개인정보보호를 위한 비식별 조치 현안 및 향후 과제에 관한 연구

개인의료정보는 타 산업분야에 비해 환자의 질병, 예를 들어 혼전 임신기록이나 AIDS 감염사실, 특히 고수준의 프라이버시를 요구하는 정치인, 유명인의 진료기록 정보 등 민감정보들을 다루고 있다. 의료분야에 있어 비식별 조치는 보다 엄격해야하며 향후 데이터 개방 및 서비스, 활용에 있어서도 국민이 안심할 수 있는 수준의 보안 조치가 반드시 선행되어야 한다. 2016년 6월 정부에서는 관계부처합동으로 개인정보에 관한 비식별조치 가이드라인을 발표한 바 있다. 가이드라인에서는 의료분야를 포함한 보험사, 기업, 금융사 등 다양한 분야에 활용될 수 있는 비식별 조치 내용을 범용적으로 포함하고 있다. 본 논문에서는 이번 비식별조치 가이드라인을 중심으로 개인정보보호관점에서 비식별 조치에 관한 국내외 동향, 타 산업분야의 활용사례, ISO 27799에서의 관리적 정책적 개인정보보호 통제 항목과 구현가이드, 그리고 특히 의료분야의 비식별 조치에 있어서의 현안에 대해 살펴보고 향후 과 제에 대해 제안하고자 한다. Personal health information deals with sensitive information, such as patient records, information on medical records of politicians and celebrities who require high level of privacy, especially for prenatal pregnancy records or AIDS infections, as compared to other industries. In the medical field, de-identification method should be more stringent, and security scheme must be preceded by a level of security that can be assured by the public in future data opening, services, and utilization. In June 2016, the korea government announced a de-identification guideline on personal information jointly with related ministries. The guideline generally includes de-identification measures that can be used in various fields such as insurance and financial companies, including the medical sector. In this paper, we study on de-identification measures from the viewpoint of privacy protection, use cases in other industries, administrative and policy personal information protection control items and implementation guide in ISO 27799, and proposes pending issues and future tasks to be applied in the medical field.

향교는 조선시대 지방민을 교화하는 관학으로 유교 이념을 보급하기 위한 공교육기관이었다. 또한 향교는 지역 양반 세력들과 밀접한 관계를 맺고 있었으며 여론을 주도하는 향촌기구의 하나였다. 개항 이후 근대사회가 되면서 향교는 신문화, 신문물에 대한 반감으로 신교육체제로 전환하는데 장애가 되기도 하였다. 이러한 향교는 일제강점기가 되면서 큰 변화를 겪게 된다. 일제강점기 향교는 모든 사안에 대하여 관의 지시와 통제를 받게 되었다. 1910년 일제는 ｢향교재산관리규정｣을 시행하여 향교 재산을 부윤(府尹)․군수(郡守)가 관리하도록 함으로써 관유화하였다. 이 규정은 1920년 6월 ｢향교재산관리규칙｣으로 개정되는데 두 법령의 차이점은 세입예산 지출에서 나타난다. ｢향교재산관리규정｣에는 공립보통학교의 운영 경비 를 향교 재산수입 가운데서 부담하도록 하였다. 공립보통학교는 국민들에게 가장 기초적인교육을 시키는 공교육기관이다. 그런데 이 기초 공교육기관의 운영비를 지방 향교에서 부담하게 한 것은 총독부가 조선인의 교육에 전혀 관심을 두지 않았다는 뜻이다. 총독부는 1920년대 향교 재산을 담보로 하여 도지사, 군수들의 주도하에 친일유림단체의조직을 정책적으로 장려하였다. 이러한 조치는 3․1운동 이후 거세어진 향촌 사회 민족운동을 차단하고 독립운동을 저지하기 위하여 실시하는 교화사업에 향교 재산을 사용하기 위한것이었다. 조선총독부는 향교에 직원을 두어 관리하게 하고 3․1운동 이후에는 장의회(掌議會) 기구를 두어 운영하게 하였다. 장의는 명예직이었기 때문에 지역의 유지들로 선임되었다. 일제는 장의를 포섭하여 친일파로 만드는 한편 향교에서의 일정한 역할을 부여하였다.향교 재산이 매각된 실제 사례를 살펴보면 도로 확장, 수로 개통, 한해 대책 사업 시행,엽연초 저장소 건축 등 식민통치에 필요한 경우에 한하여 향교재산의 매각을 승인하였다. 향교의 신축이나 지방 인재를 육성하기 위한 사업에 향교재산을 매각한 사례는 찾아 볼 수 없 었다. 일제는 향교 재산을 그들이 필요한 목적에 사용하였다. ｢향교재산관리규칙｣은 유림계를 장악하기 위한 방법의 하나였다는 것을 알 수 있다. Hyanggyo is the public education institution to spread the ideology of Confucianism as the national school which reforms local residents in the Joseon Dynasty. Hyanggo had the close relationship with local Yangban power was one of the country organizations which led opinions. Hyanggyo became an obstacle which changed the existing system to the new educational system due to antipathies to the new culture as the Joseon Dynasty became modern society after opening the port. This Hyanggyo got to change greatly in the period of Japanese colonial rule. Hyanggyo got instructions from the government and was controlled by it about all the issues in the period of Japanese colonial rule. In 1910, Japan made the government own Hyanggyo’s property by making Buyun(府尹) and governors(郡守) manage it through enforcement of ｢The Hyanggyo property management regulations ｣. This rule was revised to be the Hyanggyo property management rule in Jun. 1920. The differences between two legislations are shown in expenses of estimated receipts. In ｢The Hyanggyo property management regulations｣, the property and income of Hyanggo should bear operation expenses of public primary schools. The public primary schools are the public educational institutions which educate the basics to the people. By the way, making local Hyanggo bear the operation expenses of these basic public educational institutions mean that the Japanese Government General of Korea never be interested in education of the Joseon Dynasty’s people. The Japanese Government General of Korea politically encouraged the pro-Japanese Confucian organizations under governors’hegemony on security of Hyanggo’s property in 1920s. This measure was done to use Hyanggo’s property in the projects which were conducted to block the social and racial movements and independence movements of the countries which had been violent since the March Fist Independence Movement. The Japanese Government General of Korea made its employees manage Hyanggo by sending them to it and operate it by making Jangeuhwoi(掌議會). Local community leaders were appointed because Jangeui was a honorary post. Japan made Jangeu the pro-Japanese group by bringing them over to it and granted Hyanggo’s specific roles to them. As for an actual example that Hyanggo’s property, sales of Hyanggoy’s property were approved only when it is necessary for colonial administrations inculding road-widening, cutting channels, carrying out countermeasures in a year, building the storing place of tobacco. The examples which sold Hyanggo’s property for the projects to build it or develop talented persons could not be found. Japan used Hynaggo’s property for the purpose that it needed. The Hyanggyo property management rule can be found to be one of the methods to size the Confucian world.

고속회전하는 원환 쉘 형태 토크컨버터의 내압 팽창변형에 미치는 최적 단면형상과 비드의 영향

내압과 고속회전 하에 있는 원환 쉘 형상의 신형 토크컨버터 구조의 경량화, 팽창변형의 최소화, 구조 강성 증대를 위하여 유체 동압 등 정확한 각종 하중의 유도, 프론트커버의 단면형상 최적설계, 비드의 생성에 관하여 FEM 해석하고, 또한 시제품의 제작 및 시험으로 해석의 정확도를 검증하였다. 내압에 의한 팽창변형에 취약한 반지름 방향 곡률을 가진 원판 구조형태의 프론트커버의 단면의 두께와 곡률형상을 형상최적화를 통하여 구하였고, 추가적으로 프론트커버의 강성을 증가시키기 위해서 비드의 크기, 위치, 성형 방향에 관하여 연구하였다. 최적의 단면 형상과 비드를 성형한 토크컨버터의 해석결과, 기준 모델 대비 변형량은 10 %, 두께는 0.5 mm, 최대 등가응력은 33 % 감소하여서 본 연구를 통하여 구조물의 강성이 증강된 것을 확인하였다. 이러한 연구결과를 기초로 신형 토크컨버터 시제작품을 제작하여 가압시험을 하였으며, 해석결과와 3 % 오차를 보였다. A new torque converter structure that looks like a toroidal shell under a high pressure and rotation has been analyzed in order to reduce weight and ballooning deformations, and to increase the stiffness of the structure by using the finite element analysis, shape optimization of a front cover structure, and creation of beads with accurate loadings, such as a dynamic pressure. The curved cross-sectional shape of the circular front cover structure, which produces large ballooning, has been calculated by the FEM-based shape optimization. The creation of beads on a front cover was studied to further increase the structural stiffness. The sizes and locations of the beads were also investigated using FEM. The new model with beads and an optimum cross-section shows 10% less ballooning, 0.5 mm less thickness, and 33% less von Mises stress, compared to a model without beads and optimization because of the enhanced stiffness. A prototype torque converter was fabricated and tested for ballooning under pressurization and high-speed rotation. A good correlation was achieved, judging from the 3% gap between experiment and analysis.
