Air Transportation industry becomes more competitive that the restriction on new access to market were eased and relaxed. Liberalization of international air transport will continue, via bilateral and/or multilateral process. EU single market and North American open skies market will continue to be integrated. Large liberalized markets in US and EU have driven the industry to become pro-competitive and more efficient. Low cost carriers (LCCs) will advance to some international markets. In regional markets, LCCs have established their business model, starting from US, then in EU, and now in Asia. Korea, Japan, and China have expanded enormously the economic trade and cultural exchange bilaterally in the Northeast Asia, they are acknowledging the importance and necessity of improved connection, it order to face effectively other regional blocks of US-Canada, NAFTA, ASEAN, CLMV(Cambodia, Laos, Mianma, Vietnam). In particular, nobody denies that it is urgent to liberalize bilaterally the air transport in Northeast Asia for promoting reciprocal benefits and prosperity. Recently while open skies bilateral agreements was signed between Korea-China in June, 2006. The agreements processes are too heavily influenced by flag carriers; leading to capacity/market sharing between the bilateral carriers in most markets, against the interest of consumers and overall economic interest of the nation. For successful operation of Northeast Air Market, it is need to set up development strategy paradigm by creating cross-border sub-regional (Northeast Asian) open skies bloc as well as preparing and creating of LCCs operations.

Due to the influence of Han-la Mountain which is located at the center of Jeju Island, a radar blind sector has been appearing in the south-east, low-altitude area of Jeju Island. Thus, the region is perilous for aircraft using surveillance in this area with the existing radar equipment that is currently available. In addition, as the popularity for domestic leisure aviation is on the rise, the safety in low-altitude area should be guaranteed. Where not only IFR flights but also VFR flights are mainly used. Therefore, immediate measures to the present state of radar blind sector in Jeju Island should be taken into serious account. Regarding the circumstances, this study's purpose is to help secure the aviation safety in Jeju region by analyzing the current air traffic surveillance system in Jeju Island and comprehending its vulnerable factors. Moreover, this study compares secondary radar surveillance system, ADS-B and MLAT(Multilateration) system with factors based on the guidance materials from ICAO Asia and Pacific region office to suggests an adequate surveillance technology considering the regional characteristics of Jeju.

The traditional regulatory approach to managing pilots fatigue has been to prescribe limits on maximum daily, monthly, and yearly flight and duty hours, and require minimum breaks within and between duty periods. This approach comes from a long history of limits on working hours dating back to the industrial revolution. So, the Council of ICAO recently adopted International Commercial Air Transport regarding the development and implementation of fatigue risk management systems(FRMS). The FRMS can provide better safety outcomes than current prescriptive flight and duty regulations while allowing greater operational flexibility. This study aim to analyzing relative importance of pilots' fatigue factors in order to minimize pilots' fatigue-related safety risks. More researches regarding monitoring and managing fatigue, based upon scientific principles, are required in the future. 항공기 유사호출부호와 항공교통관제 인적오류 상관관계 연구

As the ultimate goal of the Aeronautical communication is delivery of information, it is essential to communicate via accurate use of language; there are possibilities of errors occurring as the exchange of information between pilot and air traffic controller is conducted through radio communication. Especially, there are frequently reported errors in radio communication in the event that two or more aircrafts using similar call-signs are operated in one sector. In this paper, a list of errors, which can possibly caused by air traffic controllers when controlling airplanes using similar call-signs, was derived through preceding researches and theories related to similar call-signs and human errors. Based on this list, an experiment was conducted on 52 air traffic controllers working at "J" international airport. For this experiment, ATC2K which is a simulated approach control radar developed in Korea, was used; and a regression formula was derived by analyzing the quantity of frequency change in error occurrence when controlling two or more airplanes using similar call-signs base on a premeditated scenario.The data presented in this research has useful findings and concepts for understanding the errors that can possibly occur while controlling airplanes using similar call-signs.

1903년부터 시작된 항공기 운항은 100여년의 짧은 역사를 가지고 있으나 현재 가장 중요한 국제적인 운송수단으로 평가되고 있다. 항공기가 개발되던 당시의 항공기 운용에서는 의사소통의 필요성이 거의 없었으며 단지 항공기내의 조종사들 간의 대화에 의하여 운항이 유지되었다. 그러나 혁신적인 기술과 공학의 발달로 다양한 형태의 항공기가 양산되면서 항공운항도 급속하게 변화되기 시작하였다. 이에 따라 항공기 운용에서 기내 조종사간의 의사소통은 물론, 다른 항공기와 의사소통이 요구되었으며 특히, 수많은 항공기를 안전하게 통제하기 위하여 항공교통관제사라는 직업군이 등장하였다. 항공기의 운용에 있어서 조종사와 관제사의 관계는 1929년 St. Louis Lambert Municipal에서 항공교통관제가 이루어지면서 시작되었는데 초기의 관제는 통일된 규정과 수기나 등화에 의한 의사교환으로 시작되었다(Michael 2001). 2차에 걸친 세계대전을 통하여 악기상과 야간의 비행을 위한 레이더가 실전에 배치되면서 항공기 운용에서 조종사와 관제사간의 정보교환과 협조를 위한 의사소통은 항공운항의 필수요소가 되었고 이를 통하여 안전하고 효율성을 증가시키고 있다. 1960년 보잉사 B-707의 개발은 국내선 위주의 항공기 운용에서 대륙 간 대규모의 항공여객 운송을 가능하게 하였으며 이러한 국제선 운항은 세계적으로 표준화된 언어선정과 표준화된 용어 정착이 요구하게 되었다. 1944년에 국제민간항공협약을 제정하면서 1947년 10월에 UN 산하의 전문기구로 발족한 국제민간항공기구(ICAO)에서는 항공관제와 운항에서의 의사소통을 위하여 영어를 세계 공통의 표준어로 제정하였으며 이는 지금까지 지속되고 있다.

There are many studies indicate that human is one of the major contributing factors to the aviation accident. To this end, the Human Factor of pilots and in flight operations has been a popular subject to be studied, however, not of the air traffic controllers. Recently, some States have started studying Human Errors in Air Traffic Control field, removal of the potential errors in advance and prevention of the similar errors. This study analyzed Human Errors in air traffic control in terms of LOSA of airlines, which has been actively studied. This study will contribute to safe Flight Operation and Air Traffic Control.
