      • Fuzzy 임계치 함수를 이용한 근사 추론

        The fuzzy input information is determined interval values using fuzzy threshold functions. In this paper, we present truth table that is a set of values from fuzzy threshold function. The truth table which derived from a rule table is represented by the fuzzy logic function. We propose an inference method that use variations of fuzzy logic function.

      • 기체온도 변화에 따른 질소레이저의 출력특성

        While the temperature of the gas was being changed by modifying the value of E/P which being effects the output characteristics of gas laser into a temperature function, the optimum value of E/P was calculated, being applied to Nitrogen laser and was compared with experimental values. The optimum operational characteristics by the variation of the nitrogen gas temperature is observed at 30 ℃ in gas temperature and 120 torr in gas pressure. Also the value of E/P is evaluated to be 423 V ㎝^-1torr^-1 which is 2.2 times as large as that of theoretical value. According to increasing the nitrogen gas temperature, the nitrogen gas pressure for the laser action is to be broaded. However in this case, the maximum output power is slightly decrease.

      • 한국의 전자민주주의 : 정부부문을 중심으로

        본 논문은 정부의 정보제공 방식과 특성을 파악하고, 가상공간에서 정부와 시민 사회간의 의사소통 내용을 분석함으로써, 정부부문에서의 전자민주주의 현황을 평가함과 동시에 이의 실현을 위한 구체적인 방안을 모색하는 것을 목적으로 한다. 정보제공과 관련하여, 공개하는 정보의 질과 양, 그리고 자료의 갱신주기 등은 정부부처에 따라 매우 상이한 것으로 나타난다. 일반적으로 인터넷으로 제공되는 정보의 질적 · 양적 수준은 대민접촉이 빈번하고 국민 실생활과 직접 관련되는 부서(즉, 교육부, 노동부, 보건복지부, 환경부 등)일수록 높은 것으로 보인다. 반면, 대민접촉이 그다지 활발하지 않은 부서의 경우 상대적으로 정보에 대한 수요가 많지 않고, 그에 따라 정보의 수준도 낮은 것으로 판단된다. 한편 정보의 보다 효율적인 제공을 위한 방안으로서, 정부 홈페이지는 현재 관련 사이트에만 국한되어 있는 항해기능을 좀 더 확대하여 정보유통 네트워크의 핵심 결절점 역할을 수행할 필요가 있다. 이를 위해서는 관련 연구소의 주요 정보, 즉 정책정보, 현황정보, 통계정보 등의 목록 및 소재 정보를 제공하고 그에 연계될 수 있는 링크기능을 확보해야 한다. 아울러 모든 정부기관이 보유하고 있는 현황정보나 정책정보에 대해 총괄적으로 검색할 수 있는 기능을 담당하는 기관으로서 청와대 홈페이지의 위상을 재정립 할 필요가 있다. 청와대는 행정부 전체의 활동을 총괄적으로 관장하는 기관이며, 또한 현재 홈페이지 접속 빈도도 매우 높기 때문에 이 기능을 수행하는데 가장 적합하다고 볼 수 있다. 가상공간에서 정부와 시민간의 의사소통은 진지하고 건설적인 방식으로만 이루어지지 않는 것으로 보인다. 행정상담이나 정보요청을 제외하면, 대부분은 항의성 메일, 일방적인 비난 · 비방으로 채워져 있고, 정책토론이나 정책건의와 같은 발전적인 논의는 극히 일부라고 볼 수 있다. 그러나 가상공간을 '사이버 아고라'로 만들려던 정부의 시도가 별 성과를 거두지 못한 데에는 정부의 안이한 대응에도 책임이 있다. 따라서 정부는 의사소통의 공간을 체계적으로 조직화 할 방안을 도출해 야 한다. 우선 행정상담 및 시민게시판의 효과적인 운영을 위해서는, 문의란과 답변란의 구별운영, 담당자의 즉각적 회신, 분야별 Q&A의 활성화 등이 시급하다. 둘째, '자유게시판' 코너의 운영을 개선하기 위해서는, 시민들의 의견에 대해 담당기관에서 적극적으로 대응할 필요가 있다. 또한 게시판의 주제에 맞지 않는 내용에 대해서는 네티즌의 의견을 물은 후 삭제하거나, 게시자에게 경고 후 접근을 제한하는 방법도 신중하게 고려할 필요가 있다. 셋째, 주제별 정책토론의 생산적 결과를 위해서는, 주제선택에 있어서의 시의성 고려, 토론에 필요한 자료의 확보, 담당자들의 적극적인 개입, 그리고 토론성과를 통한 정책반영 노력 등이 필요할 것이다.

      • 제3차 인터내셔널과 중국공산당관계연구 : 1919-1927기간을 중심으로 Focused in the period of 1919-1927

        Nowadays international situations are mainly dependent on at the mercy of inter-state relations. Futhermore the trend of relational change between China and the Soviet Union has been the major factor which influenced on both the international change of situation and the circumtances of Korean penlinsula. The conflict between China and the Soviet Union, which has worsened since the late 1950s lasted for 30 years until the 1980s and it is being increasingly solved in the late 1980s. If so, the problems when, where and how this conflict between them came from can be highly important theme to study to us. In this respect, this thesis was focused as follows: 1. the fundamental intention of the Moscow governement of 1920s shortly after the Bolshevik revolution in 1917 and the response of the Chinese Communist Party, as a provisional factor of the worsened relation between China and the Soviet Union 2. the direction of cooperaton between K. M. T and C. C. P of Comintern and its concrete result. 3. the factor of conflict Comintern and C. C. P and failure of cooperation between K. M. T and C. C. P The result of study above shows that the conflict and confrontation between two nations have already existed since a ling time ago and its conflict already started from the policy of Comintern, known for supporting the organization and its development of C. C. P In the light of the factor of the Soviet's view against China, the Soviet needed a friendly brother nation for her security rather than the Communist revolution in China. accordingly, the characteristic of the brother nation was to be cooperative to the Soviet Union and to be able to move within her influence. Therefore the Soviet chose K. M. T as a counterpart. It became a conflicting factor of C. C. P However, fundamental cause could be found out through the difference of consciousness between two nations(pan-slavism and the Chinese ideal of superiority) and of their lines(urban laborers centered, rural farmers centered). In conclusion, the policy of Comintern ended up failure and in China, Mao Tse-tung's revolution won against the expectation of Comintern, and since then conflict between China and the Soviet Union has continued to exist up to now.

      • 인공 제올라이트를 이용한 암모니아성 질소 등온흡착특성

        국내 석탄화력 발전소에서 폐기되는 석탄회를 이용하여 폐수 중 암모니아성 질소 제거용 흡착제를 제조하고자 NaOH를 반응물로 한 수열합성 반응을 이용, 제올라이트를 합성하였으며 제조된 제올라이트를 실제공정에 활용하기 위하여 흡착실험 및 공정모사를 수행하였다. 또한 흡착제를 구형으로 제조하여 암모니아성 질소의 등온 흡착 공정에 이용하였으며 이 결과 Langmuir, Freundlich 및 Sips 식에 잘 일치함을 알 수 있었다. 고정층에서의 흡착 거동은 축 방향 분산흐름, 입자 내부에서의 표면확산 및 Sips 흡착 등온식을 바탕으로 한 고정층 흡착 모델의 주요 공정 변수에 대한 파과곡선을 잘 모사할 수 있음을 확인할 수 있었다. Zeolite was synthesized from coal fly ash produced by a domestic power plant and applied for the removal of ammonia from waste water. Zeolite was synthezied using a hydrothermal method involving an akaline reaction with NaOH, and adsorption experiments and simulations were performed with the pellectized zeolite. The experimental data obtained from adsorption isotherms were consistent with the Langmuir, Freundlich and Sips equation. Also, most of the correlated results for the fixed bed model based on surface diffusion and Sips adsorption isotherms equation were consistent with the experimental data.

      • 생체분해성 안과제형의 안구내흡수정도와 안독성

        An improved retinal tack can be used to fix the retina in complicated retinal detachment and proliferative vitreoretinopathy. We used the retinal tack made by biodegradable polyglycolic acid, polylactic acid and copolymers. The tacks with polyglycolic acid were placed in the retina the right eyes of 10 rabbits as group 1, with polylactic-polyglycolic acid copolymers as group 2 in each left eyes. We examined the absorption rates and degree of intraocular inflammation at 1 day, 1, 2, 4, and 8 weeks and compared both eyes. The tacks were absorbed with time in both eyes, but more rapid in copolymers. And there was no inflammation in both eyes. Now, this study will be a base on the drug delivery system in intraocular pharmacological and surgical management.

        A new device, muscle clamping system was developed to facilitate exact quatifying technique A strabismus surgery, and reduce the risk of complications. The device is composed of a lower fixing body with three jaws and an upper supporting body. They are used to clip an extraocular muscle and fix it to the sclera with a single bite. Superior rectus recession on 16 rabbit eyes were performed with this new device. Conjunctival injection, muscle adhesion strength, and light microscopic findings were examined at 1, 2, 4 and 8 weeks postoperatively. The Conjunctival injection were minimal, adhesion power ranged from 420 to 600 gram gravity, which is sufficient in withstand the normal pull of human extraocular muscle. In microscopic exam, some Inflammatory cells and fibrosis were found. The new device was technically easy, fast, and accurate, so it may be useful in stabismus surgery.

        Biodegradable retinal fixation devices obtain mechnical fixation of the retina with desirable chorioretinal scarring and with the potential for local, sustained release of antimetabolites and steroids to inhibit proliferative vitreoretinopathy. We manufactured a biodegradable retinal tack with barb that was designed in order to prevent intrusion from implantation of retinal tacks. This study was carried to evaluate the efficacy for retinal fixation and the capability for sustained release of drugs with a newly designed biodegradable retinal tack Biodegradable retinal tacks were made of polymers of glycolic acids and were designed with barbs in a shape to prevent the disinsertion. Biodegradale retinal tacks are divided into 3 parts, a conical portion that is inserted into the sclera, a cylinder portion that remains in the vitreous, and a neck portion between the pin and the cylinder. The tapered conical end was manufactured to allow easy insertion through the retina and choroid into the sclera. A cylinder portion was manufactured with a tapered angle that fixes firmly into the orifice of 19 gauge spinal needle. A neck portion, 0.4 mm in diameter, was designed to prevent disinsertion from following implantation of retinal tack. The applicator was a 19 gauge spinal needle and its orifice was prepared to 15°angle to accept the tapered cylinder portion of the retinal tack. The retinal tacks, secured in the needles, were passed through the formed vitreous and inserted into the retina, choroid, and sclera and were released by pushing the internal needle, usually within 2-3mm of the medullary ray of the posterior rabbit retina A retinal tack was placed in each of 8 pigmented rabbit eyes. Slit-lamp biomicroscopy, indirect ophthalmoscopy and fundus photography were performed periodically from 1 day to 8 weeks after surgery. Eight eyes were enucleated and studied by light microscopy at 8 weeks. Biomicroscopic evaluation of the animals revealed edemas adjacent to the retinal surfaces immediately after insertion of the biodegradable retinal tacks in all the animals. These edemas disappeared after 1 week. The first noticeable change in the size of retinal tacks was shown after 2weeks. The size of the retinal tacks gradually got smaller, decreasing to about one-half at 4 weeks and about one-third at 8 weeks. All retinal tacks remained in inserted places without any movement for an 8 week period. On light microscopy, epiretinal proliferations were seen to extend into the vitreous cavity. Cellular capsules that lined the inner aspect of the scleral defect caused by tack insertion were found. However the adjacent retina had a normal cytologic appearance and architecture in all specimens. We manufactured a biodegradable retinal tack that is designed to prevent intrusion from implantation of retinal tacks. All biodegradable retinal tacks reduce in size with time, but no retinal tacks extruded from the inserted place. The newly designed biodegradable retinal tack can be used for retinal fixation and may be used as a vehicle for the introduction of pharmacologic agents to prevent the cellular events that promote proliferative vitreoretinopathy.
