        This study tries to specify the problems of and derive strategies for improving ``Lowest Bidding`` which is 40%, 1.5 trillion won, of public construction in 2008, The Lowest Bidding was introduced in 2003 to strengthen competitiveness of the construction industry and reduce construction cost, As dumping in bidding process is intensifying, ``deliberation of low price`` is introduced and is changed to two-stage deliberation, However extraordinary competition, trust, and violation of contract caused by construction enterprenuers to receive order are occurred, Also other problems such as decreasing construction quality by low price and increasing construction cost via change-order have been always criticized, Strategies for improving the Lowest Bidding are suggested, First, it is needed to give public owner a free hand to choose bidding system, Currently it is obliged to use the Lowest Bidding is required over 30 billion won work, Second, using modifiable specification bidding method is activated by strengthening deliberation, Third, one of the main problems is that too many bidders causes extraordinary competition, Therefore, public owner should differentiate objects and standards of PQ (Pre Qualification), Fourth, examination of cost-down and administration of performance should be go the whole figure, Fifth, it is needed to increase owner``s portion, 70%, in the standard price of each construction process, Finally, minimum awarding rate for rejecting construction guarantee should be raised, The number of issuing guarantee should be more restricted based on credit level of construction firms.

        The Purpose of this article is to criticize the current argument about the construction surety market opening and to present an alternative reform strategy of the construction surety market. The current argument is based upon the belief that allowing non-life insurers to enter the construction surety market is the only means of promoting the efficiency of the market, Against the argument, the article shall maintain that the market-dominant non-life insurers`` participation does not make the construction surety market a competitive one nor guarantee any enhancement of the market``s efficiency. The concept of the competitive market hinges upon the mere aspect that the market participants are price-takers without considering that the market participants are numerous, the article shall advance an alternative proposal that the reform strategy of the construction surety market should help small and medium contractors survive, on the basis of some singularities of the construction industry, They are CD the industry activity grounded upon the job order contract; and @ construction process composed of the intricate and delicate matrix weaved out of agreements, contracts and subcontracts, Small and medium contractors`` participation in bidding is of importance to achieve value for money in the public work delivery.

        There is an urgent need for heading off a conflicting on subcontracting construction and establishing fair subcontract trade considering great importance on construction industry. To show the improvement and state of prime contractor and sub contractor in building construction, this study analyses problems of unfair states searched with several cases through the research of survey. Based on this the study suggests the step-by-step strategies for the improvement of the subcontract system including the problems and other necessary things for the efficient condition.

      • 건설경제산업연구 : 보금자리주택 정약의사 판단요인 연구

        This study mainly focused on identifying the factors that influence on the ``Bogeumiari`` project decision. The results of this study are summarized as follows: First, environmental factors such as construction of park and trail, scenery and prospect right. and landscape facility within the complex influence on the application decision. Second, social factors such as medical facility. public facility. and education environment influence the application decision. Therefore. designing the complex. suppliers should make an effort to construct convenient medical facility and provide public facility. which will enhance the welfare of the residents. Third, economic factors sucn as financial cost{maintenance fee, interest ratel. potential of regional development, and sales price strongly influence on the application decision. Therefore, suppliers are to provide managerial services that could lower the maintenance fee and [mancial services that could lower the cost of debt and the sales price. Fourth. respective housing factors such as facilities within the complex. parking lot size. public image, and interior structure influence on the application decision, too. Therefore. suppliers should provide residents with pleasant facilities within the complex, conveniently sized parking lot within the complex. public image preferred by the residents, and convenient interior structure. Some strategies to revitalize or to construct the industrial complex in North Korea that are suggested from this study are as follows: fIrstly, South and North Korea gorvenments should revitalize Kaesung industrial complex because Kaesung industrial complex will be a role business model for other new industrial complex. Secondly, South and North Korea governments should consider providing administrative and fmancial support for participating construction fIrms into North construction market. Thirdly, South Korea government and construction fIrms need to establish a center for training North Korea``s construction workers in Kaesung industrial complex.

      • 건설경제산업연구 : 남북한 건설 분야 협력사례 분석과 북한 내 산업단지 개발 방안

        Firstly, the purpose of this study is to provide infonnation that South Korea construction firms have achieved some cooperation cases and construction experiences in the North Korea area, and to estimate the degree of development demand for six types of industrial complex in North Korea, Also, this study aims at confirming the size of a potential construction market in North Korea, and offering some themes and tasks of possible strategies for accessing construction market in North Korea to South Korea government and construction firms. Since 1988, some of South Korea construction firms constructed some construction facilities in the North Korea area, such as factories, hospitals, gymnasiums, churches, temples, and so on, to nan1e a few, The most of those construction projects were derived throuth a South-North Koreas social-culture-economic cooperation activity, Currently, the on-going mega construction projects are Kaesung industrial complex and Kumkangsan tourist region development. According to a case study of construction projects in North Korea, North Korea construction workers`` labor productivity is very low, and most of construction resources and construction devices had to have been supplied from South Korea, As a result of estimating the degree of development demand for six types of industrial complex in North Korea, where the size of new industrial complex is almost equal to that of Kaesung industrial complex, total construction cost is approxin1ately 43.9 trillions won, inter-complex construction demand for infrastructure facilities is 4,7 trillions won and construction demand for factories is 39,2 trillions won. However, these estin1ates are calculated on the basis of necessary infrastructure facilities, such as connecting roads and railroads, power plants, harbors, support cities for industrial complex, and so so which need to be supplied as auxiliary projects, this implies that North Korea``s potential construction market size is extremely huge. Some strategies to revitalize or to construct the industrial complex in North Korea that are suggested from this study are as follows: firstly, South and North Korea gorvenments should revitalize Kaesung industrial complex because Kaesung industrial complex will be a role business model for other new industrial complex, Secondly, South and North Korea governments should consider providing administrative and fmancial support for participating construction firms into North construction market, Thirdly, South Korea government and construction firms need to establish a center for training North Korea``s construction workers in Kaesung industrial complex.

        This study started how to improve the efficiency in the budget management of local government, Since the Local Government Contact Act was enforced in 2006, the transparency and efficiency in local government has been improved, However, the quality of construction and the budget reduction haven``t been clearly better, Finding the method to improve the quality of construction is needed, Types of contract in Local Government Contact Act are divided into three types which are facilities construction, service, goods, Among them, facilities construction spends large part of local government budget, It is because supplying local public goods for local residents is an important role of local government, A way to improve the efficiency of facilities construction contract should be made and the partnership can be one of those ways, This study shows the partnership for facilities construction will improve the efficiency in the budget management of local government.

      • 건설경제산업연구 : 재정운용의 평가기준과 사회기반시설 -재정수지를 중심으로-

        Going through foreign exchange crisis in 1997 and global financial crisis in 2008, Korean society began to increase the demand for expanding the public welfare expenditure as a social safety net. Comparing and reviewing government expenditures in each function with advanced countries of OECD, the fact that the ratio of social protection and welfare spending is very low and that the ratio of economic affairs is relatively high can be found. Due to such reason, indications that investments towards infrastructure which occupies an important weight in economic affairs should be reduced was steadily made. The study intends to suggest the fact that there is a need to more actively utilize capital budgeting and to maintain investment in infrastructure in an appropriate level. Korea``s traditional central government balance is an overalll balance based on the cash basis, and to compare the fiscall operation in regards to advanced countries of OECD based on the same criteria, the accrual basis should be introduced, and simultaneously, operational balance, capital balance, and overall balance should be generally compared. In addition, even when comparing the size of government expenditure, effort for observing the government finance statistics manual of IMF in 2001 should be made more. Furthermore, the study emphasizes the necessity to sincerely and actively review the introduction of capital budgeting based on capital balance. Because the benefit of capital facilities are transferred to future generations, it would not be bad to rely the finances of required cost on debt. Due to such reason, even advanced countries of OECD introduced the system of capital budgeting earlier, and the problem of equity of burdening among generations should be actively reviewed not only in government welfare expenditure but also in investment in infrastructure.

      • 건설경기 종합지수의 개발 및 건설경기 진단

        Korean economy successfully overcame the Global Financial Crisis. But Construction sector and housing industry still stay on the long and deep recession phase. Construction indicators shows inconsistent signal about the construction business cycle. Government want to know the construction business cycle for appropriate response. Composite index for construction can be the useful tool to diagnose the construction business cycle. This study develop the construction composite indices(CCI); coincidence index and leading index. We constructed a leading index of construction business cycle by compositing land transaction, KOSPI of construction industry, construction permits, and contracts. And we made a coincident index of construction business cycle by compositing payment for construction, starts of construction, shipment of mid-material for construction, and employment of construction industry. Construction composite indices well describe the construction investment cycle, and shows stationary lead-lag structure between coincidence index and leading index. So CCI can be used to diagnose the construction business cycle. Construction business cycle has long recession phase and short boom phase.

      • 건설경기 변동이 건설보증시장에 미치는 영향 -전문건설공제조합 보증을 중심으로-

        The slump of construction economy has worsened the situations of construction companies, which led to poor performance, and it is affecting even construction surety bond companies. The purpose of this study is to investigate the effect of economic fluctuation on the surety bond market based on the Korea Specialty Contractor Financial Cooperative whose members are specialty construction industry that actually work on construction, and make suggestions. For it, cyclical analysis, cross-correlation analysis, multi-linear regression analysis, etc. were performed on the surety bond performance and payment of KSCFC. Overall, there was a huge correlation of the surety performance of KSCFC and surety performance among the surety payment variables with the construction variables and economic variables, and the model had relatively high explanatory power. By contrast, surety payment had overall low explanatory power of the model. This seems to be due to recent rapid increase in surety accidents. Also, it shows that there is certain limitation in the construction and macroeconomic variables set in this study in terms of analyzing surety payment.

      • 해외건설 지원제도와 활성화 전략

        Examining, for the last 2-3 years, the foreign construction performances of the Korean firms in global market, we should consider the foreign construction as future growth industry to promote the Korean economy. The foreign construction industry contributes to improvement of current balance, job creation, regulate business cycle, growth of GDP. To activate the foreign construction, above all, Korean government should go ahead with so called ``Foreign Construction Road Map 2020-2030``. The government has to also make efforts related to complex foreign affaires and trade, by which it could propose and manage divers business and activities closely linked with green growth and local resources development. It should be useful to regularize President`s or Ministers` official visits. To manage more efficiently high risk projects, I recommend strongly a cooperative strategies and activities between public firms and private firms to enter the local market. And Korean companies, to catch up a sustainable effective competitiveness, should come to an end the irrational bidding with absolutely low price and rather should reinforce the feasibility study of project and the cooperation network with local governments. It`s still necessary to extend a strategic coalition or partnerships with local companies or of other countries. Finally, Korean companies have to reinforce core competency in the global market and promote a localization strategy corresponding to the local socio-economical constraints.
