Due to the influence of Han-la Mountain which is located at the center of Jeju Island, a radar blind sector has been appearing in the south-east, low-altitude area of Jeju Island. Thus, the region is perilous for aircraft using surveillance in this area with the existing radar equipment that is currently available. In addition, as the popularity for domestic leisure aviation is on the rise, the safety in low-altitude area should be guaranteed. Where not only IFR flights but also VFR flights are mainly used. Therefore, immediate measures to the present state of radar blind sector in Jeju Island should be taken into serious account. Regarding the circumstances, this study's purpose is to help secure the aviation safety in Jeju region by analyzing the current air traffic surveillance system in Jeju Island and comprehending its vulnerable factors. Moreover, this study compares secondary radar surveillance system, ADS-B and MLAT(Multilateration) system with factors based on the guidance materials from ICAO Asia and Pacific region office to suggests an adequate surveillance technology considering the regional characteristics of Jeju.

There are many studies indicate that human is one of the major contributing factors to the aviation accident. To this end, the Human Factor of pilots and in flight operations has been a popular subject to be studied, however, not of the air traffic controllers. Recently, some States have started studying Human Errors in Air Traffic Control field, removal of the potential errors in advance and prevention of the similar errors. This study analyzed Human Errors in air traffic control in terms of LOSA of airlines, which has been actively studied. This study will contribute to safe Flight Operation and Air Traffic Control.

1950년대 후반 이후, 항공분야에서 사고율을 줄이기 위해 많은 노력을 기울여 안전 수준이 향상되었다. 전반 적인 사고 비율은 지난 몇 년 동안 상당히 감소하였고, 환경 및 기계적 요인에 의한 사고는 감소하였으나, 인적 오류관련 사고는 불행히도 감소하는데 성공하지 못했다. 환경적 기계적 요소에 기인하는 사고는 줄었으나, 인적 오류는 항공사고 원인 인자로 증가하고 있다. 오늘날, 모든 항공 사고의 매우 큰 비율이 직접 또는 간접적으로 인적 오류의 몇 가지 형태에 비롯되고 있다. 많은 연구의 결과로, 인간의 오류 방지에 대해서 개발되고 있다. 그러나 어떤 종류의 오류 방지는 정확성, 효율성의 부족과 체계적인 접근에서 부족한 면이 고려되어야 할 것으로 보인다. 따라서 본 연구에서는 인간의 오류에 가장 효과적이고 체계적인 예방을 분석하고 인간의 오류 및 항공 안전에 대한 방법에 있어 통합에 집중 연구하였다. 본 연구에서는 인적 오류 예방을 위한 여러 대안들 사이의 우선순위를 이해하고 파악함으로써 인적 오류 문제를 해결하기 위한 시사점을 제시하고 한다. Since the late 1950s, concerted efforts to reduce the accident rate in aviation have yielded unprecedented levels of safety. Although, the overall accident rate has declined considerably over the years, unfortunately reductions in human error-related accidents in aviation have failed to keep pace with the reduction of accidents due to environmental and mechanical factors. Today, a very large percentage of all aviation are attributable, directly or indirectly, to some form of human error. As a result of many study, a range of prevention of human error have been developed. but each of kind is lack of a precision, effectiveness and seem to be considered for aspect of deficiency as an systematic accessibility. So, we``re going to analysis the most effective and systematic prevention of human error and study on consolidating method for human error and aviation safety. In this study, several alternatives for the prevention of human errors a priority to understand and solve problems by identifying the implications for human error to be presented.
논문(論文) : 항공기 유사호출부호와 항공교통관제 인적오류 상관관계 연구

As the ultimate goal of the Aeronautical communication is delivery of information, it is essential to communicate via accurate use of language; there are possibilities of errors occurring as the exchange of information between pilot and air traffic controller is conducted through radio communication. Especially, there are frequently reported errors in radio communication in the event that two or more aircrafts using similar call-signs are operated in one sector. In this paper, a list of errors, which can possibly caused by air traffic controllers when controlling airplanes using similar call-signs, was derived through preceding researches and theories related to similar call-signs and human errors. Based on this list, an experiment was conducted on 52 air traffic controllers working at "J" international airport. For this experiment, ATC2K which is a simulated approach control radar developed in Korea, was used; and a regression formula was derived by analyzing the quantity of frequency change in error occurrence when controlling two or more airplanes using similar call-signs base on a premeditated scenario. The data presented in this research has useful findings and concepts for understanding the errors that can possibly occur while controlling airplanes using similar call-signs.

The traditional regulatory approach to managing pilots fatigue has been to prescribe limits on maximum daily, monthly, and yearly flight and duty hours, and require minimum breaks within and between duty periods. This approach comes from a long history of limits on working hours dating back to the industrial revolution. So, the Council of ICAO recently adopted International Commercial Air Transport regarding the development and implementation of fatigue risk management systems(FRMS). The FRMS can provide better safety outcomes than current prescriptive flight and duty regulations while allowing greater operational flexibility. This study aim to analyzing relative importance of pilots` fatigue factors in order to minimize pilots` fatigue-related safety risks. More researches regarding monitoring and managing fatigue, based upon scientific principles, are required in the future.

Flight data from operational quality assurance programs plays a significant role in identifying factors as one of the key data in the development of proactive and preventive aviation safety management technologies based on data. The list of events in the flight quality assurance program recommended by the FAA differs from the list set and managed by airlines themselves and is based on the frequency of occurrence rather than the severity of individual events. In this work, we compared the list of FOQA events presented by the FAA with the list of some domestic airlines. We also investigate the severity priorities of events for airline captains and conduct research on how to improve the operation of the operational quality assurance program.

The procedures of Continuous Descent Approach(CDA) is designed to minimize the thrust required during landing, thereby reducing fuel consumption, noise and emissions compared to conventional approach procedures. Widespread implementation of CDA would result in significant reductions in the environmental impact and aircraft operation costs. This paper estimated the possible economic effects from the perspective of airliners through cost-benefit analysis, provided that the CDA is introduced. It is now proposed that a more comprehensive analysis model, which includes the reduced ATC communication burden between controllers and pilots, not to mention the economic aspect, should be established for the improvement.
