        해외 건설시장에서의 한ㆍ중ㆍ일의 동향과 전망

        Even though sum of current market share of Korea, China, and Japan have been decreased in the international construction market, there is a steady increase in the market share of China according to ENR. However, there is no analysis about the impact of the rise of China in domestic construction industry. In order to promote the international market share of Korea, it is essential to establish the strategic plan through foreign market survey that can be used effectively to understand environments of international market. <br/> This study investigates a change in the market circumstances and analyzes the trends focused on international construction of Korea, China, and Japan by reviewing ENR (1997- 2001) and related literatures. Based on above results and interview with experts, the study proposes perspectives in terms of capability (Production Technology, Finance, CM/PM, Price), facility (Building, Transportation, Plant, Water), and region (Asia, Middle East, Africa, Latin America). In addition to, the study presents some suggestions for promoting the international construction of Korea in the future market.

        해외 유망 건설상품의 기술 경쟁력 평가

        국내 건설산업은 해외 시장에서 경쟁력을 높이기 위해 각종 R&D투자를 늘리고 있는 실정으로 본 연구에서는 국내 건설산업이 해외 건설시장에서 경쟁력을 보유하고 있는 대표 건설상품에 대한 경쟁력을 종합적이고 다각적으로 평가하였다. 이를 위하여 기존 연구에서 실시한 기업의 경쟁력과 기술수준을 평가한 자료를 근거로 기술수준을 측정할 기술수준지표와 기술수준 측정방법론을 선정하였으며, 기존연구에서 부족하였던 기술수준 및 기술경쟁력 평가의 심층성에 대한 보완 방안으로 해외 경쟁력 보유 상품을 선별한 후, 관련 업무 전문가를 대상으로 기술수준을 평가하였다. 전문가 대상 요소는 '기술경쟁력', '경영 및 지원 경쟁력'을 대상으로 실시하였으며 각 요소의 평가 점수를 통하여 선진국과의 경쟁력 보유여부를 평가하였다. 이러한 평가결과를 토대로 국내 건설 산업이 시장측면이나 기술측면에서 해외시장에서 경쟁이 가능한 유망 상품을 도출하고 국제경쟁력을 증대할 수 있는 방안에 대하여 연구를 진행하였다. In this study, surveys and interviews are used to evaluate technological competitiveness of each product with respect to that of foreign leading firms, for seven leading domestic construction products which have been determined to have competitive edge in offshore markets, Such evaluation provides a more in depth study than previously conducted research, and is meaningful in that corporate level, rather than industry level, perspective is projected. Major findings of such evaluations are the following. First, as expected, it has been evaluated that domestic technological competitiveness in desalination plant and power plant has reached the point where it can compete with foreign leading firms. Moreover, a noteworthy result of the evaluation is that development program sector, including urban development of satellite cities, has reached considerable level of competitiveness in offshore market. In the case of the development market, domestic firms have accumulated sufficient experience in domestic market and engineering technology is not a decisive factor as in plant sector, and these factors lead to such an evaluation. Second, in the cases of gas, oil refinery and petro-chemical plants, domestic products' technological competitiveness that can contest in offshore market is still centered around production and construction. On the other hand, there are still weaknesses in license technology and basic design capabilities, which constitute the "value added" area. Third, skyscrapers, a promising product in offshore construction market and a product group which domestic firms have much performance record and projects in progress both in domestic and offshore markets, are considered. While direct comparison between skyscrapers and plant sector is not feasible, with the exception of production and construction, overall domestic capability in this sector has been assessed to be the lowest amongst those products that were surveyed. Fourth, it has been indicated that competitiveness is relatively higher in common technology than in key technology. In project management capability, it has been assessed that there are weaknesses in procedure document area. Also, a characteristic is the point that low overall assessments have been given across all product groups for corporate and management areas, not technological areas. Especially, financing, contracting/claim, risk management and investment on research and development received low evaluations. Fifth, it has been assessed that overall corporate and governmental supports are weak. This result is especially evident for corporate management and support areas across all product groups surveyed.

      • 공공 건설 부분 사업비 관리 개선방향

        건설 사업비 관리의 기본적인 체계는 당해 사업의 합리적인 목표 사업비를 정하고 이에 따라 설계 각 단계의 주요 정보를 견적하며, 그 결과가 당초 목표한 사업비 내에서 움직이도록 관리하는 것이다. 이러한 관점에서 국내 공공 부문의 관련 사업비 관리체계는 기준, 산정, 그리고 관리적인 측면에서 한계점을 가지고 있다. 이에 본 연구는 건설 부문의 사업비 관리에 대한 기본적인 개념과 이론을 고찰하고, 이를 국내에서 모범 사례로 평가 받고 있는 민간 플랜트 사업의 사례와 비교, 분석하여 주요 시사점을 도출하였다. 이러한 조사 및 분석을 바탕으로 본 연구는 국내 공공부문의 최상위 기준으로 있는 총사업비 관리지침의 관련 내용이 구체화 되어야 힘을 인식하여 관련된 개선 방향 및 내용을 제안하였다. 구체적으로 총사업비 관리 지침상의 각 단계별 총 사업비/공사비 견적방법, 단계별 사업비/공사비 분류체계, 데이터의 활용방법, 보정 방법 등의 개발, 신설 및 조정 등이 필요하며, 이에 따라 일선 발주기관은 사업비 관리 절차서의 구축이 필요하다. 중장기적으로 총 사업비를 생애주기비용관점에서 산정할 수 있도록 생애 주기비용 산정기준 등도 개발해야 할 것으로 판단된다. The objective of construction cost management is to manage within budget through target costing and process management in planning & design phase. In this aspect, public sector in Korea has many limitations such as cost standards & criteria, method of cost estimation, and lack at cost management tools, For the purpose of improving the cost management structure in public sector, this study compare with cost management theory and current practice of public sector, And case study is performed about private plant industry owners. Based on the results of above analysis, this study suggested some directions about "Total Cost Management Guideline" in Ministry of Strategy and Finance, Because of the guideline what is a high level indicator for cost management in public sector. Proposed directions are including cost estimation method in process, cost breakdown structure, collection and utilization of cost data, adjustment method, etc, And it is needed to develop individual cost management procedures and manuals each public owners, Furthermore, life cycle cost management guideline will be developed on long-term aspect.

        철도차량 통신 네트워크(TCN)에서의 WTB 이중화에 대한 프로토콜 분석 플랫폼

        TCN(train communication network) standard was approved in 1999 by the IEC (IEC 61375-1) and IEEE (IEEE 1473-T) organizations to warrant a reliable train and equipment interoperability. TCN defines the set of communication vehicle buses and train buses. The MVB(multifunction vehicle bus) defines the data communication interface of equipment located in a vehicle and the WTB(wire train bus) defines the data communication interface between vehicles. The WTB and each MVB will be connected over a node acting as gateway. Also, to support applications demanding a high reliability, the standard defines a redundancy scheme in which the bus may be double-line and redundant-node implemented. In this paper we have presented protocol analysis platform for the WTB redundancy which is part of TCN system, to verify communication state of high-speed trains. As a confirmation of its validity, the technology described in this paper has been successfully applied to state monitoring and protocol verification of redundancy WTB based on TCN.

        In the last three years, Korea"s offshore catch has declined. In order to prepare countermeasures against such a decrease in fisheries resources, it is necessary to identify the necessity of efficient fisheries resource management and to establish a plan to promote the development of scientific fishery resource management laws in the future. Therefore, this study analyzed the development trends in Korea and abroad in order to activate a wireless monitoring system that has several advantages over the existing fishery resource survey methods for efficient domestic fishery resource survey. It can be used as a basis for research on the development of a wireless monitoring system in the future.

        해외사례조사를 통한 녹색건설 비용 및 편익 정보 체계의 개선 방향

        전세계적으로 녹색 건설에 대한 관심과 필요성이 높아지고 있는 시점에 있다. 정부도 녹색 성장 기조 하에 건축물의 에너지 사용량 저감을 위한 공격적인 목표를 설정하고 다양한 정책적 지원책을 통해 추진하고 있다. 하지만 녹색건설 시장의 지속적인 성장을 위해서는 수요 주체의 녹색 투자 의사 결정을 지원할 수 있는 녹색 건설 투자 비용과 경제적 편익 정보가 제공되어야 하지만, 녹색 건설 선진국에 비해 국내 건설산업계에서는 녹색건설의 비용이나 편익과 관련한 구체적이고 객관적인 자료가 부족하고 분석이 부족한 실정이다. 이에 본 연구에서는 건설 산업 차원에서 녹색 건설 비용의 개념을 정의하고, 녹색 비용 및 편익 정보 체계와 관련한 녹색건설선진국의 다양한 사례를 살펴봄으로써 국내 녹색건축 비용 및 편익 정보 체계의 문제점을 도출하고 개선 방안을 제시하였다. 본 연구에서 제시한 녹색 건설 비용 및 편익 정보의 분류, 축적, 활용 메커니즘이 해당 건설 상품의 경제적 타당성 검증 작업을 견인할 수 있을 것으로 기대한다. As a green construction is a world-wide hot issue, Korean government is also putting forth a multilateral effort into reducing energy usage with setting aggressive goal under green growth policy. It is essential to analyse cost raised from designing and building green construction and benefit derived from the built facility for the sustainable green construction. However, compared to advanced countries in terms of green construction, there is lack of data and a systematic way for data collection and analysis in Korea. Without analyzing the cost-benefit of green construction, investors will hesitate to put his/her money into green construction and we can not expect its growth in construction industry. In this paper, cost of green construction was defined and categorized. Through case studies and various reports on cost-benefit analysis in advanced green construction countries, problems in terms of data collection and analysis in domestic green construction sector and improvement ways were suggested. The results of this study will contribute in classification of cost and benefit of green construction, data collection in systematic way, and increasing the feasibility of green construction via appropriate analysis on cost-benefit of green construction.

      • 건설산업 공공데이터 개방의 현황과 과제

        In order to meet the trend, construction public data are already disclosing not only data generated at the construction site but also various data ranging from inspection reports and public construction contracts through multiple portals. However, unlike the excellence of the open performance evaluated by the number of data, it is difficult to evaluate the specific level of disclosure because there is no case of analyzing the quality, ease of use, and possibility of further opening of the public construction data set. On the other hand, performance measurement is already performed using an internationally agreed evaluation method in different fields such as real estate, population, and environment. So it is essential to analyze the current status of public data openings in the construction field and to derive improvement tasks. Therefore, this study conducted a survey of researchers with the highest system utilization targeting representative public data open systems in the construction field, such as E-AIS(세움터) and KISCON. To ensure fairness and increase comparability, the questionnaire was composed using evaluation items on implementing public data conducted annually by the World Wide Web Foundation, an international non-profit organization. With these responses, we investigated the status of public data disclosure and opinions on data quality and derived tasks to improve public data disclosure in construction through the analysis of the results.

        In apartment housing market, unsold apartments are increasing by excessive supply and reduced demand. In order to improve customer's self-recognition and increase customer's satisfaction, construction enterprises try to improve quality of products and induce marketing techniques. Nevertheless, customer's dissatisfactions and claims are significantly increasing. The purpose of this study, from this point of view, is suggesting the integrated management solution through theoretical study and analysis of the present status of claim management and MOT(Moment of Truth).
