        IPA 방법론을 통한 연구개발 업체선정 평가모형 개선 연구

        The purpose of this study is to develop a technical competence evaluation system to meet the purpose of evaluation (technical capability evaluation) of weapons system R&D project and ultimately to improve the evaluation system of proposals that can guarantee the reliability of evaluation. Findings of this study to improve evaluation model are as follows. First, “Importance-Performance Analysis(IPA)” technique was applied in this study to extract key elements to be used as evaluation items in proposal evaluation. Second, after selecting evaluation factors, hierarchical structure was redesigned through mapping method with existing evaluation items. Also objective weight was calculated by applying Analytic Hierarchy Process(AHP). Lastly, expert survey was found proposed model is superior to current evaluation model in terms of effectiveness. The proposed evaluation model is looking forward to contribute selecting providers with outstanding technical capability and project performance capability in phase of proposal evaluation, securing fairness and reliability of evaluation system. 본 연구는 기술력이 우수한 업체를 선정하고 평가의 신뢰성을 보장할 수 있는 무기체계 연구개발사업의 제안서평가체계를 마련하기 위해서다. 이를 위해 제안서평가에 영향을 미치는 요인들을 평가항목, 가중치, 평가방법 등으로 구분하여 현행 제안서 평가체계의 한계점을 분석하였다. 본 연구의 평가모형 개선에 관한 주요 연구내용은 다음과 같다. 첫째, 현행 평가모형의 평가요소를 기술개발능력과 사업이행능력으로 구분하고, 제안서평가에서 핵심요소를 추출하기 위해 중요도-성취도분석(IPA)을 실시하였다. 둘째, 최종 채택된 평가요소는 현행 평가항목과 Mapping 방식을 통해서 계층구조를 재설계하였고, 계층분석기법(AHP)을 적용해 객관적인 가중치를 산출하였다. 끝으로, 개선된 평가모형에 대한 전문가 설문조사를 통해 현행 평가모형과 비교해 상대적으로 우수한 유효성을 확보하였다. 본 연구를 통해 개선된 제안서 평가제도는 경쟁력 있는 방위산업을 육성하는데 기여할 것으로 기대한다.

        무기체계 연구개발 업체 선정 제도의 진단 및 발전방안 - 비용평가 사례를 중심으로 -

        본 논문의 목적은 무기체계 연구개발 사업자 선정에 관한 비용평가 제도의 문제점을진단하고, 비용평가의 효율성 제고를 위한 발전방안을 제안하는 것이다. 무기체계 연구개발은 ‘협상에 의한 계약’ 방법을 통해 사업자를 선정하고 있으나, ‘협상에 의한 계약’에서 비용평가 방식의 구조적인 문제점으로 인해 적정 연구개발비 보다는 전략적인 가격으로 제안하는 현상이 지속되고 있으며, 방위산업의 비정상적인 경쟁을 유발하는 요인이 되고 있다. 이에 따라 비용평가 제도변화 과정을 살펴보고 현상진단 및 문제점을 제기하였으며, 보다 신뢰성 있는 사업예산 편성과 ‘협상에 의한 계약’ 체결방식의 패러다임 전환에 초점을 두고 발전방안을 모색하였다. The purpose of this research is to diagnose the problems in the cost evaluation system regarding weapon system research and development(R&D) provider selection and to suggest a development plan for improvement of efficiency in cost evaluation. Weapon system R&D project is selecting providers by evaluating technical ability and costs through the ‘contract by negotiation’ method. However there is a continuation of phenomenon where the suggested price is suggested as a more strategic price than the appropriate R&D expenses due to the structural problems in the cost evaluation method, this is becoming the cause of producing low quality due to low bidding and inducing abnormal competition in the defense industry. To improve upon this, reliable project budgeting must be preceded by systematically analyzing the relation between the characteristics of R&D project and appropriate R&D costs. Also by transitioning the paradigm of the ‘contract negotiation’ method of contract, there needs to be improvement of cost evaluation method. As above, cost evaluation method of provider selection evaluation system needs system improvement in accordance with the domestic defense industry environment and various R&D project characteristics, and it is the time where there needs to be a desirable development plan in the long-term perspective rather than for short-term outcomes.

        Using the Si/SiGe layer grown by solid source molecular beam epitaxy(SSMBE) on the LOCOS-patterned wafers, an emitter-base self-aligned hterojunction biplar transistor(HBT) with the polysilicon-emitter and the silicon germanium(SiGe) base has been fabricated. Trech isolation process, planarization process using a chemical-mechanical poliching, and the selectively implanted collector(SIC) process were performed. A titanium disilicide (TiSi$_{2}$), as a base electrode, was used to reduce an extrinsic base resistance. To prevent the strain relaxation of the SiGe epitaxial layer, low temperature (820${^\circ}C$) annealing process was applied for the emitter-base junction formation and the dopant activation in the arsenic-implanted polysilicon. For the self-aligned Si/SiGe HBT of 0.9${\times}3.8{\mu}m^{2}$ emitter size, a cut-off requency (f$_{T}$) of 17GHz, a maximum oscillation frequency (f$_{max}$) of 10GHz, a current gian (h$_{FE}$) of 140, and an emitter-collector breakdown voltage (BV$_{CEO}$) of 3.2V have been typically achieved.

        조경공사업에서 관급자재·사급자재 비율에 따른 하자 원인에 대한 기초연구 -인천광역시 사례를 중심으로-

        Recently, landscaping construction has played a significant role in enhancing the quality of life for citizens by creating and maintaining outdoor spaces. However, landscaping projects vary in material procurement depending on the contracting method, and they also present various challenges in defect occurrence and defect rectification due to their specialized nature. In this study, we classified different types of projects based on material procurement ratios and conducted on-site assessments of defect status by specific processes. We also analyzed the itemization of material ratios and defect rectification costs. The results revealed it was found that projects with a higher proportion of government-provided materials had the poorest defect status in terms of planting works and also incurred the highest defect rectification costs. Moreover, conflicts concerning the responsibility for defects arose. Currently, there are no specific guidelines for setting standards for the proportion of government-provided materials in landscaping construction contracts. Furthermore, there is ambiguity in the management of defect rectification. Therefore, it is necessary to establish a systematic landscaping construction contracting framework by providing institutional guidelines tailored to local governments or the circumstances of contracting entities and to conduct thorough reviews of construction processes.

        무기체계 국내구매 획득제도의 발전방안 - 협상에 의한 계약을 중심으로 -

        본 논문의 목적은 방위사업청에서 추진한 무기체계 국내구매사례를 통해 국내구매 획득제도의 현실태와 문제점을 진단하고, 방위사업 특성에 맞는 국내구매 획득제도의 발전방안을 제안하는 것이다. 방위사업법에는 구매시 “국내구매를 우선원칙”으로 제도화 하고 있으나, 군수품 특성에 적합한 장비성능, 무기체계간 상호운용성, 운영유지 효율성 등을 충족하기 위해서는 현 국내구매 획득제도로서는 한계가 있어 제도적 보완이 필요한 실정이다. 따라서, 협상에 의한 계약을 중심으로 무기체계 국내구매 획득제도의 현상을 진단하고 문제점을 제기하였으며, 보다 효율적이고 방위사업 특성에 적합한 무기체계 국내구매 획득제도의 발전방안을 모색하였다. The purpose of this study is to diagnose the problems and reality of domestic purchase acquisition system through the domestic purchase cases for weapons system promoted by the Defense Acquisition Program Administration and to propose the development plan of domestic purchase acquisition system that suits the characteristics of defense business. The Defense Acquisition Program Act institutionalize the "domestic purchase priority principle" but in order to satisfy the maintenance and operational efficiency, interoperability between weapons system and equipment performance suitable for munitions, current domestic purchase acquisition system has its limit thus institutional supplementation is required. Therefore, the symptoms of domestic purchase acquisition system for weapons system were diagnosed and the problems were brought up based on contract by negotiation, and the development plan of domestic purchase acquisition system for weapons system efficient and suitable for the characteristics of defense business was sought.
