (MRI).Subjects and Method: A total of 139 postoperative MRI scans of 41 patients who underwent sphenoid sinus fat packing using the standard TSA were evaluated. Additionally, MRI time series indicating the vital fat volumes were assessed postoperatively.Results: In 82.9% of cases, the fat volumes measured in the final MRI scans declined to <20% of the initial volumes; only 4.9% of cases exhibited declines to >60% of the initial volume. The fat tissue volume decreased significantly with time, with a median half-life of 18 months. Typically, the sphenoid sinus was eventually almost filled with air rather than transplanted fat. In the subgroup analysis, the fat clearance rate was significantly lower in patients with residual tumors than in those without such remnants (p=0.013).Conclusion: Long-term MRI surveillance of fat grafts in the sphenoid sinus revealed that the transplanted fat graft had degraded and was gradually eliminated.
