Purpose: This paper conducts IoT and CCTV-based safety monitoring to analyze accidents and potential risks occurring at construction sites, and detect and analyze risks such as falls and collisions or abnormalities and to establish a system for early warning using devices like a walkie-talkie and chatbot service. Research method: A safety management service model is presented through smart construction technology case studies at the construction site and review a relevant literature analysis. Research Result: According to ‘Construction Accident Statistics,’ in 2021, there were 26,888 casualties in the construction industry, accounting for 26.3% of all reported accidents. Fatalities in construction-related accidents amounted to 417 individuals, representing 50.5% of all industrial accident-related deaths. This study suggests implementing AI chatbot services for construction site safety management utilizing IoT-based health monitoring technologies in smart construction practices. Additionally, the paper presents case studies of construction site implementations involving stakeholders such as workers entering and working on the construction sites, to prevent and respond to accidents.

위험성평가 기반 컨테이너터미널 안전관리계획 수립 방안 연구

Purpose: The purpose of this paper is to analyze accidents and potential risks occurring at container terminals and to conduct on safety management plans tailored to container terminals. Research method: A model for establishing a safety management plan is presented through a case study of container terminal risk assessment and literature analysis. Research Result: According to the ‘Statistics of Accidents in the Harbor Handling Industry’, 2,800 people were killed or injured during port work for 10 years from 2011 to 2021. This corresponds to an occupational accident rate of one person every 1.5 days. As a way to improve such accidents, all stakeholders, such as stevedoring workers entering and exiting the port, to prevent recurrence of accidents proposed by the Special Act on Port Safety, risk assessment of the container terminal, safety management plan, safety budget, safety rules, safety education etc., to make improvements. 연구목적: 본 논문은 컨테이너 터미널에서 발생하는 사고 및 잠재적 위험에 대한 분석과 컨테이너 터미널 맞춤형 안전관리계획에 대한 연구를 수행하는데 목적이 있다. 연구방법: 컨테이너 터미널 위험성 평가 사례연구 및 문헌분석을 통하여 안전관리 모델을 제시한다. 연구결과: ‘항만하역산업 사고 재해 통계’에 따르면 2011년부터 2021년까지 10년 동안 항만 작업 중 숨지거나 다친 사람이 무려 2,800명에 달했다. 이는 1.5일에 한 명꼴로 산업재해가 발생한 수치이다. 이런한 사고 재해의 개선 방안으로, 항만안전특별법에서 제시한 사고 재발 방지를 위하여 항만을 출입하는 하역근로자 등 모든 이해관계자가 해당 컨테이너 터미널의 위험성평가, 안전관리계획, 안전예산, 안전수칙, 안전교육 등을 통하여 개선 내용을 마련한다.

국민안전실천역량의 측정도구 개발 연구 - 생활안전 분야 낙상을 중심으로 -

국민이 각종 사고발생시 이를 대처하는데 필요한 안전에 대한 지식, 스킬, 능력을 ‘국민안전실천역량’이라고 정의할 수 있다. 중앙정부나 지방자치단체가 국민안전교육기본계획을 수립하기 위해서는 국민의 안전실천역량을 진단하고 현황을 파악하여야 한다. 본 연구의 목적은 국민의 안전실천역량 개념을 제시하고 안전실천역량 측정도구를 개발하는 데 있다. 안전실천역량 측정도구의 개발은 생활안전 분야 낙상을 통하여 그 방법을 제시한다. 아동, 청소년, 청년, 성인 등 생애주기별 생활안전 분야 낙상에 대한 국민안전실천역량 조사 방안을 마련하는 것이다. 조사결과는 신뢰도는 모두 크론바하 알파값 0.725 이상으로 적정하다. 요인분석결과에 따르면 지식과 기술을 측정하는 요인은 잘 구성된다. 그러나 능력요인은 미흡하여 재개발이 요구된다. 낙상분야 조사결과는 청소년과 공무원에 대한 안전교육이 필요함을 알려준다. The “public safety practice competence” can be defined as knowledge, skills, and abilities necessary for the public to cope with various accidents. In order for the central and municipal governments to establish the fundamental plan for public safety education, it is necessary to diagnose the current level of competence in public safety practice. The purpose of this study is to present the concept of public safety practice competence and develop a tool for measuring it. It presents the method focusing on the case of falls in the field of life safety by establishing a framework to investigate the competence levels in children, adolescents and adults. The survey was found to be reliable with a Cronbach‘s alpha coefficient of 0.725 or higher. The factor analysis showed that the factors measuring knowledge and skill were well organized but the ability factor is insufficient and needs redevelopment. The results of the survey on falls indicated that the youth and public officials would need safety education.

재난관리 및 기업재해경감 국제표준 제정절차에 대한 사례연구 - 재난관리에 있어서 지휘와 통제(ISO/CD22320)과 연속성관리시스템(ISO/CD22301)을 중심으로

새로운 재난관리분야 국제표준(ISO)규격이 제정절차가 다수의 전문가들이 참여하여 활발히 진행되고 있다. 국제표준화기구 재난관리기술위원회(ISO/TC223 Societal Security)의 국제표준 제정현황과 절차를 중심으로 탐색적 연구를 진행한다. Yin의 사례연구방법을 연구방법으로 채택하여 요인이론 (Variance theory)보다는 프로 세스(Process theory)의 관점에서 두 가지 규격의 국제표준제정절차와 내용에 대한 사례비교를 중심으로 이해를 증진하고, 국내재난관리제도의 현황과 시사점을 제시한다. 본 연구의 범위는 ISO/TC223의 실무위원회 3, 4(WG 3, 4)에서 작업하고 있는 재난관리의 지휘와 통제(ISO/CD22320)과 연속성관리시스템(CD22301)의 국제표준규격의 내용과 절차이며 시간적 범위는 2008년 11월 인도네시아 발리 ISO/TC223 제6차 총회, 2009년 5월 프랑스 파리 제7차 총회, 2009년 11월 남아프리카공화국 요하네스버그 제8차 총회의 국제표준화 활동까지이다. 본 연구의 목적은 국제재난관리표준 제정절차 및 현황의 비교분석을 통하여 이해의 지평을 넓히는 데 있다. 현재 국제표준화기구의 재난관리표준과 관련된 선행연구는 이제 시작단계이므로 향후 지속적인 연구를 위하여 주요 내용과 절차를 중심으로 기본적 이해를 증진하는데 도움이 되는 방향으로 서술한다. 본 연구를 통하여 재난관리표준분야에 대한 활발한 연구의 단초가 마련되기를 기대한다.

재난 시 소셜미디어 사용지침(ISO 22329: 2021) 국제표준의 활용방안 연구

This study aimed to investigate how to utilize ISO international standard (i.e., Guidelines for Using Social Media in Emergency: ISO 22329) in Korea. The research method was systematic literature review. In so doing, the paper initiated to examine the Framework Act on Korean Disaster and Safety Management, the requirements of ISO 22329, and other disaster management laws in the nation. The result was that Korea could not address the process of emergency operation, appropriate procedure establishment, and emergency monitoring system. In addition, the extent of cooperation among social media experts was not satisfactory. Hence, this paper strongly advocated for the importance of social media standards during the occurrence of various emergencies. In the future, we hope than research on imporving emergency response by using social media standards will continue.

컨테이너 터미널의 위험성평가 및 산업안전 AI 챗봇기술 적용방안 연구

2011년부터 2021년까지 10년 동안 항만 작업 중 숨지거나 다친 사람이 무려 2,800명에 달한다. 그중에서도 항만하역사업장에서 발생하는 빈도수가 높다. 컨테이너 터미널 사업자는 법령에 따라 위험성평가를 실시하고 합리적인 안전대책을 수립하여야 한다. 연구방법으로는 문헌분석을 통하여 산업안전보건법, 중대재해처벌법, 항만안전특별법에서 제시하는 위험성평가에 대한 내용을 제시한다. 본 연구에서는 기존 선행연구를 분석하여 컨테이너터미널의 위험성평가방법 및 유해위험요인을 살펴본다. 이러한 안전사고 위험을 개선할 수 있는 ‘산업안전 AI 챗봇기술’을 제시하는데 목적이 있다. During the 10 years from 2011 to 2021, a whopping 2,800 people were killed or injured during port work. Among them, the frequency of occurrence at the port loading and unloading business is high. Container terminal operators must conduct risk assessments and establish reasonable safety measures in accordance with laws and regulations. As a research method, the contents of risk assessment presented in the Industrial Safety and Health Act, the Serious Accident Punishment Act, and the Special Act on Port Safety are presented through literature analysis. In this study, previous studies were analyzed to examine the risk assessment method and risk factors of container terminals. The purpose is to present ‘industrial safety AI chatbot technology’ that can improve the risk of safety accidents.

사례 분석을 통한 소셜 방재 생태계 구축 방안

본 연구에서는 국내에서 발생한 유해화학물질사고 사례조사와 재난상황 발생시 소셜미디어를 활용한 사례를 분석하여 소셜 방재 생태계 구축을 위한 방안을 도출 하였다. 전국 산업단지의 화학물질 및 화학 제품 제조업체수는 7,341개 업체이며, 전국 산업단지에서 소기업이 차지하는 비율은 93%에 이르고 있어 예상치 못한 곳에서, 예고 없이 화학사고가 발생하는 불확실성을 가지고 있다. 2012년 9월27일(목) 구미4공단 내 근로자 수 7명의 소기업인 (주)휴브글로벌에서 발생한 불산 누출사고는 사망 5명, 부상 18명, 건강검진 12,243건, 임시거주 340명 등 인적 피해가 발생하였다. 이러한 유해화학물질 누출 사고는 현장뿐만 아니라 사고 주변으로 화학물질이 확산될 수 있는 위험성을 가지고 있다. 최근 ICT 무선통신기술이 발달되어 소셜미디어 활용이 증대하고 있으며, 일본 쓰나미, 보스턴 폭탄테러와 같은 재난 발생 시 피해자와 가족과의 안부 확인 수단, 재난상황 파악을 위한 중요한 정보 포탈의 역할과 기부의 창구로써 다양한 역할을 행하였다. 따라서 유출시 인적·물적·사회적으로 큰 영향을 미치는 유해화학물질 사고에 대하여 ICT 무선통신기술 기반의 소셜미디어를 활용하여 산업단지와 근접지역의 사람, 사물을 비롯한 모든 구성요소들이 소통할 수 있는 소셜 방재 생태계 구축이 필요하다.

전문건설업 안전보건경영시스템 동향연구

전문건설 업체의 안전보건경영시스템 도입·구축·운용은 안전시스템 도입과 운영 과정에 소요되는 비용이 발생하는 문제가 있다. 그리고 건설 안전 분야 기술 인력을 보유하지 못한 열악한 환경에서 안전시스템 구축 및 인증 취득 및 정착으로의 선순환 체계 구축이 쉽지 않은 실정이다. 이 논문의 목적은 건설업 안전보건경영시스템 관련 문헌을 조사·검토하고 실태 등 다양한 연구 동향을 분석하는 데 있다. 이를 통하여 건설업 안전보건경영시스템 구축 및 인증을 취득하고자 하는 전문건설 업체와 인증 취득 후 사후심사 및 연장심사를 이행 중인 전문건설업체의 안전보건경영시스템 수준 향상을 위한 방안을 모색하는데 있다. The introduction, construction, and operation of the safety and health management system of specialized construction companies have a problem incurred in the cost of introducing and operating the safety system. In addition, it is difficult to establish a virtuous cycle system to build a safety system, obtain a certification, and settle in a harsh environment that does not have technical personnel in construction safety. The purpose of this paper is to investigate and review the literature related to the safety and health management system of the construction industry and to analyze various research trends such as the actual situation. Through this, it is to find ways to improve the safety and health management system level of specialized construction companies that want to build and obtain the safety and health management system of the construction industry and specialized construction companies that are carrying out the post-assessment and extension examination after obtaining the certification.
