        A Study on Communication and Conflict Management Using Social Networks: Analyzing Business Relations between Departments in Cheongju City

        Good communication between members contributes to coordinating and resolving conflicts within the organization (Lee et. al., 2012). There was a special office space on the 3rd floor of the main building of Cheongju City Hall. That was BICHAENAUM, named after "Empty, fill, and share, and newness springs up." In BICHAENAUM, about 50 officers from three departments worked freely in an open space. In this study, in preparation for the expansion of spatial innovation in the Cheongju City Hall, was to analyze the work relevance by the department and refer to the arrangement of departments with high relevance in the same space. The working relationship between departments was examined through social network analysis. As a result, departments in Cheongju City Hall were classified into 9 groups. In the long term, we hope that this study will serve as a basis for achieving the goal of improving working methods for spatial innovation.

        A Study on Conflict Management in Contracting-out in Public Services

        This research explores the dynamics of outsourced labor while specifically analyzing personnel expense proportions in various business categories. Utilizing a Quadrant Framework, businesses are classified based on expertise and autonomy, thereby providing a comprehensive overview. Type I businesses encompass daycare centers with distinct revenue structures regulated by the "Early Childhood Education and Care Act." Type II businesses include General Meal Service and General Transportation, which operate autonomously without budget support. Type III businesses, which comprise Social Welfare, Call Centers, and others, typically receive budget support and range in expertise from low to moderate. Lastly, Type IV businesses include Education, Health Care, and Technology, and they receive budget support while having moderate to high expertise requirements. However, it is difficult to draw definitive conclusions due to the issues involved in precise segmentation of expertise and the division of "budget-supported to autonomous". The results of this analysis are expected to aid stakeholders in resource allocation strategies, ultimately allowing those within diverse business classifications to optimize their workforce management.

        생명과학기술 위기관리를 위한 규제정책 고찰 - 우리나라와 일본의 사례를 중심으로 -

        In Korea, bioethics legislation has experienced great fluctuations like a pendulum swinging. After Professor Hwang's research ethics issue, embryonic stem cell research in Korea lost its vitality. In this study, we insist that Korea needs a reference point that is not greatly shaken. We review the establishment of Korea and Japan's life science and ethics-related laws and the operation of their organizations. Then, we compare the strengths and weaknesses of Korea and Japan. Finally, we will propose Korea's strategy to improve bioscience and bioethics systems. In Japan, it is possible to make specific decisions with expertise through the participation of experts. If Korean institutions provide sufficient meeting contents and data at the same level as Japan, deviations will be prevented by making the range of research available to life science researchers predictable. In addition, it will be possible to contribute to the guarantee of Korea's bioethics and safety by increasing the professionalism of civil society to continue monitoring while continuing activities. 한국의 생명윤리 법제는 진자의 떨림같이 크게 요동친 경험을 가지고 있다. 본 연구에서는 과학기술과생명윤리 정책을 입안하는 데 있어서 잠깐의 분위기에 치중할 것이 아니라 충분한 검토를 통해 크게흔들리지 않는 기준점의 필요성을 주장한다. 우리나라의 제도는 다수의 행위자의 참여가 보장되어 왔으나, 그 정책에 이르는 과정과 내용에서 합리성과 전문성은 다소 미흡한 측면이 있다. 일본은 특유의관료제적 성격으로 인하여 정책의 결정과정에 다수의 참여가 보장되거나 의사결정이 빠른 것은 아니지만, 전문가들의 참여를 통하여 전문성 있는 구체적인 의사결정이 가능하다. 우리나라 기구들이 일본과같은 수준의 충분한 회의 내용 및 자료를 제공한다면, 생명과학 연구자들이 연구할 수 있는 범위를예측가능하게 함으로써 일탈을 막을 것이다. 또한, 시민 사회의 전문성을 높여 활동을 지속하면서 감시를계속하게 하여, 제도의 변화가 생명윤리를 훼손하는 방향으로 일어나지 않도록 함으로써, 우리나라의생명윤리와 안전의 보장에 기여할 수 있을 것이다

        정부조직의 책임은폐와 문제해결의 역학: 가습기 살균제 사건을 중심으로

        Since the government is fully aware of the specificity and importance of the healthcare field, it operates bureaucracy and affiliated organizations composed of many government ministries and experts and is also handling the related bureaus. However, recent incidents of humidifier disinfectant not only make these government activities unreliable but also cause disappointment to many people. Why did not the government take active measures to ensure product safety? But why was the Korea Centers for Disease Control and Prevention (KCDC) able to speed up the identification of the cause and the recovery of the product? The purpose of this study is to clarify the behavioral mechanisms of government intervention by comparing the behaviors of the Ministry of Trade, Industry and Energy and the KCDC. Then, we will discuss the desirable government structure.

        의과대학생 국가시험 거부 사태에 대한 고찰: 신호게임 이론을 중심으로

        Background: Conflict in the medical world in 2020 led to the rejection of the national examination for doctors. This study explained the process until the end of the national test refusal situation triggered in 2020 through the signaling game theory. The government has succeeded in requiring medical students to take the national exam. Methods: To explain the rejection of the national examination, we first compose and show an example of two small non-signaling games where medical students know which type the government is of, then combine them to play a signaling game. Results: The behavior of the government and medical students was examined through the signaling game model. In the context of the coronavirus disease 2019 (COVID-19) pandemic, the government makes an ultimatum, whatever the type. And the medical students accept it. They judged that the government could not be expected to abolish the policy. If COVID-19 had not occurred, medical students would have been able to continue the confrontation. Conclusion: The government instilled in the other party the perception that the government would not bend its policies because it was the surly type and would not be afraid of a strong confrontation. Through the image created in this way, the government was forced to accept the ultimatum by medical students. Academically, this study is to deal with the policy-making process through the signaling game theory. In the area of health care policy, this study suggests that various situations such as the type of government or the spread of COVID-19 can become important in addition to the rationality of the policy itself.

        정부 조직구조에 따른 책임은폐와 문제해결의 동학(動學): 국내 가습기 살균제 사건과 일본의 약해간염 사고의 비교

        Background: In this study, we compared the incidents of humidifier disinfectants and incidents of mild hepatitis in Japan to highlight the differences in government response in the health care field in terms of “chain of responsibility”. Methods: We examined whether the three mechanisms of action and the chain of responsibility hypothesis were applied to compare the cases of Korea and Japan. The incident of Japan occurred in 1987 in Misawa city, Aomori prefecture. In the 1990s, the safety of blood products increased dramatically. However, relief for infected victims was neglected. Green Cross did not notify the parties. In Korea, in the spring of 2011, a number of lung disease patients were accidentally admitted to a hospital in Seoul, and a female patient with respiratory failure symptoms expired. The Korea Centers for Disease Control and Prevention conducted animal tests and the Ministry of Health and Welfare issued an order for forced collection of humidifier disinfectants. Results: In the case of Japan, the Ministry of Health and Welfare had to take responsibility for follow-up measures such as the investigation of the cause, so it was tied to a “chain of responsibility”. However, in the case of Korea, the Ministry of Health and Welfare was free from the chain. Conclusion: Through the comparison between the cases of Japan and Korea, we confirmed that whether or not a government organization chooses to conceal responsibility depends on its past behavior, which is whether it is free from the chain of responsibility or not. Therefore, it was reaffirmed that an organization (ministry or department) free from the chain of responsibility must exist within the government.

        Improving Legal Framework for Telemedicine between Physicians and Patients

        This paper explores legal strategies for introducing telemedicine between physicians and patients. It thoroughly explored the definition and significance of telemedicine, scrutinized regulations pertaining to remote healthcare embedded in the Medical Service Act, and meticulously dissected proposed amendments to the Medical Service Act aimed at incorporating telemedicine between physician and patient. Specifically, it sheds light on the repercussions of the evolving medical landscape attributed to COVID-19 on the legal infrastructure of telemedicine. Focal points of discussion encompassed challenges in interpreting the Medical Service Act, regulatory frameworks for telemedicine platforms, and incremental legal enhancements. By drawing from recent government pronouncements on enhancement measures of pilot initiatives, this paper underscores the imperative for rigorous validation of safety and efficacy, presenting an exhaustive institutional analysis to foster the implementation of telemedicine.

        비거주용 부동산의 재산세 형평성 분석

        우리나라의 부동산 재산세 과세는 공평한가? 우리는 일반적으로 부유층이 세금을 적게 내고 서민들은 많은 세금을 납부하고 있다는 속설 속에서 살고 있다. 본 연구에서는 비거주용 부동산의 재산세 형평성을 검증하기 위하여 2012년 1월 1일부터 2015년 12월 31일까지 4년간 충청북도 청주시와 전라북도 전주시의 실거래 신고된 2,003건의 자료를 분석하였다. 시장가치(SP)의 대체 변수로 토지단위면적당 실거래가 신고금액을, 평가가치(AV)의 대체변수로 토지단위면적당 시가표준액을 선정한 후, 평가가치를 시장가치로 나눈 시가표준액 현실화율(AV/SP)을 종속변수로 하고 단위면적당 실거래가(SP)를 독립변수로 하는 이중로그 모델을 다변량 선형회귀분석으로 검증하였다. 이에 따라 시가표준액 현실화율은 토지면적당 실거래가에 대하여 역진적이며(B=-0.63682), 위치지수(B=6.48143), 구조지수(B=0.85757), 잔가율(B=0.25470)에 대하여 누진적이라는 결과를 도출하였다(p<.05, Adj. R2=0.6306, 〈표 9〉). 본 연구의 모델을 통하여 청주시와 전주시의 시가표준액 현실화율과 토지면적당 실거래가, 위치지수 간에 선형에 가까운 그래프를 도출할 수 있다(그림 3). Is the real estate property tax levied in Korea fair? We generally live in the myth that the rich pay less tax and the common people pay more. In this study, in order to verify the property tax equity of non-residential real estate, we analyzed the data of 2003 cases of real estate transactions reported in Cheongju city and Jeonju city for four years from January 1, 2012 to December 31, 2015. We tested the log-log model between transactions reported price per square meter (SP) and the realization rate of standard value (AV/SP). Then, the realization rate of the standard value is regressive negatively to transactions reported price per square meter (B=-0.63682), and positively each of the location index (B=6.48143), the structural index (B=0.85757) and the residual rate (B=0.25470, p<.05, Adj. R2 = 0.6306, Table 9.). Through the model of this study, we could induce a near linear log-log graph between the realization rate of standard value (AV/SP), and transactions reported price per square meter (SP), the location index (Figure 3.).

        소방공무원의 정신적웰빙이 사기에 미치는 영향

        This study attempted to empirically examine the effects of mental well‐being (emotional, psychological and social) on the morale level of firefighting officers belonging to Busan Fire Service Headquarters. Also, this study attempted to provide the theoretical basis for the fixation strategies of mental well‐being to raise the morale of firefighting officers in the future. In the results of analysis, in terms of the influential relationship of firefighting officers’ mental wellbeing (emotional, psychological, social) affecting the morale level of firefighting officers, the emotional well‐being and social well‐being were found to have a statistically significant effect on firefighting officer’s morale level. On the other hand, the mental well‐being of administrative firefighting officers and field firefighting officers also had a statistically significant effect on their morale level. However, in the case of the administrative firefighting officers, emotional well‐being had a higher effect on the morale level, but it is confirmed that the field firefighting officers showed that social well‐being had a higher effect on the morale level. In the mean time, in terms of the influential relationship of mental well‐being affecting the morale level by distinguishing male firefighting officers from female firefighting officers, although emotional well‐being and social well‐being were found to have a statistically significant effect on the morale level of male firefighting officers, female firefighting officers were found to have no statistically significant effect on the morale level of mental well‐being.

        소방 관련 언론보도가 소방공무원의직무스트레스에 미치는 영향

        This study was conducted to empirically consider the effects of interest in contents, acceptance, and justice of media reports on job stress among firefighters in the Busan Fire Service Headquarters. This study also aims to provide theoretical basic data for improving response to media reports, in order to relieve job stress of firefighters in the future. The analysis result showed that in relation to cognition (interest, acceptance, and justice) of medial reports, justice of media reports had significant effect on job stress among firefighters. It was found that job stress reduced, as firefighters recognized that media reports were fair. To put it concretely, first, the interest in reports about conflicts with other institutes and the interest in reports about good deeds/moving stories significantly affected job stress of firefighters. An increase of interest in reports about conflicts with other institutes was related to high job stress. But when the interest in reports about good deeds/moving stories increased, job stress decreased. Second, it was found that acceptance of reports about good deeds/moving stories had statistically significant influence on job stress of firefighters.. When firefighters highly accepted reports about good deeds/moving stories, job stress declined. Third, justice of reports about policies, reports about firefighting activities, and reports about corruptions/irregularities had statistically significant effect on job stress. In particular, when they recognized that reports about firefighting activities or corruptions/irregularities were just, job stress reduced. 이 연구는 부산소방본부 소속 소방공무원들이 언론보도에 대한 내용별 관심도, 수용도, 공정도 인식이 소방공무원의 직무스트레스에 미치는 영향을 실증적으로 고찰해 보고자 하였다. 또한 이를 통해 향후 소방공무원들의 직무스트레스 해소를 위한 언론보도에 대한 대처를 개선시키기 위한 이론적 기초자료를 제공하고자 하였다. 분석결과는 언론보도에 대한 인식(관심도, 수용도, 공정도)이 소방공무원의 직무스트레스에 미치는 영향관계는 언론보도에 대한 공정도가 소방공무원 직무스트레스에 유의미한 영향을 미치는 것으로 나타났다. 소방공무원들은 언론보도가 공정하다고 인식할수록 직무스트레스가 감소하고 있음을 확인하였다. 구체적으로, 첫째, 언론보도에 대한 관심도가 소방공무원의 직무스트레스에 미치는 영향관계는 타기관과 갈등관련 보도 관심도와 선행/미담관련 보도 관심도가 소방공무원의 직무스트레스에 유의미한 영향을 미치는 것으로 나타났다. 타기관과의 갈등관련 보도의 경우 관심도가 증가할수록 직무스트레스도 올라가는 것으로 확인되었고, 선행/미담관련 보도의 경우에는 관심도가 증가할수록 직무스트레스가 감소하는 것으로 결과가 확인되었다. 둘째, 언론보도에 대한 수용도가 소방공무원의 직무스트레스에 미치는 영향관계는 선행/미담관련 보도 수용도가 직무스트레스에 통계적으로 유의미한 영향을 미치는 것으로 나타났다. 소방공무원들의 경우, 선행/미담관련 보도 수용도가 높아질수록 직무스트레스가 감소하는 것이 확인되었다. 셋째, 언론보도에 대한 공정도가 소방공무원의 직무스트레스에 미치는 영향관계는 정책관련 보도 공정도, 소방활동관련 보도 공정도, 부패/비리관련 보도 공정도가 직무스트레스에 각각 통계적으로 유의미한 영향력을 미치는 것으로 나타났다. 특히, 소방활동관련 또는 부패/비리관련 보도가 공정하다고 인식할수록 직무스트레스가 감소하고 있음이 확인되었다.
