In 2015 the wartime OPCON authority will be turned over to ROKA. After the turnover, the command arrangement and the chain of command between ROKA & USFK will be based on equal status. The combined chain of command is similar to that of the multinational forces in the Gulf War. In Gulf war, American CENTCOM was equal to Arab JOINTCOM in the command arrangement. Under the dual chain of command, the assessment on the application of Coordination organizations for unifying efforts between CENTCOM and Arab JOINTCOM was remarkably effective. CENTCOM and JOINTCOM used the Combined Coordination, Communication, Intergration Center(C3IC) and the Liaison Parties as a coordination organization. C3IC played the great role in the accomplishment of unity of efforts in the multinational operations through coordinations and adjustments. Also CENTCOM employed the large scale Liaison Parties at the adjacent and subordinate units, so that they could understand the situation of operations in realtime. Through A study on the multinational operation of coordination organization during the Gulf War, Active plan for the ROK-US combined coordination organization in near future are as follows: First, examine the documentation of the final decision authority on the combined operation between ROK-US; Second, the cooperation organization should be established permanently, and controled by the responsible deputy commanders; Third, the officers who speak English fluently and possess the military expertise should be assigned to the cooperation organization; Fourth, MC Liaison Party should be established permanently to complement the current MC to prepare for the war; Fifth, the cooperation organizations should be located in the ROKA command building or at an adjacent location and have enough space; Sixth, a thorough preparation and operation of the Liaison Party are requested in peace time and during the war.
Analysis of Purchasing Recognition and Purchasing Characteristics of a Plum Purchaser

Purpose – Given an increase in the consumption of plums, prices have fluctuated in an unstable manner, making it difficult for farmhouses to sell the product. This study intends to provide information on the cultivation and sale of plums to consumers, thus enabling producers to utilize relevant information to analyze the types of plums that are preferred and consumed by users. Research design, data, and methodology – In this study, a survey was conducted on plum consumption by a consumer panel established and operated by the Rural Development Administration in December 2009. The objective was to identify the purchasing awareness of plums and to analyze panel data from 2010 to 2013 using a linear regression model, a Tobit model, and a panel regression model to derive the purchase characteristics. Results – The outcome of the survey on plums is as follows. Plums are purchased because they are good for the health (90.6%), which means that most customers purchase plums for their health benefits. When plums are in season, the purchase rate is 94.8%, indicating that most plums are purchased when they are in season and that selling plums when they are out of season is difficult. Therefore, we sell most plums in the correct season, and the rest of the plums need to be processed and then sent to markets. The strongest reason for not purchasing plums is that they are difficult to process for consumption (63.1%), followed by the reason that the fruit is unfamiliar (15.5%). Regarding solutions for increasing the consumption of plums, the answers were as follows: distribute a recipe for plums (36.9%), advertise its effect through TV or the press (31.1%), and develop various processed products (15.6%). When customers decide to pick out plums, the major considerations were freshness (4.43), safe to eat (4.16), price (3.96), size (3.87), brand (3.28), and discount event (2.62). Lycorma delicatula는 꽃매미로 알려져 있으며, 베트남, 인도, 남중국과 같은 동남아시아의 토착 해충이다. 꽃매미는 한국에 유입되어 최근 몇 년간 급속히 퍼져 특히 과일 나무에 피해를 입히고 있다. 본 연구의 목적은 Lycorma delicatula의 사례를 이용하여 미발생 병해충 영향 분석을 위한 연구방법과 추정 결과를 제시하는 것이다. 본 연구에서는 Lycorma delicatula 발생으로 인한 농가의 직접소득감소를 측정하기 위해 부분예산(partial budget) 방법을 사용하였고, 해충 발생으로 인한 사회후생 변화를 조사하기 위해 부분균형(partial equilibrium) 모형을 사용하였다. 또한 병해충 발생 적합도를 고려한 다양한 기후 시나리오 하에서 Lycorma delicatula 발생 위험이 농가소득에 미치는 영향을 추정하였다. 기후변화가 지속됨에 따라 국내 생태계는 점점 돌발 외래 병해충에 취약해질 것으로 예상되며, 이에 따른 경제적 피해는 더욱 증가할 것으로 전망된다. 나아가 이 연구는 향후 국가 해충 방제 및 검역 시스템의 효율성 평가의 기반이 될 수 있을 것으로 기대된다. Lycorma delicatula, known as spotted lanternfly, is a planthopper native to Southeast Asia, including Vietnam, India and South China. This species damages local fruit trees and has spread rapidly in South Korea in recent years. The purpose of this study is to present the methods and estimation results pertaining to the risk of invasive species like Lycorma delicatula. We used a partial budget (PB) method to assess direct income reduction of farm households and a partial equilibrium (PE) model to examine social welfare change from the outbreak of Lycorma delicatula. We also estimated the future economic impacts of Lycorma delicatula under various climate scenarios considering habitat suitability. As climate change progresses, domestic ecosystems are expected to become increasingly vulnerable to pest outbreaks leading to further economic damage. We believe that this study can be a base to evaluate efficiency of the national pest control and quarantine system.

The phytoplankton community succession was surveyed in a mesotrophic reservoir, Lake Soyang, from 1984 to 1988. Asterionella was dominant in winter and spring blooms all through the study period. The dominant species in summer was Peridinium bipes in 1984 and 1985. However, it was replaced with a bluegreen alga, Anabaena microspora in 1986 late summer and after the first advent the period of blugreen algal dominance showed increasing tendency year by year through 1988. The standing crops of other major taxa, dinoflagellates, diatoms, and green algae, remained at the similar level during the study period except bluegreen algae. Local blooms of Peridinium were still observed at stream inlet sites after the advent of bluegreen algae in 1986. The species diversity decreased year by year, from average 0.81 of Shannon-Wiener index in 1985 to 0.55 in 1988 mainly due to the increasing dominance of Anabaena sp. Bluegreen algal bloom in a nitrogen-rich lake is the unique feature. Nitrate nitrogen was maintained always above 0.5 mgN/1 during the study period. The scarcity of heterocysts in trichomes of Anabaena implies that nitrogen fixation is not essential in Lake Soyang because of high nitrogen content. The mechanism of bluegreen dominance in this N-rich water is to be studied further.

This study was conducted to assess the possibility of the field application of the iceharbor-type precast fishway. When overflow depth of weir is 4.0 cm in model fishway, upper part velocities appear appropriate for upstream migration of fish and the lowest overflow wall (right line) in lower part has shown velocity distribution more or less inadequate for upstream migration. Except that right line, left and middle line revealed that velocities are appropriate for upstream migration of fish. Therefore, we concluded that this fishway owing to be not broad growth width of overflow velocities according to increasing discharges can correspond to variation of water level. Also We consider that various velocities in fishway were effective, because slow velocity line can guide flow for upstream migration. For low flow, the arrangement of different crest level or each overflow part (higher left, middle and lower right, or lower left, middle and higher right) was more effactive than unform crert level. Hole plays an important role as migration pass during drought and flood flow. Therefore, We concluded that this fishway can cope with water depth variation by various overflow wall height change and raise the field applicability with better performance hydraulically and structurally.
