Inscribing Peace: The Potential of the Mindanao Peace Agreements as Memory of the World
서준수 한국외국어대학교 동남아연구소 2023 東南亞硏究 Vol.33 No.3
The UNESCO Memory of the World (MoW) Programme is dedicated to preservation of, access to, and raising awareness of documentary heritage worldwide. Since its inception in 1992, the International MoW Register has inscribed 496 items, with numerous more inscribed in Regional Registers. A significant portion of documentary heritage embodies contemporary universal values such as democracy, human rights, and peace. However, despite over 800 peace agreements signed since the 1990s, not a single item has been inscribed. This study investigates the potential of peace agreements emerging from the Mindanao Peace Process as documentary heritage, focusing on the significance criteria established by UNESCO's MoW Programme. This case study will shed light on a global perspective on agreements across Southeast Asia, where ethnic and cultural diversity and the accompanying conflicts remain prevalent. The peace agreements for the Mindanao Peace Process hold global significance. They showcase international engagement and cooperation for peace, recognition of cultural identity, and democratic procedures to legitimize peace processes, inspiring hope for similar peaceful resolutions to conflict situations in the rest of the world.

A roentgenological study was performed on 218 cases of primary hepatocellular carcinoma admitted to Kyungpook National University Hospital during the past 5 years from 1970 to 1974. Fifty-two cases were presented to illustrate various pulmonary metastatic manifestations of primary hepatocellular carcinoma. From our experience and a review of the literature, pulmonary metastasis has been found that on chest X-ray film as; 1) diffuse discrete pulmonary nodule to mass lesion 2) diffuse interstitial granular infiltration 3) elevation of right hemidiaphragm or pleural effusion 4) hilar fullness 5) bony involvement. The fact that pulmonary metastasis might be the major presenting manifestation of primary hepatocellular carcinoma has been emphasized.
Democratization in Southeast Asia for the Last Decade: An Empirical Analysis
서준수 한국외국어대학교 동남아연구소 2022 東南亞硏究 Vol.32 No.3
Contrary to expectations and hope, precarious democratic drives in Southeast Asian countries have been stalled for the past decade. On the other side of some nominal aspects of democracy such as elections, the Southeast Asian countries on the continent became under authoritarian or military-backed regimes, and those on islands are witnessing political scandals, corruption, and human rights issues. This article looks into the factors affecting democratization in order to understand different levels of democratization in the countries of Southeast Asia, considering political, economic, social, cultural and international dimensions whose data are tested to determine which factor is most likely to explain the causality. As found in the case in Sub-Saharan Africa, are press freedom and corruption still the major factors that influence democratization in Southeast Asia? The case of Southeast Asia tells a similar but different story. As in Sub-Saharan Africa, the most important factor affecting democratization in Southeast Asia turns out to be press freedom, but literacy and globalization as factors are more relevant in Southeast Asia, rather than in Africa.

From the long period of conflict and negotiations, the recent autonomous government in Mindanao led by the previous MILF leadership whose organizational goals are influenced by renowned Islamic thinkers, Maududi and Qutb, came into the fore for the Muslim community. This has three outstanding issues. First, there is a non-violent and peaceful approach from Islamic fundamentalism that is not always necessarily focused on violent extremism. Rather, the efforts to create a political entity in the autonomous government signify that the conceptualization of fundamentalism deals with religious doctrine for the construction of a Muslim community where teachings of Islam affects every aspect of society and individual life pattern. Second, regarding the perception on the dichotomy between Islamic fundamentalism and the current international system, Mindanao's case shows the compatibility and peaceful relationship between the Islamic community based on fundamentalism and the secular nation-state system. Third, this ethno-religious coexistence can be an important option for policymakers considering peace and security in Southeast Asia where the political borders of states are frequently in conflict with cultural demarcations.

This paper examines the two recent general election cases in Thailand and South Korea by comparative analysis with the same problematic, controversial issues of proportional representation in the two countries. The election rules based on proportional representation established before the elections were introduced to allow the current political leadership to stay in power. Through the similarities and differences in the two cases, it is argued that proportional representation has been used for political strategy, rather than for reflecting the diversity of society. Accordingly, the institutional reform in election rules signifies a likelihood of continual revisions and struggles.
