본 논문에서는 오염배출 기업의 도덕적(道德的) 해이(解弛)(moral hazard)를 고려한 규제자의 강제정책(enforcement)에 관하여 분석한다. 또한 환경규제위반의 경우 일반적인 범죄와는 달리 의도적인 위반 이외에도 기술적 한계에 의한 불가항력적인 위반의 가능성이 있으므로 이를 고려하여 기업의 행태를 분석한다. 규제자의 강제 수단은 벌칙의 수준과 벌칙이 주어지는 기간으로 나누어 볼 수 있다. 벌칙의 강도와 벌칙이 주어지는 기간간의 관계는 사회후생을 고려한 경우 독립적이지 않고 서로 trade-off의 관계에 있다. 따라서 규제자는 벌칙의 구조를 결정함에 있어서 이러한 관계를 고려하여야한다. 크게 두가지의 선택이 있을 수 있는데 하나는 높은 수준의 벌칙과 짧은 벌칙 기간이고 다른 하나는 낮은 수준의 벌칙과 긴 벌칙 기간이다. 본 논문에서는 벌칙이 사회에 미치는 왜곡을 고려한 최적 벌칙 구조에 관한 분석을 목적으로 한다.
추간판탈출증 환자의 불면증상에 대한 우황청심원 투여로 호전된 증례 3례

Objective: This study examined a case in which insomnia and pain due to herniated intervertebral disks were improved by treatment with an oriental herbal and the administration of Uhwangchungsim-won. Case Summary: Three patients with insomnia diagnosed with herniated intervertebral disks were treated with a series of Korean medical therapies, including the herbal medication Uhwangchungsim-won, acupuncture, herbal acupuncture, and physical therapy. We used the Numerical Rating Scale (NRS) to measure subjective sleep states and the European Quality of Life Five Dimensions (EQ-5d) Scale to evaluate the therapeutic effect. Following treatment, subjective sleep states and the overall scores for pain had improved. Conclusion: The results indicate that Korean medical therapies with Uhwangchungsim-won have beneficial effects on insomnia for patients with herniated intervertebral disks.
소화기 증상을 동반한 만성두통 환자에 대한 한방복합치료 치험 1례

Objectives: The purpose of this study was to examine the effect of combined Korean medical treatment on chronic headache with digestive symptoms. Methods: We collected data from October to December 2020 and evaluated the efficacy of combined Korean medical treatment using the Korean Headache Impact Test-g (KHIT-6), European Quality of Life Five Dimensions (EQ5D) Scale, and Numerical Rating Scale (NRS) at admission, after two weeks of hospitalization, and on discharge. Results: At the end of treatment, the patient had increased EQ5D and reduced KHIT-6 and NRS scores. Conclusions: After the combined Korean medical treatment, the patient showed improvement, suggesting the efficacy of treatment.
교통사고로 발생한 원위 요골 골절에 대한 한방복합 입원치료로 호전된 증례 보고

Objectives To report two patients with distal raidus fracture after a traffic accident improved by the complex of Korean medical admission treatment. Methods We collected data from April 2019 to October 2019. We surveyed the validity of the treatment with the range of motion (ROM), the European quality of life-5 dimension (EQ5D) and a numerical rating scale (NRS) at admission, two weeks, and discharge date of hospitalization. Results At the end of treatment, both patients had increased ROM, EQ5D and reduced NRS scores. Conclusions After the Korean medicine admission treatment, two patients showed to have been effective. Background: Osteoporosis is one of the most serious side effects of long-term glucocorticoid therapy, but the mechanism of glucocorticoid-induced bone loss remains poorly defined. Glucocorticoid induces decreased bone formation and death of isolated segments of bone (osteonecrosis) suggesting that glucocorticoid excess may affect the birth or death rate of bone cells and thereby reduce their numbers. It has been known that reduction in bone formation is due to reduced proliferation in osteoblast precursor cells and reduced matrix synthesis in mature osteoblast. Here, we present evidence for dexamethasone-induced apoptosis on human bone marrow stromal cells (hBMSC). To understand the mechanism of glucocorticoid-induced osteoporosis, we investigated the effects of glucocorticoid on primary cultured hBMSC. Methods: Treatment with dexamethasone at the concentration of 10^-9 M for 3∼5 days significantly decreased cleavage tetrazolium salt WST-1 level/concentration by mitochondrial dehydrogenase in viable cells. Greater decrease was observed with higher concentration of dexamethasone (10^-7 M, and 10^-5 M). Apoptosis was measured by annexin V binding/propidium iodide using fluorescence-activated cell sorter (FACS) analysis and nuclear morphology stained with the fluorescence dye, Hoechst 33342. Results: The level/concentration of apoptotic hBMSC (annexin V positive / PI negative) was increased with 10^-9 M dexamethasone (1.2% to 5.3%) and further increased with 10^-7 M, and 10^-5 M concentration (11.7% and 12.5%, respectively). The same result was observed with Hoechst 33342 staining. Conclusion: These results indicate that glucocorticoid induces apoptosis on osteoblast precursor cell, hBMSC, and may contribute to decrease bone formation
