Objectives: The purpose of this study was to investigate the effects of servant leadership and empowerment to justice of the performance appraisal and organizational commitment of clinical nurses. Methods: Data were collected from the nurses in university-affiliated hospitals located in Seoul and Gyeonggi province, Korea, and structured questionnaire was used. Likert 6-point scale was applied to measure research variables, such as servant leadership, empowerment, justice of performance appraisal, and organizational commitment. Total valid 299 cases were analyzed by IBM SPSS win 19.0. Results: Servant leadership(listen, collaboration and support) and empowerment of clinical nurses were positively influenced to perceived justice of performance appraisal. Servant leadership (listen) and empowerment of clinical nurses were positively influenced to affective and continuance commitment of them. Conclusions: We may suggest that the results would be used to make leadership of nurse leaders in hospitals.
시계열 특성 기반의 공격자 기술 수준을 고려한 취약점 심각도 평가 방안 연구

산업제어시스템의 특성에 대한 공격자들의 이해 증가와 더불어 정보 기술과의 연결성이 확대되면서 산업제어시스템을 대상으로 하는 보안사고가 증가하고 있다. 이와 관련된 취약점의 수는 매년 급증하고 있지만, 모든 취약점에 대해 적시의 패치를 수행하는 것은 어렵다. 현재 취약점 패치의 기준으로 여겨지는 공통 취약점 평가 체계는 취약점이 발견된 후의 무기화를 고려하고 있지 않다는 한계점을 지니고 있다. 따라서 본 연구에서는 운영 기술 및 산업제어시스템 내 발생 취약점 정보가 포함된 공개 정보를 기반으로 시간의 흐름에 따라 변화하는 공격자의 기술 수준을 분류하기 위한 기준을 정의한다. 또한 해당 속성을 기존 심각도 점수 산출에 반영하여 취약점의 실제 위험성과 긴급성이 반영된 심각도를 평가하는 방안을 제안하고자 한다. 해당 평가 방안의 시계열적 특성 반영 및 운영기술 및 산업제어시스템 환경에서의 유효성을 확인하기 위해 실제 사고에 활용된 취약점에 기반한 사례연구를 수행하였다. Industrial control systems (ICS) are increasingly targeted by security incidents as attackers knowledge of ICS characteristics grows and their connectivity to information technology expands. Vulnerabilities related to ICS are growing rapidly, but patching all vulnerabilities in a timely manner is challenging. The common vulnerability assessment system used to patch vulnerabilities has limitations as it does not consider weaponization after discovery. To address this, this study defines criteria for classifying attacker skill levels based on open information including operating technology and vulnerability information in ICS. The study also proposes a method to evaluate vulnerability severity that reflects actual risk and urgency by incorporating the corresponding attribute in the existing severity score calculation. Case studies based on actual accidents involving vulnerabilities were conducted to confirm the effectiveness of the evaluation method in the ICS environment.
공개 데이터를 활용한 제어시스템 취약점 분석 방안 연구

최근 국가 기반시설에 대한 사이버 공격이 지속해서 발생하고 있다. 이에 따라 ICS-CERT 취약점이 작년보다 두 배 이상이 증가하는 등 원자력 시설 등의 산업제어시스템에 대한 취약점이 날로 증가하고 있다. 대부분의 제어시스템 운영자는 미국의 ICS-CERT에서 제공하는 산업제어시스템 취약점 정보원을 바탕으로 취약점 대응 방안을 수립한다. 그러나 ICS-CERT는 연관된 모든 취약점 정보를 포함하지 않으며, 국내 제조사 제품에 대한 취약점을 제공하지 않아 이를 국내 제어시스템 보안에 적용하기 어렵다. 따라서 본 연구에서는 CVE, CWE, ICS-CERT, CPE 등의 공개된 취약점 관련 정보를 활용하여 제어시스템의 자산에 존재 가능한 취약점을 발견하고 향후 발생 가능한 취약점을 예측할 수 있는 방안을 제안하며, 이를 국내 주요 제어시스템 정보에 적용해보았다.

An advanced model for assessing life cycle cost of the facility containing several subdivisions has been proposed with systems engineering approach. This model evaluates the maintenance cost in the sphere of the safety as well as in that of its functionality. The proposed approach has been shown to be more reasonable and practical than existing models. The serviceability and reasonability have been proved through evaluating life cycle cost of the reservoir which is a representative agricultural facility. In addition, the proposed method is helpful to make a maintenance strategy using the survival probability in the point of safety and functionality.

Stress Path Search Model of Evolutionary Structural Successive Optimization (SPSMESO) using Triangular Irregular Network(TIN) was developed for improving over burden at initial design of ESO and strict stress direction of strut-and-tie model and truss model. TIN was applied for discretizing structures in flexible stress path and segments of TIN was analyzed as one-dimensional line element for calculating stress. Finally, stress path was searched using ESO algorithm. SPSMESO was efficient to express the direction of stress for 2D structure and time saving.

An areal elderly migration model (AEMM) was developed to assess the demand of rural development projects targeted towards elderly people. The AEMM was developed with adaptation of the gravity model to represent spatial interaction regarding amenities. Areal characteristics were classified for estimating the amenities from the perspective of net migration. From 1990 to 2000, data were acquired from USCB, PASDA, PAHEALTH, PADCNR, PFBC, and NCDC in 67 Pennsylvania counties for analysis and application. The results revealed that elderly migration can be explained not only by areal characteristics but also by spatial interaction considering the population, distances, and amenities of surrounding areas.
시ㆍ군 관리 저수지 실태 조사 및 정비방안에 관한 연구

There are many agricultural facilities (46.7%) that have been over 30 years in the Republic of Korea (the ratio of reservoirs built before 1945 is 53%, from 1946 to 1971 is 35%). In the case of reservoirs which do most important functions among these facilities, only 3,000 reservoirs are managed by Korea Rural Community & Agriculture Corporation (KRC) and the other 15,000 reservoirs are managed by local authorities (City and Gun). But, 15,000 reservoirs included in City. Gun have been built in more wide area than KRC and the reservoir management system has not been operated well because of shortage of budget and manpower of the local authorities. Particularly, the abnormal weather happened during every summer season recently has ruined a lot of rural community facilities. So flood control function have been more important than irrigation function in agricultural reservoir system and it may be required to introduce new safe, management and maintenance techniques in City Gun reservoirs. So we investigated landscapes and deteriorations of agricultural reservoirs managed by local small governments for revealing not only present usage but also future value. Survey shows that there are no structural managements except typical hydrological reportings and the deterioration of small darn is very serious. There are needs for more systematic management system and equipment methods. Therefore, this study may suggest that reservoir (that takes charge of the greatest deal of weight in all agricultural facilities) must be considered as new concept of the usage and the unification. On the other hand, reservoir must be also developed as amenity resources, natural circumstances and district values.

There are many pipe houses in South Korea because the construction cost of pipe house is very low than other facilities and pipe house is adapted to small agriculture scope of South Korea. But recently, it is important to know that snow load is increased than the past by abnormal climate and many pipe houses are collapsed by that load. Therefore, South Korea government has paid many cost for reconstruction of pipe houses. The construction has been made by the suitable agreement of builder and farmer not to consider standard design format and the life cycle time of the pipe house material under serviceability load is not suggested yet. But current structure analysis method for pipe house is limited to 2-D structure analysis. In fact, the largest deflection of the pipe house is occurred in middle zone of longitude direction not to be considered in 2-D structure analysis method. The deformation of pipe house is also more larger than other structures. But the other engineers do not consider non-linear analysis methods. Therefore, I suggest that 3-D non-linear structure analysis method is adapted to pipe house structure analysis and the software of pipe house is developed being based on internet circumstances to help efficient standard drawing and to make clear construction economy. The object of this study is to consider problems of past 2-D modeling and to suggest new analysis modeling (non-linear 3-D structure analysis) of the pipe house. If the compensation cost of government is decreased by new concept analysis method, the agricultural works will have more competitive power.
