        The mobility handicapped person means a person whose mobility is limited as a result of permanent severe physical disability such as the disabled persons, the pregnant women, and the elderly persons. The ratio of the mobility handicapped person in Korea is about 25.8% among the entire population. In order to prepare for the enforcement of the “Transportation Services Improvement Act for the Mobility Handicapped People”, which was passed in parliament in Dec. 2004, various equipments and installations need to be developed to ensure appropriate level of safety for the mobility handicapped to use maritime transport. While approximately 10 million people are using domestic passenger vessels annually, general preference for maritime transport is very low, especially for the mobility handicapped. Through development and distribution of various amenities for the convenience of the mobility handicapped, general requirements for the improvement in marine transport can be reflected and general interest on marine culture and tourism can be connected with domestic tourism and shipbuilding industry. In this paper, a review of current status and analysis of improvement plan for the mobility handicapped person in passenger ship have been carried out. To investigate the current status of domestic passenger vessel usage by the mobility handicapped, to analyze the requirements for amenities necessary for the mobility handicapped and select the ones to be developed based on the investigated results and to do feasibility study of barrier-free ship.

      • A Study on the Utilization and Prospect of ICT-Based Movement Support for the Mobility Handicapped

        Background/objectives: Due to the increase in mobility handicapped, related measures that reflect the needs of vulnerable people have been proposed in various fields. In particular, when entering an aging society, it is necessary to prepare for an overall social system. As the opportunities and demands for social participation of the elderly and the disabled are increasing, the need for research on the environment and mobility support for the mobility handicapped is increasing. Method/Statistical analysis: In the case of elderly people, the right to move has a close relationship with the economy when the guarantee for retirement life is insufficient. For the disabled, it is necessary to support movement to welfare facilities and medical support facilities, such as participation in rehabilitation and social education. System improvement and legislation are being made to guarantee the right to move for people with reduced mobility, but there are limitations in actual mobility support. Therefore, in this thesis, we intend to present a plan and a prospect of using ICT environment to support mobility of the mobility handicapped. Findings: By providing mobility support services in an ICT environment tailored to the types and characteristics of mobility handicapped, reflecting the mobility characteristics and requirements of mobility handicapped, we will improve the mobility autonomy of vulnerable people and provide welfare services and opportunities for social participation. Improvements/Application: Analyzing case studies on various mobility support using the ICT environment, we propose a plan to guarantee the right to move for the mobility handicapped.

        교통약자를 위한 공항이용서비스시스템 개선방안 연구

        The types and characteristics of services that airport service systems provide have recently been diversified and specialized to meet various needs of users and their travelling activities. A service for the mobility handicapped is one of the newly demanded services. However, current services for them, which are provided by most of the Korean airports, are not sufficient to satisfy their needs. Additionally, there exist a lot of constraints in the use of those services, which makes it difficult for the mobility handicapped to use them effectively. Another problem is that a lot of the mobility handicapped do not even know that airports now offer services specialized for them. Considering that Korean airports have been recognized as a top-level service provider for about decades, it can be claimed that such an inferior quality of services for the mobility handicapped should be urgently improved. With this issue in mind, this study aims to propose an approach to improving the quality of airport services for the mobility handicapped. Firstly, we examined the actual conditions of the services for the mobility handicapped and identified the limitations of the current services, based on the results of literature review and questionnaire survey against the mobility handicapped and stakeholders of the services currently provided. Then we established a set of design improvement requirements and suggested several ways to improve the services for the mobility handicapped. Finally, we pointed out several issues to be resolved to design better specialized services for the mobility handicapped.

        교통약자 이동지원센터의 이용정보를 활용한 저상버스 정류장 입지선정에 관한 연구

        South Korea entered an aged society phase in 2017 with the elderly accounting for 14% or higher of the entire population. It is expected to enter a super-aged society phase in 2026. The mobility handicapped, including the disabled and the elderly, are expected to grow continuously, and the demand for transport service for the mobility handicapped will definitely increase further. Thus, there is thus a need for various research to increase the utilization rate of low-floor buses among the mobility handicapped. This study analyzed the locations of getting on and off transportation means, time of departure and arrival, purpose of use, and frequency of use by the day among the mobility handicapped by making use of the information about their use of special transport service run by the mobility support center for the mobility handicapped. The study then proposed a method of selecting locations for low-floor bus stops to reflect the distribution and need of getting on and off transportation means among the mobility handicapped with such spatial analysis techniques as geocoding, overlapping analysis, buffer analysis, and generate tessellations. Finally, the study selected 228 locations for low-floor bus stops in Cheonan and reported a need to add 35 low-floor bus stops after eliminating the ones where the locations overlapped the old ones. 우리나라는 2017년 노인비중이 14% 이상으로 고령사회에 진입하였고 2026년에는 초고령사회에 진입될 것으로 전망하고 있다. 이에 앞으로는 장애인이나 고령자와 같은 교통약자가 지속적으로 늘어날 것으로 예상되며, 교통약자를 위한 교통수단의 수요는 더욱 증대될 것이 분명하다. 이러한 이유로 국가는 지자체마다 저상버스를 도입하여 운영하고 있으나 저상버스의 정류장 위치와 노선 등이 교통약자의 정보를 충분히 반영하지 않아 이용률이 낮게 나타나고 있다. 따라서 교통약자의 저상버스 이용률을 높이기 위한 다양한 연구가 요구되고 있다. 본 연구에서는 교통약자 이동지원센터에서 운영하는 특별교통수단의 이용정보를 활용하여 교통약자의 승하차 위치, 출발시간, 도착시간, 이용목적, 요일별 이용빈도 등을 분석하였다. 그리고 지오코딩, 중첩분석, 버퍼분석, 공간분할 등의 공간분석 기법을 이용하여 교통약자의 승하차 분포와 수요를 반영한 저상버스 정류장 입지선정 방법을 제안하였다. 마지막으로 천안시의 저상버스 정류장 입지를 선정한 결과 228개소가 선정되었으며, 기존의 정류장과 입지가 중복되는 정류장을 제외하면 신규로 35개소가 필요한 것으로 나타났다.

        대중교통 내 교통약자와 비교통약자 간의 의사소통 서비스 디자인 제안교통 : 약자 중에서도 임산부를 대상으로

        교통약자 중에서도 임산부는 대중교통 수단의 이용이 어려운 승객 중 하나이다.본 연구의 목적은 대중교통 내 교통약자의 배려를 위한 교통약자와 비교통약자의 간의 원활한 의사소통을 위한 의사소통 서비스 디자인을 제안하고자 한다.이를 위하여 사전 연구에서는 임산부를 대상으로 설문과FGI를 진행하였다.연구1에서는 앞서 진행한 사전연구의 결과를 바탕으로 모바일 기반의 교통약자와 비교통약자 간의 의사소통 서비스를 실제로 구현하였다. 마지막으로 연구 2에서는 구현한 결과물을 실제 지하철의 환경에서 사용자 평가 통해 효과적임을 검증하였다.본 연구는 교통약자와 비교통약자 두 그룹 간의 의사소통을 통해 임산부 승객에게 도움이 될 만한 서비스를 실제로 구현했다는 점에서 의의를 가진다. Among Mobility Handicapped, pregnant women are passengers who have difficulty using public transportation. The purpose of this study is to propose the design of a communicationservice for smooth communication between Mobility Handicapped and the regular passenger in public transport. For this purpose, we conducted a questionnaire and FGI for pregnant women in the pre-study. In Study 1, based on the results of the previous study, weproposed mobile-based communication services between the Mobility Handicapped and the regular passenger. Finally, in Study 3, user evaluation of services was carried out. As a result, we implemented and verified effective communication services between pregnant passengers and ordinary passengers, who are transportation users in public transportation by utilizing mobile apps.This study has significance in that it implemented services that would be useful to pregnant passengers through communication between the twogroups of the mobility Handicapped and the regular passenger.

        A Study of Data Interoperability System using DBaaS for Mobility Handicapped

        As the number of "Mobility Handicapped" increases, the incidence of "Mobility Handicapped" traffic accidents is also increasing. In order to reduce the incidence of traffic accidents in the "Mobility Handicapped", a service providing system for "Mobility Handicapped" is required. Since these services have different data formats, data heterogeneity occurs. Therefore, the system should resolve the data heterogeneity by mapping the format of the data. In this paper, we design DBaaS as a mobility handicapped system for data interoperability. This system provides a service to extend the flashing time of the traffic lights according to the condition of "Mobility Handicapped" on the occurrence of a fall or a crosswalk in a crosswalk where there is a risk of a traffic accident. These services can reduce the incidence of traffic accidents in "Mobility Handicapped".

        교통약자의 대중교통환승을 위한 K경로 알고리즘 적용성 연구

        The Korean government concentrates on supplying public transit facilities for the mobility handicapped. In other hands, increasing needs of transfer information when the mobility handicapped use transit facilities are substantial but not satisfactory as a whole. This study focuses on evaluating the applicability of developed K-path algorithm to provide user-customized route information that could make an active using of public transit while considering the mobility handicapped preferences. Developed algorithm reflects on requirements considering transfer attributes of the mobility handicapped. Trip attributes of the handicapped are addressed distinguished from handicapped types such as transfer walking time, transfer ratio, facility preferences and etc. This study examines the verification and application of the proposed algorithm that searches the least time K-paths by testing on actual subway networks in Seoul metropolitan areas. It is shown that the K-path algorithm is good enough to provide paths that meet the needs of the mobility handicapped and to be adoptable for the future expansion. 정부는 교통약자에게 이동성을 확보해 대중교통 이용의 형평성을 제공하기 위해 교통수단과 시설공급 위주의 개선사업에 주력하고있다. 그러나 시설위주의 공급만으로 효과적인 교통약자 이동편의성 증진을 도모하기에는 역부족이다. 그러므로 보다 적극적인 활성화 방안의 일환으로, 교통약자가 대중교통을 이용하는데 있어서 기피하는 요소와 선호하는 요소를 분석하여 필요에 부합하는 경로정보제공서비스가 필요하다. 이에 본 연구에서는 유입링크기반의 전체경로삭제방법을 네트워크에 확장₩적용해봄으로써 링크(수단)통행경로를 최소통행시간 순으로 탐색하는 K경로탐색 알고리즘을 이용하여 교통약자의 특성을 반영한 경로정보제공알고리즘 및 그 적용성 평가를 시도하였다. 해당 알고리즘에서 교통약자의 특성은 환승속성으로 반영하였으며, 환승속성은 교통약자의 유형에 따른 상이한 환승도보시간과 환승이동시 필요한 편의시설의 유무와 선호하는 시설에 따른 가중치를 둠으로써 적용하였다. 또한 해당 알고리즘에 대한 실제 네트워크에서의 적용성을 검증하기 위해 수도권전철망을 노드와 링크의 네트워크로 구축하여 적용성을 평가하였다. 평가결과 K경로탐색 알고리즘의 적용성이 타당한 것으로 분석되었으며 향후 확장성이 확인되었다.
