        지난 6월 3일 지방공기업법 일부 개정법률이 시행되었다. 이번 일부 개정법률에는 그 동안 안전행정부와 지방공사의 숙원이었던 공사채의 특수채 지위 부여가 담겨있다. 이번 법개정으로 지방공사들은 앞으로 채권시장에서 금리수준이 회사채에 비해 낮게 형성되고, 집합투자자의 투자한도가 상향되면서 지방공사의 부채감축 및 재정건전화에 기여할 것으로 기대된다.

      • 마이크로파 중계기용 DRO 설계 알고리즘

        In this paper, a dielectric resonator oscillator (DRO) has been designed and fabricated for Ku-band (12.4-18 GHz) microwave system of satellite communication system. The employed dielectric resonator has a dielectric constant of 38 and a quality factor (Q) of 42,000. The fabricated DRO has a center frequency of 13.64 GHz and an output power of -2.72 dBm. It also has a good frequency stability. Therefore, it is expected that the DRO designed in this paper will be successfully utilized in the design of a PLDRO.

        다중경로 페이딩 채널에서 하이브리드 SC/MRC-$L_{c}/L$ 다이버시티 수신 Multi-Carrier DS-CDMA /BPSK 신호의 성능 해석

        본 논문에서는 다중경로 레일리 페이딩 환경에서 하이브리드 SC/MRC-$L_{c}/L$ 다이버시티 수신 Multi-Carrier DS-CDMA 시스템의 성능을 해석하고, 이를 광대력 DS-CDMA 시스템의 성능과 비교, 분석하였다 Multi-Ca-rrier DS-CDMA 시스템에서는 각 반속파의입력 다이버시티 가지 L 개중에서 $L_{c}$ 개를 선택하여 최대비 합성하며, 하이브리드 SC/MRC 다이버시티의 출력 신호에 대하여 각각 반송파별로 상관기를 이용하여 동조 복조 및 역확산을 수행한다. 분석 결과, 하이브리드 SC/MRC-$L_{c}/L$ 다이버시티 수신 광대역 DS-CDMA 시스템은 모든 다이버시티 가지에 대해 비트 동기나 위상 동기가 요구되지 않으므로 시스템의 구조가 간단하며, 비트 동기나 위상 동기가 요구되는 최대비 합성 다이버시티 수신보다는 오율 성능이 떨어지지만, 선택 다이버시티 수신보다는 오율 성능이 좋음을 알 수 있었다. 그리고, 각 다이버시티 가지로부터 이득을 얻게 되므로 하이브리드 SC/MRC-$L_{c}/L$ 수신시 Multi-Carrier DS_CDMA 시스템은 다중경로 페이딩 채널에서 기존의 광대역 DS-CDMA 시스템보다 성능이 개선된다. 무선 데이터 통신에서 요구되는 오율 $10^{-6}$을 목표로 했을 때 4개의 반송파를 이용하는 경우 하이브리드 SC/MRC-2/4 다이버시티 수신시, 하이브리드 SC/MRC-2/3 다이버시티 수신할 때 보다 사용자를 17명 더 증가시킬 수 있음을 알 수 있었다. 이로서 하이브리드 SC/MRC-$L_{c}/L$ 다이버시티 수신시 입력 다이버시티 가지(L)를 증가시킴으로써 다이버시티 가지의 선택의 폭을 늘릴 수 있어서, 이득을 얻게 된다는 것을 알 수 있었다. In this paper, the performance of a Multi-Carrier DS-CDMA system with Hybrid $SC/MRC- L_{c}/L$ diversity in the multipath Rayleigh fading environment is analyzed and compared with that of a Wideband DS-CDMA system. Each carriers of the number of the input diversity branches in the Multi-Carrier DS-CDMA system is L and among L, the branches of $L_c$ are chosen to be maximum-ratio-combined. And the diversity outputs are coherent-detected and despread by the correlator of each carrier. As the result, we have known that the structure of the Wideband DS-CDMA system with Hybrid $SC/MRC-L_{c}/L$ diversity reception becomes simple due to no synchronization of bit or phase and in terms of the error performance, the performance of Hybrid $SC/MRC- L_{c}/L$ diversity is better than that of selection diversity, but worse than that of MRC diversity. Moreover, the performance of a Multi-Carrier DS-CDMA system is better than that of a Wideband DS-CDMA system in multipath Rayleigh fading channel since Hybrid $SC/MRC- L_c/L$ diversity can obtain gain from each diversity branch. In case four carriers are used and required BER is $10^{-6}$ in wireless data communication, Hybrid SC/MRC-2/4 diversity can increase more 17 users than Hybrid SC/MRC-2/3 diversity because the better input branches can be selected through increase of input branches.

        직관적 체험내용으로 비추어 본 생활공간의 역동성

        The purpose of this study is to shed light on the field dynamics of 'lived space' in the light of our intuitive experiential contents by way of investigating three properties of space. While finding inspirations in the field theory of modern physics, investigation of our intuitive responses to the physical and spatial environment leads us to a coherent view of matter and space. We find then that our lived world is more than a system of inert matter; it is a dynamic environment of life in which feeling and mood, spiritual meaning and value, are perpetually infused with matter. Any concept of space, if it is to be meaningful to lift has to somehow acknowledge this fact. Empty space and matter cannot be conceived as mutually exclusive and independent as in classical physics. Rather they should be seen as two different manifestations of an underlying dynamism which permeates the world. The 'properties' of space can only be understood in terms of the 'impact' of material presence. The object cannot be seen as an isolated entity, but the 'conditioning' of its surrounding space has to be understood as an integral part of its being. Lived space can thus be viewed as an emotionally charged field, or a field of emotional energy, whose properties may be described in terms of concentration, mobility and resonance.

        Solution Structure of a GSK 3b Binding Motif, AXINpep

        Axin is a scaffold protein of the APC/axin/GSK complex, binding to all of the other signalling components. Axin interacts with Glycogen synthase kinase 3β (GSK3β) and functions as a negative regulator of Wnt signalling pathways. To determine the solution structure of the GSK3β binding regions of the axin, we initiated NMR study of axin fragment comprising residues Val388 - Arg401 using circular dichroism (CD) and two-dimensional NMR spectroscopy. The CD spectra of axinpep in the presence of 30% TFE displayed a standard α-helical conformation, exhibiting the bound structure of axinpep to GSK3β. On the basis of experimental restraints including NOEs, and 3JHNα coupling constants, the solution conformation of axinpep was determined with program CNS. The 20 lowest energy structures were selected out of 50 final simulated-annealing structures in both water and TFE environment, respectively. The RMSDs for the 20 structures in TFE solution were 0.086 nm for backbone atoms and 0.195 nm for all heavy atoms, respectively. The Ramachandran plot indicates that the φ, ψ angles of the 20 final structures is properly distributed in energetically acceptable regions. Axinpep in aqueous solution consists of a stable -helix spanning residues from Glu391 to Val399, which is an interacting motif with GSK3β.

        브라질의 보우소나루 집권과 민주주의 퇴락

        This analysis addresses the political changes in Brazil since the inauguration of President Jair Bolsonaro. The greatest achievement of President Jair Bolsonaro during the one-year period of power was “Democratic Decay”. With the development of politics centered on the closest side, the democratization disbanded the coalitional presidential system that Brazil had maintained in a state of stability. In addition, looking at the changes in the domestic political process that have a direct impact on the lives of the Brazilian people, it can be seen that the participatory democracy in Brazil has been undermined by the political style of President Jair Bolsonaro. Already, the nature of the Jair Bolsonaro regime can be defined as an authoritarian populist, based on the following practices: the dissolution of the Jair Bolsonaro government's coalitional presidential system, the infringement of freedom of speech through the Fake News frame, and the politics of its own political party supporters and uniformed politics. These changes show how Brazil, a democratic country in South America, has transitioned to authoritarian populism.
