최근 공공기관 및 민간기업을 대상으로 한 데이터 품질관리 수준을 조사한 결과, 공공분야가 필요성 공감에 비해 관리활동이 가장 미흡한 것으로 조사되었다. 데이터 품질은 소비자의 요구에 부합하는 수준으로 관리될 필요가 있으나, 정보시스템 구축요건으로 정의되지 않고 있으며, 정보시스템 구축 시 데이터의 비가시적인 특성으로 인하여 프로젝트 구축단계에서 확인된 오류 데이터는 운영개선업무 또는 차세대 프로젝트로 전가되고 있다 데이터 품질관리를 위해서는 품질지표와 품질점검항목을 선정한 후 정확하고 신속하게 진단을 수행할 수 있는 진단도구의 지원이 필요하며, 본 연구에서는 업계나 학계의 품질진단 방법론과 진단기법을 고찰하고,품질진단 절차에 따라 품질지표와 점검항목을 도출한 후 품질진단에 필요한 자동화 도구 개발을 수행한다. 자동화 도구의 주요 기능으로는 메타표준 진단, 설계/구현 일관성 진단, 비즈니스를 진단, 참조무결성 오류점검,프로파일링 분석 등에 대한 품질진단 결과를 제공한다.

When companies or institutes manage data, in order to utilize it as useful resources for decision-making, it is essential to offer precise and reliable data. While most small and medium-sized enterprises and public institutes have been investing a great amount of money in management and maintenance of their data systems, the investment in data management has been inadequate. When public institutions establish their data systems, inspection has been constantly carried out on the data systems in order to improve safety and effectiveness. However, their capabilities in improving the quality of data have been insufficient. This study develops an automatic tool to diagnose the quality of data in a way to diagnose the data quality condition of the inspected institute quantitatively at the stage of design and closure by inspecting the data system and proves its practicality by applying the automatic tool to inspection. As a means to diagnose the quality, this study categorizes, in the aspect of quality characteristics, the items that may be improved through diagnosis at the stage of design, the early stage of establishing the data system and the measurement items by the quality index regarding measurable data values at the stage of establishment and operation. The study presents a way of quantitative measurement regarding the data structures and data values by concretizing the measurement items by quality index in a function of the automatic tool program. Also, the practicality of the tool is proved by applying the tool in the inspection field. As a result, the areas which the institute should improve are reported objectively through a complete enumeration survey on the diagnosed items and the indicators for quality improvement are presented quantitatively by presenting the quality condition quantitatively.
유기 디스플레이 소자를 위한 Self Assembled Monolayer의 표면개질을 이용한 ITO의 일함수 증가

Indium tin oxide (ITO) used as an electrode in organic light emitting diodes (OLEDs) and organic thin film transistors (OTFTs) was modified by a self-assembled monolayer (SAM). For device fabrication, surface of the ITO was modified by immersion in a solution including various phosphonic acid at room temperature in order to increase work function of an electrode. The work function of ITO with SAM was measured by Kelvin probe. Work function increase of 0.88 eV was observed in ITO with various SAM. Therefore, ohmic contact is achieved in an interface between ITO and organic semiconductors (pentacene). We analyzed the origin of work function increase of ITO with SAM by X-ray photoelectron spectroscopy. We confirmed that increase of oxygen bonding energy attributed to increase the work function of ITO. These results suggested that ITO with the SAM gives a high possibility for high performance of OLEDS and OTFTs.
PV 시스템의 최적 배치 문제를 위한 이산 PSO에서의 규칙 기반 하이브리드 이산화

본 논문은 배전망에서의 PV (photovoltaic) 발전 시스템의 최적 배치 문제를 이산 입자 군집 최적화 (DPSㅇ,discrete particle swarm optimization)를 이용하여 해를 구할 때 DPSO에 포함되어야 하는 이산화 단계를 위한 하이브리드 이산화 기법의 적용에 대하여 논한다. 이를 위해 PSO 반복단계에서 목적 함수 값과 최적화 속도를 입력 파라미터로 하는 규칙 기반 전문가 시스템을 제안하고 이산 변수를 포함하여 표현되는 PV 시스템 배치 문제의 최적해를 구하는 데 적용하였다. 다수준 이산화를 위하여 간단한 라운딩과 sigmoid 함수를 이용한 3단계 및 5단계 이산화 기법을 하이브리드 형태로 적용하였다. 규칙 기반 전문가 시스템을 적용하여 각 PSO 과정에서 적절한 이산화 기법을 선택함으로써 기존의 DPSO보다 좋은 성능의 최적화가 가능하도록 하였다. This paper discusses the application of a hybrid discretiziation method for the discretization procedure that needs to be included in discrete particle swarm optimization (DPSO) for the problem of allocating PV (photovoltaic) systems onto distribution power systems. For this purpose, this paper proposes a rule-based expert system considering the objective function value and its optimizing speed as the input parameters and applied it to the PV allocation problem including discrete decision variables. For multi-level discretization, this paper adopts a hybrid method combined with a simple rounding and sigmoid funtion based 3-step and 5-step quantization methods, and the application of the rule based expert system proposing the adequate discretization method at each PSO iteration so that the DPSO with the hybrid discretization can provide better performance than the previous DPSO.

The expression of Korean proverbs were not different from the forms, but the former was treated as a morpheme concerned with the latter.In this study I treated the expression and form of proverbs seperately from each other, and encouraged that the intention of proverbs would be increased by literary expressions as well as forms. Especially, I made a survey of the rhetoric, metrical scheme and comicality of 550 Cheju-do proverbs. The result of survey is as follows: 1. RHETORIC ; all of the proverbs could be accounted for by means of 10 rhetorics. The proverbs were written in the order of epigram, indirect suggestion, metaphor, contrast, parallelism, hyperbole, simile exhortation, paradox and gradation. 2. METRICAL SCHEME ; as the expression of proverbs is similar to that of poetry, Korean songs and lyrics can now accommodate only absolute pitchs and musical charactders, not rhyme appointed as disappropriate to Korean peotry. 3-4 syllable meter, 4-4 syllable meter, and 7-5 syllable meter, which is considered as traditional rhythem of Korean poetry, cover most of the proverbs in distribution. It means that there exists a close relationship between proverbs and poetry. Musical characters are various from 1-notation to 17-notation, and the usage rate appeared in the order of 4-notation, 2-notation, 3-notation and etc. From this, it is estimated that the old poetry had changed into 4-notation while they came down to Korea dynasty. 3. COMICALITY ; the application of a sarcasm, humor, wit, irony called subjective comicality to proverbs makes persons realize that proverbs are a aliterary experssion. Even though the sarcasm is less exciting, it enlighten perosns on their social position and wisdom. Humor criticizes comically discordance between persons' words and actions on the basis of crude and local temper. Irony has a phylosophy, the arts of life through abandonment, resistance, self-conquest, self-scorn and self-complaint. Wit acts as the gateway to represent human affairs, because normal mentality is experssed through abnoram mentality and the reverse is applicable. As shown above, the expression of proverbs is similar to that of literary works. Consequently, even if it is fragmentary, this leads to a renewed appreciation of the literary character of proverbs.
