학교시설에서 CPTED 적용방안 및 원칙 따른 시뮬레이션

최근 학교폭력 등 청소년범죄의 증가에 따라 안전한 학교공간에 대한 요구가 증가하고 있다. 학교공간의 안전은 CCTV 등의 물리적 요소, 순찰 등의 관리적 요소 외에 CPTED 원리 등 공간계획적 요소가 함께 적용되어야 효과적으로 달성될 수 있다. 본 연구의 목적은 학교 및 주변지역의 안전을 확보하기 위해서 학교시설 및 주변지역의 공간계획 현황을 CPTED적 관점에서 조사하여 범죄를 예방할 수 있는 공간계획 방향을 제시하는데 있다. 이를 위하여 대전 노은택지개발지구 내에 위치한 7개 초?중?고등학교를 대상으로 CPTED의 5대 원칙에 기반한 체크리스트에 따라 현장조사를 시행하였다. 현장조사에서 분석된 문제점들을 CPTED의 5가지 원리에 따라 분류하고 각각의 항목에 대해 개선방안을 제시하였다. CPTED 적용을 위한 디자인적 기본구상과 이를 적용한 컴퓨터 그래픽 시뮬레이션 사례를 제시하였다. 학교가 범죄로부터 안전한 공간이 되기 위해서는 CPTED 적용을 위한 기본 환경디자인 원칙과 이에 기반한 가이드라인을 수립하여 적용함으로써 자연적 감시, 영역성의 확보 그리고 유지관리 등 CPTED 원리에 기반을 둔 안전한 공간을 만들 수 있을 것으로 판단된다. As to the increase of crime against children, the importance of safety in school area is more emphasized ever. Safety in school area can be achieved by the well-organized combination of physical, managemental and spatial planning factors. The purpose of this paper is to investigate the spatial planning direction to prevent crimes for the schools and their surroundings on the viewpoint of CPTED(crime prevention through environmental design). Field survey using checklist drawn up with 5 major CPTED principles was conducted for 7 schools(primary, middle and high schools) located at Noen New-town, Daejeon Korea. Problems derived from field survey were categorized to 5 CPTED principles and countermeasures were suggested together with computer graphic simulation. CPTED design principles and guidelines for spatial planning can make school area safer because these can assure natural surveillance, territoriality, natural access control, etc.

범죄예방 환경디자인 사업의 효율적 추진방안을 위한 연구 : 대전광역시 사례를 중심으로

2003년 이후 우리나라 범죄 발생이 한해 200만 건을 넘어서는 등 범죄가줄어들지 않는 실정 속에서 한정된 경찰력에 의존한 범죄예방은 한계를 드러내고 있다. 중앙정부와 지방자치단체에서는 한정적인 경찰력에 의한 단속, 범죄자의 처벌과 교육 등 공공의 역할만으로는 범죄가 해소되기에는 한계가 있음을 인식하여 범죄예방 환경디자인(CPTED)을 범죄예방 방안으로 수용하여 사업을 추진하고 있다. 본 연구에서는 2016년 강남역 화장실 묻지마 살인사건 이후 중앙정부와 지방자치단체(이하 지자체)에서 추진한 국내 범죄예방 환경디자인 사업사례를 검토하여, 사업추진의 시사점을 도출하고자 한다. 또한, 범죄예방 환경디자인 사업을 담당하고 있는 공무원과 경찰의 범죄예방진단팀이 범죄예방 환경디자인 사업에 대해 어떠한 인식 차이를 보이는지 살펴보고자 한다. 사업의 시사점과 사업 주체의 인식 차이 고찰을 통해 범죄예방 차원에서 적극적으로 도입하려는 범죄예방 환경디자인 사업의 효율적 추진방안을 제안하고자 한다. 첫째. 지자체는 사업을 추진하는데 필요한 조직구조 및 필요 인력을 확보하고, 충분한 사업예산을 확보하여야 한다. 둘째. 사업의 모든 단계에 지자체와 경찰이 정보를 교환하고 협력하여야 한다. 셋째. 범죄예방 환경디자인 사업의 협업체계를 구축하면서, 참여 주체의 역할 및 책임을 명확히 할 필요가 있다. 넷째. 범죄예방 환경디자인 사업의 추진성과를 적극적으로 홍보함으로써 지역주민들이범죄예방 환경디자인의 효과성을 분명하게 인식할 수 있도록 하여야 한다. 다섯째. 범죄예방 환경디자인은 안전한 도시환경 조성이라는 관점에서 필수적인개념으로 모든 사업에 접목되어야 하며, 종합적 사업으로 추진되어야 한다. 끝으로 범죄예방 환경디자인 사업 역시 시민참여가 필수이지만, 양적인 부분 치중보다는 시민참여를 위한 자연스러운 유도에 방점을 찍어야 한다. 범죄예방 환경디자인 사업은 짧은 시간에 단편적인 만족도를 끌어낼 순 있으나, 지역 특성을 무시한 채 모든 대상지에 일괄적으로 적용된다면 실효성이지속할 수 있을지에 대해 의문을 가져야 한다. 지역 정체성을 반영하는 범죄예방 환경디자인 사업은 성공도가 높아 지역경제 활성화에도 이바지 할 수 있다고 판단되며, 지역관광사업과 유연한 연계가 있으면 성공 가능성이 높다. 참여와 협업을 통해 견고하게 완성된 범죄예방 환경디자인 사업은 도시만들기에 있어서 또 하나의 마중물로 긍정적인 파급효과를 얻을 수 있을 것으로 기대된다. Since 2003, crimes in Korea has exceeded 2 million cases a year, and crime prevention, which has relied on limited police force, has revealed its limitations. The central government and local governments recognized that there was a limit to resolving crimes only through the public role, such as crackdowns by limited police forces, punishment and education of criminals. The project was promoted by accepting the Crime Prevention Through Environmental Design(CPTED) as a crime prevention plan. This study aims to derive the implications of project promotion by reviewing the domestic crime prevention through environmental design business cases promoted by the central government and local governments after the wanton murder case of Gangnam Station. In addition, it is intended to examine how the crime prevention diagnosis teams of public officials and police in charge of the crime show different perceptions about the crime prevention through environmental design project. Through consideration of the implications of the project and the perceived differences between the business entities, we would like to propose an effective business promotion plan for the Crime Prevention Through Environmental Design(CPTED) project, which is actively being introduced at the crime prevention level. First, local governments should secure the organizational structure and necessary manpower necessary to carry out the project, and secure a sufficient project budget. Second, the local government and the police must exchange information and cooperate at every stage of the project. Third, it is necessary to clarify the roles and responsibilities of the participants while establishing a collaborative system of crime prevention through environmental design. Fourth, by actively promoting the results of the crime prevention through environmental design project, local residents should be able to clearly recognize the effectiveness of the crime prevention environment design. Fifth, crime prevention through environmental design project is an essential concept in terms of creating a safe urban environment and should be applied to all projects and promoted as a comprehensive project. Lastly, the crime prevention through environmental design project is also essential for citizen participation, but it should focus on natural induction for citizen participation rather than quantitative emphasis. The crime prevention through environmental design project can bring out partial satisfaction in a short period of time, but it is necessary to question whether the effectiveness can be sustained if it is applied collectively to all target areas, ignoring regional characteristics. The crime prevention through environmental design project that reflects regional identity is highly successful, and is thought to contribute to the revitalization of the regional economy. Also, if there is a flexible connection with the regional tourism business, the chances of success will be high. It is expected that the crime prevention through environmental design project, which has been solidly completed through participation and collaboration, will have a positive ripple effect in creating cities.

도심지 침수를 대비한 예·경보 시스템과 시설물의 디자인적 고찰

The extreme environmental changes caused by global warming are affecting the economy, society, and region. In particular, the flooding of urban areas due to recent torrential rains has been increasing in frequency that threatens the lives and property of the city. This study aims to conduct an empirical research to minimize damage to citizens in the event of flooding. The purpose of this study is to find out the current status of warning system and facilities, and to analyze which systems and facilities can effectively provide services to citizens in terms of design. The analysis methods were organized in the auditory information delivery, audio-visual information delivery, multi-type information delivery, and other delivery methods and found implications. The following principles are deemed necessary for effective recognition in installing facilities. First, it should be designed as warning system and facilities that can be easily recognized by people of all ages and both sexes. Second, rapid response by visual perception should be possible. Third, making sustainable management possible by increasing utilization. Fourth, the rules for color application should be followed. In the future, it should link smart city services such as CCTV for the effect for facilities of prediction and warning system. As a result, it is expected that citizen services will be provided quickly, and the role of prediction and warning system will increase in case of heavy rain.

저층 공공임대주택의 승강기 설치 및 주변 공간조성을 통한 주거환경개선에 관한 연구

Recently, the proportion of elderly people is rapidly increasing, and there is much interest in welfare. The residential environment of public housing is becoming a big issue. March 2009 "ACT ON THE SUPPORT FOR IMPROVING THE QUALITY OF LIVES OF TENANTS IN LONG-TERM PUBLIC RENTAL HOUSING" was enacted. As a result, the government and local governments are continuously improving the residential environment of old public rental housing. The study suggests the direction of the plan for elevator installation and improvement of the surrounding space of low - floor public lease house. And it makes it easy to move the inhabitants and proposes various utilization of the surrounding space.

도심 내 수상·레저시설의 활성화를 위한 디자인적 고찰 -대전 갑천 수상스포츠 체험장을 중심으로-

The purpose of this study is to propose an activation plan from a design perspective to revitalize water and leisure facilities in the urban area. The research was based on question investigations and field surveys, and data on the concept of water sports were collected through literature research. The spatial scope was designated as a water sports experience center in Gapcheon. The water sports experience center in Gapcheon is currently experiencing inconvenience due to lack of location information and accessibility to the space and lack of rest and convenience facilities. To solve these problems, first, it is necessary to expand infrastructure such as providing clear information on the location and entrance of the space, securing parking spaces, expanding convenience facilities, and improving night scenery. Second, marketing measures such as expanding experience programs, building differentiated identity, and establishing active promotional measures are needed. Third, measures to improve operations such as extending operating hours, improving operational conditions, and enacting ordinances are needed. It is expected that if such a proposal is applied and systematically supported and improved to reflect the needs of the users, it will be a major space that contributes to attracting tourists as a landmark.

구시가지 주거지역의 어린이공원 활용 방안

The purpose of this study is to improve the residential environment by applying Crime Prevention Through Environmental Design (CPTED) technique and universal design technique to villages with weak environmental conditions and to change into a cultural space through public design that can become pride of villagers with the participation of residents. It is necessary to create a safe and convenient park through environment improvement design and to create space that can be used by various generations as well as children by paying attention to the need of residents. Accordingly, this study proposes ways to improve urban regeneration in residential areas through analyzing cases of Daejeon Daehwa children"s park improvement projects.

공항용량 향상을 위한 위성항법기반 평행 접근 연구

Simultaneous parallel approaches in all weather conditions should be applied to manage efficiently increasing volume of air traffic flow and solve the problem of delayed arrivals. But All of the airports which have closely-spaced parallel-runways in Korea don't meet the interval-standards for IFR parallel approaches. In that regard, more accurate and safer System should be applied for the Korean airports. GNSS was adopted as an international standard of the next-generation navigation system and many studies and master plans have been activated by stages in Korea. In this paper, the current state of the domestic airports will be analyzed focusing on the interval of parallel runways and future specification of both flight operation system and air-side management will be recommended.

범죄예방 환경설계 가이드라인 적용을 통한 안심마을 조성에 관한 연구 : 대전광역시 사례를 중심으로

늘어가는 강력범죄로 인한 안전확보 및 지역이미지 훼손의 방지를 위해 경찰과 행정 등 다양한 기관에서 범죄예방에 대한 관심이 급증하고 있다. 하지만, 한정된 경찰력 등으로 늘어가는 범죄 해소에 한계가 있음을 인식하게 되었다. 지속적으로 검토되던 범죄예방 환경설계(CPTED)는 이러한 문제점을 보완할 수 있는 효과적인 해결방안으로 각광받고 있다. 하지만, 범죄예방 환경설계 기반의 사업을 효율적으로 지원하는데 적용될 가이드라인은 모법이 없어 지자체 및 기관별로 마련하고 상황이다. 이러한 상황은 공통으로 적용하는 항목에서조차 기준이 다를 수 있어 지원의 효율성이 저하될 수 있다. 또한, 가이드라인으로 제시된 내용이 대부분 개요 중심으로 간략하게 기재되어 있어 범죄예방 환경설계 시 가이드 역할이 제대로 이루어지지 않고 있다. 본 연구의 목적은 첫째, 기개발된 각종 범죄예방 환경설계 가이드라인들의 현황파악 및 특성을 분석해 추후 개발되는 가이드라인의 행정적 효율성을 높이고자 한다. 둘째, 범죄예방 환경설계 가이드라인의 분석결과를 토대로 안심마을 조성사업에 가이드라인 기반의 솔루션을 적용해보고, 적용결과를 통해 올바르게 적용되었는지를 확인하는 안심마을 조성사업의 기본 체크리스트를 제안한다. 대전복합터미널이 위치한 동구 용전동 일대는 대전시의 범죄예방 환경설계 사업 대상지를 대상으로 범죄예방 가이드라인 기반하에 CPTED원리별 솔루션을 도출하여 적용한 사업계획안을 구상하였다. 가이드라인의 현황파악 및 특성분석을 위해 기개발된 범죄예방 환경설계 가이드라인 및 지침을 살펴본 결과, 2005년 경찰청에서 만든「범죄예방을 위한 설계지침」을 시작으로, 최근 중앙부처, 지자체, 학회, 각 시·도·군·구 등 많은 곳에서 이를 위한 연구와 지침들이 다양하게 나오고 있다. 하지만, 범죄예방 환경설계에 관련된 모법이 없는 상황이기 때문에 가이드라인에 의한 명확한 사업추진 절차 소개 등이 부재하고, 항목별 가이드라인과 기준이 다소 명확하지 않다. 이러한 문제점 하에서는 범죄예방을 목적으로 추진되는 사업의 효율성을 극대화하고, 효과적인 결과도출을 위해서는 우선 지역에 구분 없이 공통으로 적용 가능한 명확한 기준의 가이드라인을 중앙정부 차원에서 마련할 필요가 있다. 또한, 내용적 측면에서 효율성이 높고 명확한 기준의 가이드라인 마련을 위해서는 기개발된 범죄예방 환경설계 가이드라인들에서 나타나는 개요 중심의 간략한 제시가 아닌 명확한 근거와 기준을 중심으로 작성된 상세한 가이드라인이 제시되어야 한다. To secure safety and prevent damage to the image of the region due to the increase in violent crime, interest in crime prevention is rapidly increasing in various agencies such as the police and the administration. However, it was recognized that there is a limit to solving the increasing crimes due to the limited police force. Crime prevention through environmental design(CPTED) which has been continuously considered is an effective solution to this problem. However, since there isn t a parent law to be applied to efficiently support CPTED based projects, the ordinances and guidelines established by local governments are being applied. In such a situation, the standards of commonly applied items may differ, which may reduce the effectiveness of support.Also, most of the contents presented as guidelines are briefly described based on the outline, so the role of the guide is not be properly fulfilled when designing the crime prevention environment. The purpose of this study is to improve the administrative efficiency of the guidelines developed in the future by analyzing the current status and characteristics of various crime prevention environment design(CPTED) guidelines. Second, based on the analysis results of the crime prevention environmental design(CPTED) guidelines, a guideline-based solution is applied to the safe village construction project, and a basic checklist for the safe village construction project to confirm whetherthe application result was applied correctly is proposed. The area of Yongjeon-dong, Dong-gu, where the Daejeon Complex Terminal is located, derived and applied a solution for each CPTED principle based on the crime prevention guidelines for the target site of the crime prevention environment design project in Daejeon City. Based on this, a business plan was devised. As a result of examining at the guidelines and guidelines for crime prevention environment design developed to understand the current status and characteristics of guidelines, various studies and education have recently been being introduced in many places such as the central government, local governments, academic societies, cities, counties, and districts. However, since there is no parent law related to the crime prevention environment design(CPTED), there is no clear introduction of project implementation procedure through guidelines. In addition, the guidelines and standards for each item are somewhat unclear. Under these problems, in order to maximize the efficiency of projects promoted for the purpose of crime prevention and to derive effective results, the central government first needs to come up with clear standards that can be applied in common regardless of region. In addition, in order to prepare a guideline with high efficiency and clear standards in terms of content, a detailed guideline should be presented based on clear evidence and standards rather than a brief presentation centered on the outline shown in the previously developed crime prevention environmental design(CPTED) guidelines.

국내․외 대형 LED캐노피 동향에 관한 고찰

본 연구의 목적은 대형 LED캐노피를 도입한 국?내외 도시를 대상으로 대형 LED캐노피 동향을 파악하는데 있다. 시설적 측면, 콘텐츠 측면, 전략적 측면에서 시설특성을 구체적으로 살펴보아서 대형 LED캐노피가 지역경제활성화 대안으로서의 적절성을 논의해 보고자 하는데 있다. 중국의 쑤저우 하모니타임즈 스퀘어에 있는 SUZHOU SKY SCREEN, 미국의 라스베가스 프리몬트 스트릿 익스피어리언스에 있는 VIVA VISON, 중국 북경의 The Place쇼핑센터에 있는 THE PLACE SKY SCREEN, 여수엑스포 디지털갤러리(EDG)를 분석대상으로 하여 시설의 특성을 파악하였다. 대형 LED캐노피의 시설적인 트랜드를 살펴보면, 아치형의 캐노피, LED는 SMD칩, 영상은 상호성·심미성을 갖는 자체제작 영상물과 휴대폰 및 랩탑컴퓨터 등을 활용하여 자신이 직접 경험할 수 있는 인터랙티브 영상콘텐츠를 활용하고 있다. 소프트웨어 측면에서는 지역상인들이 한번 방문한 관광객의 재방문을 유도하기 위해 각종 이벤트·퍼포먼스와 참여 프로모터의 제공을 통해 지역경제활성화를 유도하고 있다. 지역 경제활성화의 대안으로서 대형 LED캐노피를 도입 시는 반드시 시민참여, 즉 상업공간에서는 꾸준한 지역 상인들이 참가하는 유지관리 노력과 다양한 콘텐츠 개발이 뒷받침되어야 한다는 시사점을 얻을 수 있었다. The purpose of the study is to analyze and to clearly put more understanding on the current LED sky screen structures located not only in some cities of Korea but also in those of other countries which have been running the large-scaled LED sky screen, which is also called the LED canopy. In addition, this research is to also focus on the availability or possibility of the social role for the large-scaled LED sky screen to make great contributions to the local economic development of the relevant cities which are currently running their large-scaled LED sky screens, in terms of facility, contents and strategy, respectively. For this research, 4 large-scaled LED sky screens located in both domestic and foreign countries such as Suzhou Sky Screen in Suzhou city of China, Fremont Street Experience VIVA VISION in Las Vegas of the States, the Palace Sky Screen in Beijing of China, and Yeosu Expo Digital Gallery Sky Screen in Yeosu city of Korea, respectively, have intensively been dealt with for research, in terms of the features of their facility aspects.
