‘삶’ 중심의 사회과 융합 교육과정 설계의 논리와 과제

본 연구는 2015개정특수교육의 기본 교육과정에서, 사회과교육의 설계 기반으로서 학생의 ‘삶’중심 융합설계의 특징을 고찰하고, 특수교육현장에서 사회과 교육의 질적 수준을 높이기 위한 방안에 대한 소고이다. 먼저, 2015 특수교육 기본 교육과정의 총론이 2011년 개정부터 강조된 특수교육의 보편성을 교과교육에 어떻게 담아내는지를 탐색하였다. 이를 바탕으로, 각론의 사회과교육의 영역 및 내용 구성의 특징을 학생의 삶을 바탕으로 한 융합의 관점에서 논의하였다. 이를 통해, 2015 특수교육 기본 교육과정 사회과에서 추구하는 학습자 중심의 통합 교육과정의 성격을 규명하였다. 이에 더하여, 특수교육현장에서 사회과 교육의 발전을 위한 교과서 개발, 교원역량강화, 교수·학습 방법 차원의 과제를 함께 논의하였다. 특수교육 기본 교육과정에 대한 논의는 보편적 사회과 교육과정 설계에 시사점을 제공할 수 있다. This study is the focus of Life centered convergence curriculum design in the Basic Curriculum of 2015 Special Education. And this is a paper on how to increase the quality of social studies in special education. In 2015 basic curriculum, We looked at how to explain the universality of the special education and the nature of subject matter curriculum emphasized from 2011 curriculum. In particular, in terms of convergence, it is discussed about configuration and content area of social studies education based on the ‘life’ of the student. Through this, we consider the nature of the integration of learner-centered education in the pursuit of social studies in 2015 basic curriculum. In addition, this is discussed about textbook development, teacher competence and teaching and learning methods challenge for advance of social studies in special education. Discussing about basic curriculum of special education offers implication for universal social studies.

장애학생 전환기 교육계획과 실행에서의 부모의 역할

장애학생들의 중등학교 과정 이후 교육과정 및 목표는 목표 지향적이어야 하며 교육과정의 전환교육적 전망을 요구한다. 장애학생을 위한 전환교육의 개념이 우리나라에 소개된 이래 많은 연구자들이 장애학생을 위한 효과적인 전환교육방안을 모색하여 왔으며, 부모의 참여는 성공적인 프로그램의 한 요소로 인식되어져 왔다. 하지만 구체적으로 학부모들이 어떠한 역할을 가지고 어떠한 방식으로 전환교육과정에 참여할 수 있는 지에 대한 정보는 미약하다. 본 고는 전환교육의 계획 및 실행의 전 과정에서 부모의 참여가 필요한 이유를 바탕으로 구체적인 방법을 논의하고자 하는 데 목적을 두었다. 전환교육 모형 속에서의 참여 방안 및 기능적 교육과정, 자기결정력 지도, 지역사회교수, 서비스 학습 등에서의 부모의 역할이 논의되었다.

정신지체 학생의 사회적 기술 향상을 위한 전환교육의 사례 : 학교와 지역 복지관의 연계 프로그램

이 논문의 목적은 정신지체인의 사회적 기술 향상을 위해 학교와 지역사회의 기관의 연계의 필요성이라는 관점을 바탕으로 지역사회 서비스 기관으로서의 장애인 복지관과 특수교육기관의 협력적 프로그램의 사례를 소개하고자 한다. 먼저 학교와 유관 기관과의 협력적 관계에 있어서 핵심적으로 강조되어야 할 네 가지 요소들을 이론적으로 제시되었다. 이어 한 지역 장애인 복지관의 지역사회적응훈련 프로그램의 실례를 제시하여 이론적인 네 가지 핵심적 요소들이 어떻게 반영이 되는지를 살펴보았다. 이를 통하여 학교와 자원화한 지역사회기관의 협력적 관계에 대한 방향성을 가늠하고 청소년기 및 성인 초기 정신지체인의 사회적 기술 향상을 위한 전환교육 프로그램의 한 전략을 제안하였다. The purpose of the present study was to illustrate a collaborate community-based transition program for facilitating social skills of adolescents with mental retardation. Four critical factors that should be considered when establishing a collaborative relationship between school and community welfare center were proposed first. Later it was illustrated a case of transition program that had been used by a community welfare center for adolescents with mental retardation. Practical strategies for community-based transition education program were discussed.

특수학교 재구조화 모델 개발 및 적용 방안 탐색 : 강원도 춘천시 소재 특수학교를 중심으로

[목적] 본 연구는 강원지역의 요구와 실정을 바탕으로 특수학교의 전반적인 체제 측면에서 변화와 재조직을 위한 접근 틀(framework)이 되는 특수학교 재구조화 모델을 개발하고, 실제 사례를 통해 모델의 적용 및 실행방안을 모색하였다. [방법] 이를 위해 교사와 학부모를 대상으로 인식 조사를 실시하였으며, 관련 쟁점, 요구 및 방향을 한층 더 구체화하고자 지역 특수교육 전문직과의 심층 면담을 실시하였다. 전반적인 특수학교의 체제를 어떻게 재구조화할 것인지를 접근하는 틀로서 모델을 개발하였고, 외부 전문가 7인이 모델의 타당성을 검토하였다. [결과] 첫째, 학교의 물리적 시설·환경 개선, 장애유형 및 정도와 교육적 요구 등 학생의 실태를 고려한 교육과정 운영의 필요성을 인식하였다. 재구조화의 방향으로 각 학교의 특성에 맞는 운영체제의 변화와 그에 따른 교육의 중점 및 역할·기능을 강조하는 것으로 나타났다. 둘째, 강원 지역 특수학교 재구조화 사례 모델로는 교육과정, 의사결정, 물리적 구조 재구조화를 위한 학생 맞춤형 교육과정 운영, 특수학교 운영체제 변화와 특성화, 지역사회 내 교육 클러스터 구축, 무장애 공간 및 학습자 중심 공간 마련 등의 세부 특징을 제시하였다. 그리고 춘천시 소재 특수학교 2곳을 재구조화하기 위한 구체적인 실행방안을 제시하였다. [결론] 본 연구에서 제안한 특수학교 재구조화 모델이 지니는 의미와 적용 방안에의 시사점으로 특수학교 체제의 혁신적 변화, 모델의 확산적 적용 및 일반화, 특수교육 전달체계 고도화 및 지원의 내실화 등을 논의하였다. [Purpose] This study aimed to develope a restructuring framework for the special education school system in Gangwon-do based on the specific needs and conditions of the region. Restructuring implementation plans were also explored. [Method] A survey of teachers and parents were conducted, and local special education professions were interviewed in-depth to refine the relevant issues, needs, and potential directions. A model was developed as a framework for the overall school system restructuring, and the model was reviewed through consultation with seven experts. [Results] First, the necessity of curriculum in consideration of improvements in the school's physical environments and of student's needs and conditions was recognized. It was also emphasized that changes to the operating system should be appropriate to the characteristics of each school and to the main focus, roles, and functions of education. Second, the model addressed three areas: curriculum, decision-making, and physical environment for restructuring. The model’s features included customized curriculum for students, specialization of special education schools’ operating system, establishment of education clusters within the community, and establishment of barrier-free environments and learner-centered spaces. Action plans for applying this model to two special schools in Chuncheon were presented. [Conclusion] Focusing on the meaning of the model, the innovative change of the special school system, the generalization of the model, and reinforcement of the delivery and support system for special education were discussed.

발달장애인 평생교육 문화예술교육의 방향성과 활동 특성

이 연구의 목적은 발달장애인 평생교육과정 문화예술교육 방향성과 활동 구성을 위한 중요 요인들을 탐색하여 평생교육 교재 개발을 위한 제안을 하기 위함이다. 이를 위해 발달장애인 평생교육 관련 전문가 8명을 대상으로 포커스 그룹 인터뷰를 진행하였다. 연구 결과는 다음과 같다. 첫째, 문화예술교육 방향은 발달장애인의 삶의 질 향상을 위해 문화예술 체험과 배움의 기회를 동시에 제공하며 과정 자체를 향유할 수 있어야 한다. 둘째, 문화예술교육 활동은 평생교육기관의 현실을 감안하여 학습과정에서 유연성을 허용하고 발달장애인의 실제 삶에서 활용할 수 있어야 한다. 연구 결과를 바탕으로 발달장애인 평생교육과정에서 문화예술교육을 활성화하고 평생교육기관과 학습자 모두에게 필요한 교재를 개발하기 위해 예산 확보와 법적·제도적 뒷받침이 필요함을 논의하였다. The purpose of this study was to explore the direction and activity characteristics of the culture and art education in the lifelong education curriculum for people with developmental disabilities. A focus group interview was conducted with 8 experts in lifelong education with developmental disabilities. The results were as follows. First, the direction of culture and arts education should provide opportunities for cultural and artistic experiences and learning at the same time to improve the quality of life of people with developmental disabilities and to enjoy the process itself. Second, cultural arts education activities should allow flexibility in the learning process in consideration of the reality of lifelong educational institutions and be usable in the real life of people with developmental disabilities. Based on the results of the study, budgeting and legal support to vitalize cultural and artistic education in the lifelong education process were discussed.

중복발달장애인 고용서비스 개발을 위한 기초 탐색 연구 : 전문가 패널 델파이 조사를 중심으로

이 연구는 중복발달장애인의 고용서비스 제공을 위한 고용지원 모델을 제안하는 것이다. 이에 정책대상, 실행방안 등을 구체화하는 목적에 따라 전문가 패널 델파이 조사를 실시하였다. 사회복지, 직업재활, 특수교육 분야 등에서 전문가 19명으로 전문가 패널을 구성하여 총 4회의 델파이 조사를 실행하였다. 전문가 패널 델파이 조사를 통한 고용지원 모델 및 실행방안의 결과는 다음과 같다. 첫째, 고용서비스 모델의 정책대상자는 필수적으로 발달장애를 갖으며, 인지적 장애로 인한 의사소통의 제한 등의 기준을 확인했다. 둘째, 고용서비스의 방향성은 새로운 고용의 패러다임을 통해 사회참여를 강조했다. 셋째, 고용모델을 수행하는 과정에서 새로운 거버넌스 즉, 국가기관 및 시도지자체 기관 등의 연계 및 협업을 통한 통합체계의 구축을 주장했다. 넷째, 그동안 전통적으로 논의되던 생산성 기반의 고용이 아닌 당연한 권리로서의 근로자성에 대한 접근을 논의했다. 다섯째, 중복발달장애인 고용모델 적용 방안에 있어 전 생애에 따라 특성 및 요구가 반영된 다양한 지원이 필요하다. 끝으로 이를 위한 구체적인 제언을 제시했다. This study proposes an employment support model for providing employment services for People with Developmental and Multiple Disabilities. Accordingly, a Delphi survey was conducted by an expert panel for the purpose of specifying policy targets and implementation plans. To form the expert panel, experts in vocational rehabilitation and special education were recruited for people with developmental disabilities. The survey was conducted in a total of 4 rounds. The survey was conducted from October to November 2021. The results of the employment support model and implementation plan through the Delphi survey by the expert panel are as follows. First, policy targets of the employment service model necessarily have developmental disabilities, and criteria such as communication limitations due to cognitive disabilities were confirmed. Second, the direction of employment service emphasized social participation through a new employment paradigm. Third, in the process of implementing the employment model, they insisted on new governance, that is, the establishment of an integrated system through linkage and collaboration with national and provincial and local government agencies. Fourth, the approach to worker characteristics as a natural right rather than productivity-based employment, which has been traditionally discussed, was discussed. Fifth, in the application of the employment model for people with developmental disabilities, various supports that reflect the characteristics and needs of people throughout their lives are needed. Finally, specific suggestions for this are presented.
