        As environmental pollution and energy shortage have been serious all over the world, governments and organizations have been interested in developing renewable energies which do not release pollutants. Interest in wind energy of those has been higher and developed more than others. Because of insufficient space to install wind turbines on land, however, we have considered installing, those on the ocean which doesn"t care about space. And now, it is starting moving from shallow sea to deep sea which wind turbines could receive more strong wind on and not afflict people living in that area with noise. Under these circumstances, research and development of floating wind turbines have been in progress. Especially, NREL designed 5MW floating wind turbine which called as OC3-Hywind system. In this study, we designed Three New OC3-Hywind systems which could have better motions by changing the shape of platform a OC3-Hywind system by NREL and confirmed the motions through numerical analysis. Depending on positions of a damper which can change the center of buoyancy, we named those three models M1, M2 and M3.

        도시재생 선도지역의 사업유형 및 재원조달 특성 분석: 도시재생 활성화계획(안)을 중심으로

        This study recognizes that it is essential to strengthen regional capacity and solve several problems through finding a local customized projects starting from the planning phase to promote continuos urban regeneration projects. Accordingly, the purpose of this research is as follows. First, an analysis of project type and fund supply characteristics of urban regeneration projects as mentioned in [urban regeneration activation plan] to examine validity of urban regeneration projects that is conducting in urban regeneration priority regions. Second, it is to derive implications from the analysis. This study consists of both a classification of project type targeting thirteen urban regeneration priority regions and analysis of projects type and fund supply characteristics. To do that, this research selects targets by analyzing transition process of urban regeneration project, and suggests differentiation by considering preceding researches. Finally, this study would examine project characteristics by conducting frequency of a cross-tabulations based on contents of instances. The result of this research would be utilized as basic data to excavate various project types and new projects when general areas devise activation plan.

        당초의 신고행위와 증액경정처분의 관계

        납세자가 신고납부한 일정한 세금에 대하여 과세관청은 신고납부받은 금액이 정당한 세액에 미치지 못한다는 이유로 세액을 증액하는 경정처분을 하는 경우가 흔히 있다. 지금까지 이러한 납세자의 신고행위와 과세관청의 증액경정처분 사이의 법률관계를 설명하는 이론이 다양했고, 대법원판례도 독특한 내용으로 발전해 왔다. 대법원판례가 지금까지 당초의 신고행위는 증액경정처분에 흡수되어 증액경정처분만을 소송의 대상으로 삼아야 하고, 신고행위를 더 이상 다툴 수 없게 된 경우에도 증액경정처분이 있으면 신고행위의 하자사유까지 함께 다툴 수 있으며, 흡수된 당초의 신고행위를 전제로 한 가산금, 징수처분 등의 효력이 상실된다는 입장을 발전시키면서 과세관청은 조세징수권 확보의 입장에서 불만이 높았다. 이를 반영하여 2002.12.18 국세기본법을 개정하면서 증액경정처분의 효력범위에 관한 규정을 신설하였다. 이 신설된 규정의 해석을 둘러싸고 지금까지 당초의 처분 또는 신고행위와 증액경정처분의 법률관계에 대한 이론들이 새롭게 전개되었고, 신설된 규정이 적용된 사례에 관하여 국세심판원의 결정이 나타나기에 이르렀다. 이 논문은 지금까지의 관련된 이론을 개관하고 당초의 처분 또는 신고행위와 증액경정처분의 법률관계가 해결해야 하는 구체적 사례에서 적절한 해결책을 모색하는 것을 주요내용으로 하고 있다. As to the taxable income reported in a tax return filed by a taxpayer, the tax authorities often impose additional taxes through a corrective disposition arguing that the reported taxable income is less than the taxable income that should have been reported in the first place. There have been many diverse theories trying to explain the legal relationship between taxpayers' tax returns and corrective disposition by the tax authorities. At the same time the Supreme Court has developed a unique case law relating to the legal relationship. So far, the case law had been that in case there was corrective disposition, only the corrective disposition might be the subject of legal dispute as the taxpayer's initial filing of a tax return (a.k.a. initial disposition) became part of corrective disposition, and that even in case the taxpayer might not dispute the initial disposition (e.g., due to the running of the statutes of limitation), the taxpayer would still be able to dispute the initial disposition if there was corrective disposition. Furthermore, it had been ruled that corrective disposition nullified the effect of interest and penalties as well as additional taxes imposed based on the initial disposition. Obviously, the case law had been against the interest of the tax authorities in collection of taxes. In light of this, the National Tax Framework Act was amended on December 18, 2002 to include provisions on the legal effects of corrective disposition. Since the amendment, many new theories have appears relating to the interpretation of the new provisions. Recently, the National Tax Tribunal rendered a decision applying the new provisions. The purpose of this paper is to survey legal theories on the legal relationship between initial disposition (or taxpayers' tax returns) and corrective disposition by the tax authorities and to find a reasonable balance between the two dispositions in light of real cases.

        인구이동 특성을 고려한 축소도시 유형 분석 연구

        전 세계 많은 도시의 인구가 감소하고 있으며 저출산ㆍ고령화 현상은 점점 더 심해질 것으로 예측된다. 이에 따라 축소도시의 개념이 부상하기 시작했으며 국내에서도 관련 연구들이 수행되고 있다. 하지만 기존의 연구들은 다음과 같은 한계점이 있다. 첫째, 주로 분석대상의 공간적 범위가 단일도시로 제한되어 주변 지역과의 연계성을 반영하지 못하였다. 도시는 주변 지역과의 연계를 통해 성장하는 속성을 지니고 있으나 기존의 연구는 주변지역과의 연계성을 고려하지 않기 때문에 도시의 특성을 제대로 파악할 수 없다. 둘째, 시 지역에 집중하여 군 지역을 누락하였다. 군 지역은 시 지역에 비해 인구 감소율이 높고 환경이 열악하므로 군 지역을 포함한 연구가 필요하다. 셋째, 주로 인구의 증감에만 집중하여 인구의 이동에 큰 관심을 기울이지 못하였다. 최근의 저출산 현상은 앞으로 인구의 변화는 자연적 요인 보다 사회적 요인에 더 의존되게 됨을 의미한다. 따라서 본 연구는 기존 연구들의 한계점을 극복하고, 도시축소의 현상을 더욱 세밀하게 파악하는 기준을 제시하며, 이를 통해 축소도시의 유형을 분석하고 특성을 도출하는 데 그 목적이 있다. 인구의 증감률 및 인구의 이동을 주요 변수로 분석한 결과 다섯 개의 유형으로 분류가 가능하며, 각각 고착형, 연계형, 내부유출형, 수도권형, 정체형으로 그 특성을 구분할 수 있다. 이를 통해 각 도시에 맞춤형 도시정책의 기초자료로 활용이 가능하다. The population of many cities around the world is declining, and the low birth rate and aging population are predicted to become more severe. Accordingly, the concept of a shringking city began to emerge, and related studies are being conducted in Korea. However, existing studies have the following limitations. First, the spatial scope of the analysis target was mainly limited to a single city, so the connection with the surrounding area could not be reflected. Cities have the property of growing through connection with surrounding areas, but existing studies do not consider the connection with surrounding areas, so it is difficult to properly grasp the characteristics of cities. Second, by focusing on the city area, the county area was omitted. Compared to the city area, the county area has a higher population reduction rate and poor environment, so research including the county area is needed. Third, they did not pay much attention to the movement of the population, mainly focusing on the decrease of the population. Therefore, the purpose of this study is to overcome the limitations of existing studies, to present a standard for understanding the phenomenon of urban shrinkage in more detail, and to analyze the types of shrinking cities and derive their characteristics. As a result of analyzing the increase/decrease rate of the population and the movement of the population as main variables, it can be classified into five types, and the characteristics can be divided into fixed type, connected type, internal outflow type, metropolitan area type, and congested type. Through this, it can be used as basic data for urban policies tailored to each city.

        금은화(金銀花)가 천식(喘息)유발 cytokine 분비와 호산구 chemotaxis에 미치는 영향

        Objective : Asthma is known as chronic airway inflammatory disease. This inflammation is conducted by various inflammatory cells including eosihophil. Chemotaxis is one way that circulating inflammatory cells invade a specific lesion. This study examines the degree to which Lonicerae Flos inhibits eosinophil chemotaxis at pulmonary epithelium after allergic stimulation. Material and Methods : Water extracts of Lonicerae Flos and pulmonary epithelial cell lines A549(human type II-like epithelial cells) and human eosinophils were used. Cytotoxic effects of Lonicerae Flos via MTS assay were estimated, as well as the effects of Lonicerae Flos on chemokines from prestimulated A549 cells by sandwich ELISA and RT-PCR. Chemotaxis assay was conducted on prestimulated eosinophils treated with Lonicerae Flos. Result : In this study $TNF-{\alpha}$ and IL-4, $IL-l{\beta}$ were seen to induced the accumulation of chemokines mRNA in the pulmonary epithelial cell lines A549 in a dose-dependent manner. Chemokines were inhibited by Liripois Tuber in a dose-dependent manner and especially, IL-8 and ICAM-l were inhibited considerably at $100\;{\mu}g/ml$ concentration of Lonicerae Flos. The eosinophil migration is inhibited in high concentration of Lonicerae Flos in a dose-dependent manner. Conclusion : These findings indicate that the supression of the expression of chemokines can be accomplished by Lonicerae Flos treatment, raising the possibility that Lonicerae Flos might be of therapeutic value in diseases such as asthma.
