복지국가 발전과 더불어 사회권 및 사회권 보장에 대한 관심과 연구는 꾸준히 지속되고 있고 영역과 범위를 넓히고 있음에도 불구하고, 이데올로기적, 정치적 위협은 물론 비판적 시각도 여전히 상존하고 있다. 이는 보다 근본적인 사회권의 성격 및 이에 따른 사회권 보장의 의미에 대한 올바른 탐구를 필요로 하는 것이다. 이에 본 연구는 사회권의 성격에 대한 탐구를 통해 사회권에 대한 보다 정확한 이해와 사회권 보장에 대한 함의 및 과제를 도출해 보고자 했다. 구체적으로 살펴본 사회권의 성격은 권리와 의무의 측면, 시민권과 사회정의의 측면, 방법론과 이데올로기의 측면이다. 이를 통해 사회권의 정당성을 논의하고, 사회권 보장은 범주적 구분에 의해서가 아니라 그 보장의 정도와 수준에 의해 파악되고 한계를 갖는 과정적 개념이라는 점을 밝혔다. 사회권의 성격과 관련 사회권 보장은 시민권의 맥락에서 공민권, 정치권 등 다른 시민적 권리를 실현하기 위해 필수적이며, 이는 사회정의의 차원에서 고려되어야 한다는 점을 중심으로 논의했다. 그리고 재분배의 필요성과 수준 등에 대해 논의했는데, 기존의 단순한 사회보장 또는 사회복지 급여의 차원이 아니라 인간의 자유와 권리 및 평등의 관점에서 이루어졌다. The studies and concerns of social rights and the security of social rights continue steadily, and extend there range and realms. But not only ideological and political threats on them but also critical views still are widespread. Therefore we need adequate researches on the characteristics of social rights and the meanings of the security of social rights, which are more fundamental. So this study was intended for more precise understanding on social rights and the meanings of the security of social rights through researches on the characteristics of social rights. The characteristics of social rights which this study researched are rights and duties, citizenship rights and social justice, and methodology and ideology. Through this research, I discussed justness of social rights and clarified the security of social rights not to be defined categorically but to be procedural concept. I argued that security of social rights is necessary to realize other citizenship rights such as civil rights, political rights, and I discussed this has to be considered dimension of social justice. And I discussed the necessity and the levels of distribution, which are accomplished not to dimension of simple social security and social welfare benefits but to dimension of human liberties, rights, and equalities.

가족변화와 노인복지정책 - 노인의 주거 및 소득문제를 중심으로 -

Though the process of modernization is generally considered to be material changes as industrialization or urbanization, it also includes the changes of social structure, values and consciousness. With the rapid social changes, our family lives such as family structure, values of family, and functions and roles of family also have changed. One of the important social problems being happened with the changes of family seems to be the problem of the aged support. If we cann`t avoid these changes, flexible welfare policy of the aged reflecting social changes, values of the new and old generations is required. According to these points of view, this study investigated the aged problem according to family change. And with this it explored the tasks of the aged welfare policy. From this study, the problem of their residence has been appearing the main issue of their welfare. It is necessary that the aged welfare changes from the form of living together-support to the form of living separately-support. And the aged has consciousness or attitudes rather to be economically independent than to be economically dependent in living together with their childrens. According to that, it is also necessary to secure incomes of the aged appropriately.

폴리리신을 함유한 Streptomyces albulus 배양액의 김치미생물 성장억제 효과

The Streptomyces albulus broth, when the polylysine in the broth, that has powerful growth inhibiting effect far many microbes, is its maximum, had filtered off the cells, to use the broth as preservative for keeping favorable taste of Korean Kimchi. Some microorganisms in their specific growth medium, known to deteriorate the useful nutrient of the Kimchi, has grown with different amounts of the inhibiting broth, to determine the minimum growth inhibition concentration. The ε-poly-L-lysine had been identified from the IR spectroscopic analysis of the purified poly lysine of the broth from ion exchange chromatographic separation. The content of the polylysine had been determined by methyl orange decoloration effect. Though the minimum inhibition concentration, evaluated by the naked eye based on the conventional method measuring the turbid feature after 18 hours of culture, has different values each other, the observed effects confirmed that the crude broth could be used as a natural preservative for the Kimchi in extending the fair taste.<br/>

본 연구는 현재 국가복지와 함께 진행중인 복지의 민영화 등에 대한 사회성원들의 기본인식, 현재 시행중인 복지프로그램에 대한 정부의 복지예산 증감문제 그리고 복지예산의 증가에 따른 세금부담문제에 대한 견해를 계급과 관련하여 파악하고자 하였다. 왜냐하면 복지정책과 복지제도는 그 혜택과 비용의 부담 등을 둘러싸고 계급간의 이해관계가 맞물리는 장이라는 점에서 그 발전에는 계급간의 사회복지에 대한 의식이 주요 변수로 작용할 수 있기 때문이다. 자료분석 결과는 다음과 같이 해석될 수 있겠다. 첫째, 공적복지 및 사적복지에 대한 지지의 선택은 주로 사적으로 복지문제를 해결할 수 있는 경제적 능력과 결부되고 있다. 둘째, 복지예산의 증감에 대한 각 계급의 의식은 우리 나라에서의 복지제도의 실제적 수혜집단, 그리고 조세정책 등의 복합적 요인으로 해석된다. 종합적으로 볼 때, 현재 한국의 사회복지제도는 외형적으로는 확대되고 있으나 질적인 면에서는 아직 지체된 상태이다. 즉 복지비용에 있어 정부부담보다는 수익자부담의 원칙이 강하며, 낙후된 공적부조와 최소한의 복지설비만을 보조하는 사회복지서비스는 복지를 가장 필요로 하는 사람들을 소외시키는 경향이 있다.

The feasibility of mass production of polylysine, an antibacterial substance, employing the two step fermentation of Streptomyces albulus has been investigated. Since the maximum accumulation of polylysine had appeared between 4.0 to 4.5 of pH during fermentor cultivation of which the pH of the broth has declined to 3.2 from 6.8, the strain growing in the broth on late log phase had been washed with sterilized water, then the sole mycelium had been transferred to another medium containing 2% citric acid having pH adjusted with NaOH to optimum of 4.2 to imporve the production of the amino acid. The total accumulation of polylysine by washed mycelium of Streptomyces albulus from this two step procedure has exhibited 6 times more than the normal production of the simple one step fermentation.
