지방정부간 협력의 영향요인에 관한 연구

본 논문은 지방정부간 협력의 영향요인을 실증적으로 밝혀내는 데 연구의 목적이 있다. 이를 위해 성공적인 지방정부간 협력사례로 알려진 ‘경기도 동부권 광역자원회수시설’ 사례를 대상으로 지방정부간 협력의 영향요인을 설정하였으며, 구조모형을 작성하여 요인간 관계를 검증하였다. 분석결과 제도 요인은 지방정부 능력 및 참여, 그리고 신뢰를 매개로 지방정부간 협력에 긍정적인 영향을 미치고 있음을 알 수 있었다. 아울러 지방정부 능력과 참여는 신뢰를 매개로 지방정부간 협력에 긍정적 영향을 미치고 있음이 밝혀졌다. 또한 신뢰는 그 자체로 지방정부간 협력에 긍정적 영향을 미치는 것으로 나타났다. This study intends to empirically identify factors influencing collaboration among the local governments by using a structural equation model built upon a case of the Resource Recovery Facility of Eastern Gyonggi-Do. The case is known as a very successful collaboration case of location of locally-unwanted facilities. According to the analysis results, 5 out of 9 hypotheses were supported. Major findings of this study cab be summarized as follows: First, as institutional factors, local government capability and participation with consideration of the moderating effect of trust had positive effects on inter-local governmental collaboration. Second, trust, had a positive effect directly on inter-local governmental collaboration.

일반논문 : 지방정부간 협업의 이론적 모형개발

본 연구는 지방정부간 협업을 분석할 수 있는 이론적 기초가 충분하지 않은 상황에서 모형 개발을 통해 새로운 이론적 분석 틀을 제공하고자 함이 목적이다. 이를 위해 기존의 협업모형과 관련된 문헌을 중심으로 시사점을 도출하고 이를 한국적 상황에 맞게 모형을 개발하였다. 물론 본 연구에서의 모형은 다양한 실증분석을 통해 검증이 필요하며 지속적인 개선의 여지가 필요할 것으로 보이지만 아직까지 지방정부간 협업의 요인간 인과성에 대한 연구가 활발하지 못하고 있는 점을 상기할 때 본 연구에서 개발된 모형은 향후 관련분야의 연구에 적지 않은 함의를 제공할 수 있을 것이다. Inter-local government collaboration in local government studies represents a growing research in many countries. However, to date very few studies have been conducted on inter-local government collaboration research in Korea. The purpose of this study is to develop a model for inter-local government collaboration. To achieve the purpose, this study was conducted in-depth literature review. Model of this study establishes a conceptual framework based on a review of the existing literature and includes the antecedents, process, and results. Lastly, this paper suggested some implications and future studies.

문화다양성 정책의 수혜자 만족과 인식변화

본 연구는 문화체육관광부가 문화다양성 증진을 위해 시행중인 ‘무지개다리(Rainbow Bridge) 사업’을 대상으로 수혜자의 만족 요인이 인식변화에 미치는 영향을 실증적으로 규명하는 것이 목적이다. 이를 위해 동 사업에 참여한 이주민 172명 및 선주민 147명 등 총 319명의 수혜자를 대상으로 설문조사를 실시하였다. 우선 독립변수로서 문화예술프로그램, 문화 인프라, 주관기관에 대한 만족, 문화예술활동, 교류활동을 설정하고, 종속변수인 긍정적 인식변화 및 문화다양성 이해도 제고에 대해 회귀분석을 실시하였다. 종속변수를 긍정적 인식변화로 설정한 모형1에서는 독립변수 중 주관기관 만족(β=.230), 교류활동(β=.215), 문예프로그램(β=.205), 문예활동(β=.131)이, 문화다양성 이해도 제고를 종속변수로 설정한 모형2에서는 주관기관 만족(β=.245), 교류활동(β=.207), 문예프로그램(β=.128)이 긍정적 영향을 미치는 것으로 나타났다. The purpose of this study is to investigate beneficiary satisfaction on change of recognition in cultural diversity policy. The study establishes a conceptual framework based on a review of the existing literature, the study measures cultural arts programs, cultural infra, satisfaction on agency, cultural and artistic activities, and exchange activities have influence on change of recognition. The analysis is assessed through survey measurements of the level of cognition of beneficiaries(n=319). Analytic results showed that satisfaction on agency(β=.230), exchange activities(β=.215), cultural arts programs(β=.205), cultural and artistic activities(β=.131) have positive effects on positive recognition. This study also finds that satisfaction on agency(β=.245), exchange activities(β=.207), cultural arts programs(β=.128) have positive effects on understanding of cultural diversity.

한국 지자체의 옴부즈만 제도 발전 방안 연구

This study suggests some options to develop citizen ombudsman of Korean local government by literature review and in depth interview with members of citizen ombudsman advisory committee. And the article also aims to analyze priorities among 2 primary options and 6 secondary options by AHP method. Major findings of the AHP analysis are as follows. The first priority among options is to assure the effectiveness of advice and investigation right of citizen ombudsman. The support of city mayor is the second important option. And the third priority option is to activate the citizen ombudsman advisory committee.

네트워크 분석을 통한 거버넌스 시스템 향상에 관한 연구: 산림청을 대상으로

미래의 산림행정은 과거의 정부주도식 공급자위주의 일방행정에서 벗어나 다양한 산림행정에 관련된 이해관계자 집단의 의견을 전향적으로 수렴하는 수요자 위주의 거버넌스 행정에 정책의 초점을 맞출 필요가 있다. 특히 최근에 들어와 정책 네트워크 연구를 거버넌스 관점에서 조망하는 작업이 활발하게 이루어지고 있으나 경험적 연구가 아닌 규범적 차원에 머무르는 한계점을 보여주고 있다. 이러한 문제인식하에 본 논문에서는 산림행정의 주무부처인 산림청을 중심으로 정부기관 및 민간조직 간 협력, 갈등 네트워크의 수준이 어느 정도인지를 실증적으로 분석함으로써 향후 산림행정 거버넌스 구축을 위한 구체적이고 실효성 있는 정책대안을 모색하였다. Forest administration in public administration represents a growing research concern in many countries. However, to date few studies have been conducted on Forest administration & policy in Korean public administration. The purpose of this study is to further understanding of forest governance system in the Korean context. In particular, the study focuses on how improving the governance system in Korea forest administration. The study presents the results of a survey of central government employees in Korea Forest Service. The result was analyzed by network analysis and we suggest some implications.

행정문화와 조직연구의 경향 분석

서울행정학회가 발간하고 있는 전문학술지인 "한국사회와 행정연구"는 1990년 창간호를 발간한 이래 최근까지 총 905편의 논문이 게재되었다. 본 연구는 "한국사회와 행정연구"에 게재된 논문 중 행정문화와 조직연구와 관련된 123편의 논문을 대상으로 경향분석을 실시하였다. 본 연구는 총 논문 대비 조직연구 논문 편수 및 비중, 연구주제, 연구방법, 연구성격, 연구형태, 연구대상의 6가지 기준을 통해 5년 단위마다 시기별 분석을 실시하였다. 분석결과 행정문화와 조직연구는 양적·질적으로 성장해왔으며 일정시점을 중심으로 연구주제 및 방법, 형태 등에 있어서 패러다임의 변화를 확인할 수 있었다. 이를 통해 향후 동 학술지가 지향해야 할 발전방향에 대해 제언하였다. The main objective of this study is to analyze trends in Korean Society and Public Administration from 1990 to 2013. Among the 905 articles published, 123 are related to the topic of administrative culture and organizational studies. Trends in these articles are analyzed through recording the number of papers relating to organizational studies, the research topic, research settings, research design type, and research methods. The analysis reveals that the number of organizational studies has increased dramatically, and that there has been a paradigm shift in the topic, settings, design type, and methods of research since the year 2000. The implications of the analysis are discussed, and suggestions are made for the development of Korean Society and Public Administration.

우리나라 한류연구의 경향 분석

2000년대 초반부터 시작된 우리나라의 한류열풍은 10여년이 흐른 지금 한류가 주요 연구분야로 논의될 만큼 양적으로도 성장했을 뿐만 아니라 질적으로도 성숙해가고 있다. 본 연구에서는 한류연구가 시작된 2002년부터 가장 최근인 2013년까지 한류연구의 경향을 살펴보는 것을 목적으로 한다. 이를 위해 우리나라의 주요 전문학술지에 게재된 526편의 한류관련 논문을 대상으로 학문분야, 연구주제, 연구대상 국가, 연구형태 등 총 네 가지 기준을 중심으로 시기별 분석을 실시하였다. 분석결과 한류연구는 비교적 늦게 생겨난 학문임에도 불구하고 짧은 기간 동안 양적인 성장과 더불어 학문분야, 연구주제, 연구대상 국가에 있어서도 다양화되는 경향을 보였다. 또한 최근 들어 공동연구 및 학제 간 연구가 증가하고 있는 것은 한류연구가 가진 복합성을 고려할 때 긍정적인 것으로 평가된다. 하지만 한류연구는 외연적 확대에 비해, 연구주제에 있어 새로운 시각 및 이슈 발굴이 미흡하며, 한류연구 대상국가에 있어서도 중국 및 일본에 편중된 것으로 나타났다. 이와 더불어 한류소비자의 특성에 대한 종합적인 접근, 한류를 기업 경영전략 차원에서 접근, 한류현상의 전문적 연구 기관 및 인력의 부족현상을 한계로서 지적하였다. 마지막으로 본 연구에서는 향후 과제로서 한류 현지의 문화코드와 한류 트렌드에 대한 지속적인 조사 연구의 필요성과 더불어 한류 활용 비즈니스 모델과 전략개발을 위한 연구의 필요성을 제시하였다. This article is concerned with the academic studies on the Korean Wave phenomenon since the end of the 1990`s. 526 articles from 2002 to 2013 were identified as being related to the topic of Korean Wave studies. This article categorized these academic studies in terms of the academia area, research topic, related country, and research types. As a result, the Korean Wave studies has been dramatically increased. The Korean Wave phenomenon has been considered as an important research topic in the various academic communities. The interdisciplinary studies on the Korean Wave have been expanded. This article concludes that the identity of the Korean Wave studies should be established in the future. In addition, this article suggested the comparative studies on the Korean Wave in terms of the characteristics of the Korean Wave consumer and socio-cultural context of the related countries.
