        This study was performed with a view to exploring the possibility of utilizing AI(Artificial Intelligence) in administration for the scientific technology sector. The significance of AI technology is emphasized as a rapidly evolving new technology driving the world"s transition into the era of the 4th Industrial Revolution. Governments around the world are also paying attention to measures to promote the conversion from the existing e-government to intelligent government. In other words, the government is attempting to apply the digital information accumulated during the period of e-government to actual issues and utilize the information for appropriate decision-making on the policy. Additionally, as the Science and Technology(S&T) sector must especially respond quickly to the rapidly changing domestic and foreign environments, this mission must be handled separately from the tasks of general administration. Therefore, the purposes of this study are to 1) identify the status of utilizing AI in administration for the S&T sector and derive the fields where utilization of AI is possible, and 2) find methods to utilize AI for administrative innovation in the S&T sector based on sound understanding of the technical characteristics of AI and administrative work. This study is composed of five chapters in total. Chapter 1 is the Introduction, which takes a look back into the emergence and development of AI technology. Furthermore, the estimated effects of AI on administration of public sector and scientific technology sector are reviewed to examine the necessity of utilizing AI. Chapter 2 describes the concept and scope of administration for the S&T sector, which is subject to utilization of AI, and examines the development of administration for the S&T sector as it changed from the previous drive for informatization to the recent move toward intelligence. In Chapter 3, cases of utilizing AI in the administration for the S&T sector are examined, and utilization is classified based on these cases. Chapter 4 reviews the overall goal of utilizing AI in administration for the S&T sector through interviews with experts, and the obstacle factors anticipated for the future are derived based on the issues faced in the policies where AI is currently being utilized. Lastly, Chapter 5 provides the conclusions of this study to propose the direction for the method and place of utilizing AI. In this study, as a result of classifying various ideas on utilizing AI in the standards of "availability" and "necessity" on applying AI, the ideas that can be applied immediately were shown to have similar private services. Furthermore, there are existing tasks that are performed periodically to be regularized. Meanwhile, the necessity of applying AI is high, but the ideas that are difficult to be utilized immediately were shown to require the establishment of criteria for constructing new data or to enable AI to make decisions. Therefore, these ideas must be promoted for the goal of mid-long term utilization. Eventually, the purposes of utilizing AI in administration for the scientific technology sector are to replace the repetitive work in the short-term to improve efficiency and convenience and to review management of research ethics or supervise the execution of research costs in the mid-term to enable transparency. Lastly, in the mid-long term, it is to enable excellence in scientific technology by recruiting the right talents in the right place. The policy tasks for utilizing AI, outlined in this study, are focused on discovering the cases of utilizing various AI capabilities, and improving the utilization environment.

      • 과학기술혁신 정보 분석을 통한 증거기반정책의 활용 기반 구축

        Evidence-based policies refer to efforts to promote policies based on scientifically and objectively explainable grounds. In science and technology, social expectations for addressing economic growth, employment, and global problems through science, technology, and innovation increase, and the budget for science, technology, and innovation increases. Accordingly, evidence-based policies are attracting attention as budgetary accountability is emphasized, and how to use the limited budget to achieve the maximum effect is emerging as a major issue in science and technology innovation policies. Efforts to strengthen evidence-based science and technology policies began to materialize at home and abroad in the middle years of the first decade of the new millennium. Since 2005, the United States has continued to strive for the Science of Science and Innovation Policy(SciSIP). South Korea is focusing its attention on building a foundation for promoting data-oriented R&D policies, such as the National Science & Technology Information Service(NTIS). As the policy environment has recently changed, the need to reorganize the direction of evidence-based policies has begun to arise. Evidence is now needed to explain emerging types of innovation, such as service innovation, and to quickly respond to unprecedented situations such as COVID-19 and Japans export controls. Moreover, as the impact of science, technology, and innovation on society is expanding, a methodology to evaluate social performance such as inequality reduction, environmental sustainability, and social inclusion is required. In addition to national R&D projects, papers, and patents, real-time data such as SNS and blogs have been steadily accumulating, and the increasing attempts to generate evidence by using the intelligent information technology also contribute to revisiting evidence-based policies. Meanwhile, the South Korean government is also creating a legal and systematic basis for revitalizing evidence-based policies, such as the enforcement of the Data-Based Administration Act, the complete revision of the Framework Act on Intelligent Informatization, and the passage of the Data Framework Act.‘ In this light, this research was carried out to explore the directions for activating evidence-based policies with a view to improving the systemicity of the science and technology policies. It is to establish a research foundation by explaining the conceptual model of evidence-based science and technology policy decision-making and thereby discover future projects. This research consists of a total of five chapters. Chapter 1 describes the background and purpose of the research, and Chapter 2 examines the concept and role of evidence in science, technology, and innovation policies through an analysis of prior researches. Chapter 3 reviews the current status of science, technology, and innovation policies based on the framework for understanding of evidence-based policies. As a case study, Chapter 4 explores the possibility of generating evidence using artificial intelligence through collaborative research with the KISTI Future Technology Analysis Center, analyzes the status of evidence used in policies, and looks around the status of the policy platform, a new mode emerging lately as an evidence broker. Finally, Chapter 5 concludes this research by suggesting future tasks based on changes in the evidence-based policy environment.

        IEEE 802.16j 멀티 홉 릴레이 네트워크에서의 핸드오버 성능 향상을 위한 이동성 지원 MAC 프로토콜

        IEEE 802.16j MR networks introduce RSs (Relay Stations) within the IEEE 802.16 system in order to enhance the data throughput and extend the coverage. However, the current standardization defines that the BS (Base Station) controls MS’s (Mobile Station’s) handover, not only it induces the large signaling overhead but also handover latency could increase. In this paper, we propose a handover protocol in the MR networks where the high capability RSs that can process the MS’s control functions are deployed. First, we classify the handover scenarios for the MR networks with the high capability RSs. Then, we define the MAC handover procedure, corresponding MAC management messages and the transmission routes for the proposed messages so that an 802.16e MS can perform seamless handover without noticing it is attached to an MR network. The simulation results show that the proposed handover protocol not only reduces the MAC management message overhead transferred through the wireless links compared to IEEE 802.16j/D1, which is the current standard for MR networks, but also performs the rapider and more secure MS handover than IEEE 802.16e and IEEE 802.16j/D1. IEEE 802.16j MR 네트워크는 데이타 처리율 향상과 커버리지 확대를 목적으로 IEEE 802.16 시스템에 RS (Relay Station)를 도입하였다. 그런데 현재 표준은 BS (Base Station)가 MS (Mobile Station)의 핸드오버를 제어하는 구조만을 채택하고 있어 무선 링크에서의 시그널 오버헤드가 크고 MS의 빠른 핸드오버 수행이 어려울 수 있다. 본 논문에서는 이를 개선하기 위하여 MS 제어 기능을 가진 고성능 RS를 둔 MR 네트워크에서의 MS 핸드오버 프로토콜을 제안한다. 먼저 이와 같은 고성능 RS를 도입한 IEEE 802.16 시스템의 핸드오버 시나리오들을 체계적으로 분류하고, 802.16e MS가 이와 같은 MR 네트워크에서 끊김 없이 핸드오버를 수행할 수 있도록 하기 위한 MAC 계층 핸드오버 절차와 이에 관련된 관리 메시지를 정의하며 새로운 메시지의 전송 경로를 제안한다. 시뮬레이션 결과를 통해 제안하는 핸드오버 프로토콜은 현재 표준인 802.16j/D1에 비해 무선 링크에 전송되어야 하는 MAC 관리 메시지 오버헤드를 줄였으며 기존 802.16e 네트워크와 802.16j/D1 보다 신속하고 안정적으로 핸드오버를 수행할 수 있음을 알 수 있었다.

        광대역 무선 액세스 기술에 대한 관심이 증폭되면서, IEEE 802.16 워킹그룹에서는 광대역 무선 도시권 통신망을 정의하였고, 802.16j 태스크그룹에서는 높은 전송 속도와 넓은 커버리지 제공을 위해서 802.16 시스템에 중계기를 도입하는 작업이 진행중이다. 차세대 네트워크 환경에서는 단말의 이동에도 지속적인 서비스를 제공해야 하므로 본 논문에서는 이동 단말과 기지국 간의 통신을 정의하는 802.16e의 핸드오버 절차를 확장하여 802.16j 네트워크에서 단말의 이동성을 제공하기 위한 방안을 정의하고자 한다.

        계량 서지정보를 이용한 지식구조 분석방법 및 연구관리에 관한 연구동향

        As research management is growing in importance for research organizations, their disciplinary structures need to be interpreted. However, it is not only difficult but ambiguous to detect causal relations between subjects because diverse disciplines interacting with each other lead the development of organizational research. Therefore, this article summarizes the major concepts and results recently achieved in the related fields such as research management, bibliographic analysis, information theory, and networks to characterize organizational knowledge structures. Relevant analytical methods obtained from the literature can be applied to empirical situations. Predictive causal relations can be measured using an information theoretic indicator on a series of organizational research portfolios identified from bibliographic information. A network approach would be suitable to manage organizational research effort from a holistic view. Knowledge structures of the Government-funded Research Institutes in Korea are explored experimentally.

        The importance of the role of post-doctoral researchers and the impact this period has on the overall researcher career cannot be overemphasized. Since the 2000s, the career path model has changed and the instability of the labor market has increased due to the increase in the number of PhDs worldwide. In many countries, slow job growth compared to the increase in post-doctoral researchers, prolonged period, unstable employment and uncertain future career problems are becoming increasingly serious. In this study, the size of post-doctoral researchers less than three years after obtaining a degree was estimated by in-depth analysis of the results of follow-up surveys for new doctors conducted in 2019 and 2020. The current status of domestic post-doctoral researchers such as, university type and individual characteristics were reviewed. Based on the results, we have proposed 4 policy directions; improvement of working conditions, broad career development, improvement of management system, and support for intersectoral and international movement.
