Proposal for a Heat Balance Model Tailored to the Korean Peninsula

This study proposes a model that estimates optimalexpected temperature for thermal comfort at various levels of relativehumidity, wind speed, mean radiation temperature, metabolic rate,and clothing insulation, while improving the variables of the meanradiation temperature. By including the results of numerical andobservational data testing, the improved model considers meanradiant temperatures more comprehensively than the previous model. Changes in expected temperatures for thermal comfort at variousmean radiation temperatures showed that the outdoor temperaturemust decrease as the length of outdoor exposure increases. Theexpected temperature for thermal comfort must be lower at highermetabolic rates. The expected temperature does not change as windspeed increases when the mean radiant temperature is low. However,as mean radiant temperature increases, the expected temperatureschange depending on the wind speed.
Estimation of Expected Temperature Using Heat Balance Model and Observation Data

This study considers mean skin temperature to calculate expected temperature using the new heat balance model because the skin temperature is the most important element affecting the heat balance outdoors. For this, we measured the skin temperature in high temperature condition of Korea and applied it to calculate the expected temperature. The calculated expected temperature is compared with the result calculated using previous models which use the estimated mean skin temperature by considering metabolic rate only. Results show that the expected temperatures are higher when measured mean skin temperature is applied to the model, compared to the expected temperature calculated by applying mean skin temperature data calculated using metabolic rate like previous models. The observed mean skin temperature was more suitable for outside conditions and expected temperature is underestimated when mean skin temperature calculated by the equation using metabolic rate is used. The model proposed in this study has a few limitations yet, but it can be applied in various ways to facilitate practical responses to extreme heat.

본 연구는 주4일제 제도 내용을 이해하고 관련 쟁점들을 검토하여, 주4일제가 한국사회와 노동시장에 주는 함의를 논하는데 목적을 두었다. 이를 위해, 본 연구는 먼저 주4일제의 정의와 논의배경을 검토하고, 주4일제를 시행 및 실험한 국내외 사례를 중심으로 비교분석을 실시하였다. 아이슬란드, 벨기에, 연세의료원, 기업단위 주4일제 시행 사례들을 1) 도입주체, 2) 도입배경, 3) 시행방식 및 주당 근무시간/근무일 단축 여부, 4) 급여 변화 4개의 기준으로 분석하였다. 분석결과, 주 4일제로 인해 기업의 생산성이 감소할 가능성은 적은 반면 노동자의 일과 삶의 균형에 긍정적 영향을 미칠 수 있다는 것이 확인되었다. 또한 주4일제 도입은 IT, 서비스 산업 부분에서, 그리고 재택근무, 유연근무를 적용해온 분야에서 주로 시작되었고 종사상 지위는 상용직 임금근로자를 중심으로 적용되었다. 본 연구는 사례분석을 바탕으로, 제도 도입 및 논의 주체의 중요성, 지속가능한 환경 및 노동시장 격차에 대한 고려, 그리고 젠더평등에 주는 함의를 중심으로 한국에 주4일제 도입시 고려해야 할 쟁점들을 논하였다. 마지막으로, 주4일제 도입시 노사정 차원의 사회적 논의와 사회안전망의 상보적 제도가 필요하며, 특히 한국의 이중노동시장 구조 및 임금체계에 대한 논의가 선행되어야 한다고 주장하였다. This study aims to understand the contents of the 4-day workweek system, examine related issues, and discuss the implications of the 4-day workweek for Korean society and the labor market. To this end, this study first reviews the definition and background of the 4WD, and then conducts a comparative analysis of domestic and international cases that have implemented and experimented with the 4WD. The cases of Iceland, Belgium, Yonsei Medical Center, and corporate-level implementation of the 4-day workweek were analyzed based on four criteria: 1) who introduced it, 2) background, 3) how it was implemented and whether it reduced working hours/workdays per week, and 4) salary changes. The results showed that the four-day workweek is unlikely to reduce the productivity of companies, but it can have a positive impact on the work-life balance of workers. In addition, the adoption of the four-day workweek was mainly initiated in the IT and service industries, where telecommuting and flexible work arrangements have been applied, and the occupational status was mainly applied to commercial wage workers. Based on the case analysis, this study discusses the issues that should be considered when introducing a 4-day workweek in South Korea, including the importance of introducing and discussing the system, considering sustainable environment and labor market disparities, and the implications for gender equality.

Recently, occurrence frequency of natural disasters decrease but scale of damage increase remarkably by the Climate change due to global warming. Especially, extreme heat become more critical weather problem in the Korean Peninsula. But, we don`t have exact threshold about extreme heat. Extreme heat does not classify into natural disaster. Therefore, we have compared death count of the natural disaster with the one of extreme heat at Seoul, Korea. As a result, the number of death by extreme heat don`t smaller than one by the natural disasters and we knew extreme heat have also to consider as natural disaster.
