교육자치와 통합기구로서의 독일 교육문화부장관회의(KMK)와 한국 전국시도교육감협의회의 비교·분석

본 연구는 독일의 ‘교육문화부장관회의’(KMK)와 한국의 ‘전국시도교육감협의회’를 교육자치와 통합의 관점에서 비교하고 전국시도교육감협의회 발전을 위한 시사점을 얻기 위해, 양 기구의 등장배경과 역사적 전개과정을 비교 분석했다. 교육자치의 관점에서, 두 기구는 중앙정부로부터 교육자치를 실현하고자 하는 공통점이 있다. 반면 관할 권한에 있어서는 차이가 크다. 통합의 관점에서, KMK는 독일 통일 이전과 이후 교육과 문화의 정체성과 통합성을 이루기 위해 많은 역할을 하였고, 유럽뿐만 아니라 세계적 차원에서 평등과 인권 등을 실현하고자 노력하고 있다. 전국시도교육감협의회는 교육현장에서의 불평등을 해소하고 전국적인 수준의 교육제도와 교육내용상의 통합을 위해서 다양한 지침을 발표하는 등 꾸준한 노력을 하고 있다. 전국시도교육감협의회에 주는 시사점으로 협의회 규약에 지방교육자치의 내용 명시, 교육제도나 내용에 관한 통일성 확보를 위한 권고안이나 지침서 발표, 국제기구화에 대한 대비, 사무국 인력의 전문성과 지속성 제고, 연구원 및 연수원 설립운영 등을 제시하고 있다. This study compares Germany's KMK and Korea's ‘National Council of Governors of Education’ from the perspective of educational autonomy and integration. In order to obtain implications for the development of Korea's National Council of Governors of Education, the appearance background and historical development of the two organizations are compared and analyzed. From the point of integration, KMK has played many roles to achieve the identity and integrity of German culture and education, and is making efforts to integrate it for the realization of equality and human rights on a global level. The Korea's National Council of Governors of Education is making steady efforts to resolve inequality in the educational field and to integrate the educational system and educational contents. mplications for the Korea's National Council of Governors of Education include enhancing the professionalism and continuity of the staff of the secretariat, establishing and operating researchers and training centers, specifying the content of local education autonomy in the council rules, deploying departments and professional personnel for international exchange, and publishing recommendations and guidelines to guide the direction and content of integrated education.

해저 지형 정보를 이용한 다중 상태 소나의 표적 위치 측정

본 논문에서는 사전에 알고 있는 해저 지형정보를 이용하여 송수신기의 위치와 해저 음속의 정확성을 향상시켜 탐지 범위에 따른 오차에 강인한 위치 측정 알고리듬과 최적의 수신기 개수를 제안하고자 한다. 송수신기 위치, 음속정보의 정확도는 표적 위치 측정의 성능에 영향을 미치며, 송수신기는 GPS를 통해 위치 정보를 얻는다. 그러나 GPS 오차에 의해 여전히 오차를 가지고 있으며, 음속 정보는 수온을 포함한 다양한 요인들에 의해 영향을 받는다. 먼저 송수신기 위치 오차, 음속 오차의 영향을 수학적으로 분석하고 해저 지형 정보를 이용하여 오차를 줄일 수 있는 방법을 확인한다. 컴퓨터 모의실험을 통하여 기존의 알고리듬과 제안된 기법의 성능을 비교 평가하고, 탐지 범위에 따른 최적의 수신기 개수를 확인한다. This paper proposes a robust localization algorithm and optimal number of receivers considering the detection range of underwater targets. The accuracies of the source position, receiver position and sound velocity are improved using the known positions of underwater objects. The accuracies of these parameters influences the performance of the target localization error. Although the source and receiver positions are obtained by the global positioning system (GPS), there are still positional errors due to GPS and variations in sea temperature. First, the influence of those errors are analyzed mathematically and an algorithm is improved to improve the accuracies of source position, receiver position and sound velocity by using geographic points. The performance of the proposed scheme is evaluated in comparison with the conventional algorithm by computer simulations.

자료포괄분석을 활용한 국내 디스플레이산업의 경영성과 분석에 관한 연구

디스플레이 산업은 국내 11대 주력 산업 중의 하나로 글로벌 산업주도권 확보의 성공 역사를 보여주는 대표적인 하이테크 분야이다. 외형적으로는 글로벌 경쟁력을 보유하고 있지만 후방산업인 핵심 소재와 장비는 여전히 해외 의존도가 높은 상황이다. 기존의 가치사슬에 기반한 기업의 발전 추이 및 성장 전망에 관한 연구와는 달리, DEA기법을 활용하여 디스플레이 산업의 전반적인 경영성과, 기업규모 및 가치사슬에 따른 기업 간 경영성과 차이를 운영 및 규모 관점에서 효율성을 분석하여 향후 한국의 디스플레이 산업의 전략과 정책의 방향을 제시하고자 한다.

정부업무평가의 국민만족도 조사결과 활용실태 분석 및 개선방안

1999년부터 실시되어온 정부업무평가의 국민만족도조사는 투입비용 대비 평가결과활용도가 낮다는 지적을 받고 있어, 본 연구에서는 공무원과 전문가 심층인터뷰 그리고 공무원 인식조사를 통해 국민만족도조사 활용실태 현황과 영향요인들을 분석하여 보았다. 그 결과 공무원과 전문가 모두 조사과정의 신뢰성과 결과의 타당성에 대해 문제를 제기하였다. 따라서 본 연구에서는, 활용실태에 미치는 조사결과를 기반으로, 조사결과의 품질을 제고하기 위해 조사대상, 측정대상, 설문문항 등의 조사설계 타당성 제고와 심층분석을 통한 유용한 정보제공의 생산전략을 제시하였다. 또한 조사결과 공개, 우수사례 공유 및 확산 등의 소통전략도 필요함을 제안하였다. Concerns are raised continually about insufficient use of Citizen Satisfaction Survey results. In this study, we analyzed the actual situation and the factors that influence the Citizen Satisfaction Survey by means of in-depth interviews with civil servants and experts and public officials` questionnaires. We found that both public officials and experts doubt the reliability of the investigation process and the validity of the results. Therefore, in order to improve the quality of the survey results, we suggest that the validity of the survey design, such as survey subjects and questionnaires, should be improved, and useful information should be provided through in-depth analysis. We also suggest that better communication, such as disclosure of results and sharing of best practices, is also required.

A Cognitive Approach to the Meanings of the English Definite Article THE

The purpose of this paper is to analyze the English definite article under the framework of Cognitive Grammar (Langacker 1987, 1991a, 1991b, 2000). In the first place, I focused on the concept ‘cognitive domain’ proposed by Langacker (1987:147-182). According to the concept, almost all of the human speech acts can be conceptualized and schematized in human being’s cognitive domain. In order to facilitate the discussion of the data used in this paper, I employed some terminologies of my own creating. One of them is ‘cognitive bridge’. ‘Cognitive bridge’ is constructed by the speaker and then is built on the hearer’s cognitive domain. Its first role is to be used as a cognitive setting in which ‘the’ can be naturally used. In the middle of this paper, the scope of ‘cognitive bridge’ is enlarged to ‘speaker and hearer’s cognitive domain’, and later on, it can even be expanded to the marginal line of human being’s cognitive domain, finally leaving only ‘psychological boundary’ surrounding ‘the’. As the conceptualized or crystallized meaning in CG can be placed on the very top of every possible linguistic output, so the newly established superschema of 'the' in this paper will play the role of a so called central circuit of different usages of ‘the’.

민원행정서비스만족도 조사모델의 개선방안

  This article focuses on the satisfaction survey model and review the concept, customer, satisfaction, and measure of customer satisfaction and analyze the policy satisfaction survey and the civil appeal service satisfaction survey. In the civil appeal service satisfaction model it is important to cope with the new situation as such e-Government and to solve the complexity of the process to calculate the general satisfaction index. This article makes some suggestions as follows. It needs to remove the questions of responsiveness whose validity and reliability are weak. And it is possible to introduce the structural equation which consists of quality mode and satisfaction mode. Lastly panel survey is demanded to theorize the way to coordinate the general index.

기업의 보유역량 분석을 통한 기술전략 수립에 관한 연구: 요소기술을 중심으로

무역갈등과 경제 불확실성 등 대내 · 외 환경변화가 극심하고 제품 수명 주기가 짧아지는 시대적인 변화를 감안할 때, 차별화된 기술역량을 확보하는 것은 기업의 생존과 성공을 위한 필수적인 요소이다. 이를 위해 기업의 내부역량을 파악하고 역량 기반의 전략을 추구하는 것이 중요하나 이를 체계적으로 도출하는 방법과 활용에 관한 연구는 부족하다. 본 연구는 기업의 보유역량을 보유제품기술과 보유인력기술 관점에서 요소기술을 도출하고, 과학기술분류체계를 활용하여 기술을 세분화하여 체계화하는 방법을 제시하고자 한다. 또한, 기술기회 발굴에 관하여 필요기술과 보유역량과의 매칭을 통해 공백기술을 도출하고 이를 확보하기 위한 전략적 판단 기준을 제시하였고, 연구모형 및 방법의 실현가능성을 확인하기위해 중견기업 S사의 기술전략수립 사례를 소개하였다. 본 연구를 통해 기업이 보유한 기술역량에 대한 분석방법과 기술획득의 전략적 판단 기준 뿐만 아니라 핵심 기술 및 인력의 관리, 경쟁자와의 기술 격차 확인, 산업분류체계(KSIC) 및 국제특허분류(IPC)와의 연계를 활용한 새로운 기술기회발굴 연구 등의 다양한 시사점을 제공 할 수 있을 것으로 기대된다. Considering the environmental changes such as trade conflicts and economic uncertainty, and the changing of the product life cycle, securing differentiated technical capabilities is essential for the survival and success of the company. It is important to understand the internal capabilities of the company and implement a competency based strategy, but there is insufficient research on how to systematically derive and utilize it. This study will suggest a way to derive element technology from the perspective of the company"s technical capabilities and its human resources technology and to subdividing and structure the technology by utilizing the science and technology classification system. Also, we proposed strategic judgment criteria for acquiring technology through matching with the required technology and the company"s technical capabilities for the discovery of technical opportunities and introduced the case of technology strategy establishment of midsize company S to confirm the feasibility of research models and methods.
