        Development of the Accessibility Guidelines for Mobility Handicapped Persons in Passenger Ship

        The ratio of the mobility handicapped person is about 25.8% of the total population in Korea(MCT, 2006). In order to prepare for the enforcement of the "Transportation Services Improvement Act for the Mobility Handicapped People"(MCT, 2006), various equipments and installations should be developed to ensure appropriate safety level for the mobility handicapped persons in maritime transportation. While approximately 10 million people are using domestic passenger vessels annually, preferences for maritime transport is very low, especially for the mobility handicapped. This study reviewed a current status of the mobility handicapped person in domestic passenger ship and analysed the improvement plan for them. To investigate the current status of domestic passenger vessel usage by the mobility handicapped, to analysis the requirements for amenities necessary for the mobility handicapped and select the ones to be developed based on the investigated results and to do feasibility study of barrier-free ship.

        Analysis of Variants of the Even-Mansour scheme

        암호학에서 최소화에 관한 많은 연구가 이루어지고 있다. 안전한 최소의 블록암호는 이러한 연구주제 중의 하나이며, 이븐 (Even)과 맨서(Mansour)는 간단한 블록암호를 제안하였다. 이븐-맨서 스킴은 하나의 치환(permutation)과 두 개의 표백화키 (whitening key)를 갖는 일종의 블록암호이다. 이븐-맨서 스킴에 관련된 연구는 블록암호의 안전성과 설계에 대한 이해에 큰 도움을 준다. 이븐-맨서 스킴과 이의 변형된 스킴의 안전성을 분석하기 위한 많은 시도들이 제안되어 왔다. 우리는 이븐-맨서 스킴의 새로운 변형된 스킴을 제시하고 기존의 변형된 스킴을 소개한다. 우리는 이븐-맨서 스킴의 변형된 스킴의 안전성에 초 점을 맞추고 키의 크기에 따르는 안전성의 변화를 제시한다. 우리는 이븐-맨서 스킴의 변형된 스킴의 안전성을 증명하고 일반 화된 이븐-맨서 스킴이 최소의 블록암호로 적합하지 않음을 보인다. There have been many papers on minimalism of cryptography. Secure minimal block cipher is one of these topics and Even and Mansour suggested a simple block cipher. The Even-Mansour scheme is a block cipher with one permutation and two whitening keys. Studying related to the Even-Mansour scheme gives great insight into the security and design of block cipher. There have been suggested many trials to analyze the security of the Even-Mansour scheme and variants of the Even-Mansour scheme. We present a new variant of the Even-Mansour scheme and introduce a variant of the Even-Mansour scheme. We focus on the security of these variants of the Even-Mansour scheme and present variation of the security according to key size. We prove the security of a variant of the Even-Mansour scheme and show that a generalized Even-Mansour scheme is not proper for a minimal block cipher.

      • The contribution of human and organizational factors to accidents in the offshore platform

        대규모 선박 및 해양플랜트 사고는 자산과 인적피해 뿐만 아니라 해상어업에 대한 직접 배상, 소송비, 벌금 등 막대한 손실을 수반한다. 최근 대규모 선박 및 해양플랜트 사고 발생을 계기로 각국의 정부와 관련 업계에서는 안전사고 예방을 위한 규제를 강화하고 기업차원의 안전관리도 철저히 점검하고 있다. 선박사고의 경우에는 1989년 “엑슨발데스호” 사고를 계기로 국제해사기구(IMO) 주도하에 유조선의 “2중 선체 의무화”를 추진했으며, 2012년에는 전 세계적으로 공식 시행되고 있다. 해양플랜트 사고의 경우에는 1988년 북해(North Sea)에서 발생한 Piper Alpha 폭발사고를 계기로 인적요인에 대한 관심이 높아졌으며, 2010년 멕시코만에서 발생한 “딥워터호라이즌호” 사고 이후 시추작업에 대한 안전점검과 인적오류 예방 및 관리를 위한 훈련을 강화하고 있다(배영일, 2012). 일반적으로 해양플랜트 사고의 원인은 구조물 자체의 오류가 20%이하이며, 예기치 못한 작업자의 행동으로 발생된 사고가 80% 이상을 차지하고 있다. 즉, 대부분의 사고는 operation 또는 maintenance 동안 발생하는 것으로 나타나고 있다. 본 발표에서는 해양플랜트 산업에서의 사고와 관련된 인적요인의 최근 이슈들을 소개하고자 한다.

        Motion Effects of the Ship on Crew Performance

        Objective: The aim of this study is to provide a current knowledge of the multiple issues regarding motion effects on crew performance. Background: The motions of the ship may create motion sickness, nausea and vomit. Also, these motions also disturb the balance of crew members, increase the energy expenditure of crew for shipboard work, and result in increased levels of injury and fatigue. However, the motion effects of the ship on crew performance has not been thoroughly investigated. Method: Participants(N=10) were engaged in an experiment in 2 experimental environments(training ship and ship handling simulator) and 2 navigational conditions(day and night). The COP(Center of Pressure) data were recorded as an objective measure of postural balance control and the SSQ(Simulator Sickness Questionnaire) was used as a subjective measure of sickness. Results: The results showed that COP has a no significant difference based on experimental environments, but significant effect on SSQ. Conclusion: During the virtual simulator navigation, subjects showed significant SSQ level changes, which included decreased SSQ data. But, there is no significant difference of COP between training ship and ship handling simulator. Application: The results of this study could be applied to the next generation of ship design to decrease effect of motion at sea and to increase performance of ship crew.

        Efficiency Improvement Using Two Balanced Subsets

        암호시스템에서 효율성은 매우 중요한 요소 중의 하나이다. 천정희 외 3인은 이산대수 문제에 기반하는 암호 시스템에서 지수승 연산 속도를 높이기 위해 새로운 지수 형태를 제안하였다. 제안된 변형은 고정된 원소 α와 작은 해밍 웨이트를 가지 는 두 원소 e1, e2 에 대해 e1 + αe2 로 표현되며 스플릿 지수라 불린다. 그들은e1, e2 를 각각 Zp의 부분집합이면서 언밸런스 드 부분집합인 S1, S2 에서 선택하였다. 본 논문에서는 S1, S2 를 Zp의 부분집합이면서 밸런스드 부분집합이 되도록 하여 효율 성을 개선한다. 결과적으로, 이진 유한체에서의 지수승 연산 속도는 9.1%, 코블리츠 곡선에서의 스칼라 곱셈 연산 속도는 12.1% 빨라진다. Efficiency is one of the most important factors in cryptographic systems. Cheon et al. proposed a new exponent form for speeding up the exponentiation operation in discrete logarithm based cryptosystems. It is called split exponent with the form e1 + αe2 for a fixed element α and two elements e1, e2 with low Hamming weight representations. They chose e1, e2 in two unbalanced subsets S1, S2 of Zp respectively. We achieve efficiency improvement making S1, S2 balanced subsets of Zp. As a result, speedup for exponentiations on binary fields is 9.1% and speedup for scalar multiplications on Koblitz Curves is 12.1%.

      • The Role and Challenges of Human Factors Engineering in the Introduction of Maritime Autonomous Surface Ships

        Objective: The aim of this study is to find major human factor and ergonomic issues that should be factored in the development and operation of MASS. Background: The development and operation of the MASS (Maritime Autonomous Surface Ship) is being actively discussed for more efficient and safer maritime transportation solutions. In general, regarding the feasibility of autonomous systems, the logic that the occurrence of human error in accidents can be fundamentally eliminated is often mentioned. However, because the autonomous system will not replace all human decision-making, the risk caused by human error will not be eliminated; new types of risk may still occur because the party under the influence of human errors merely changes from the ship operator to the remote operator. Results: In other words, even if the era of autonomous ships arrives, efforts to consider the human element should continue for safe navigation. More attention must be given to the human element as an important factor in developing and operating autonomous ships, such as changes in seafarers’ roles, education and training, roles in software development, and the use of HMI technologies by SCC(Shore Control Centre). Conclusion: There will be new human factor and ergonomic issues such as the situation awareness of remote operators, because the shore-based control will be conducted when fully autonomous ships are in operation. Application: Through the identification and evaluation of various elements suggested in the existing discussion of maritime human factors, it is necessary to identify the human element that should be considered in operating autonomous ships and analyse the elements affecting work performance.

        Identification of the Elements Regulating the Expression of the Phospholipase C Delta1

        Recently we cloned the phospholipase C delta1 (PLC-d1) promoter region and found that PLC-d1 is selec-tively expressed in several tissues. In order to estab-lish the common and cell-type specific transcriptional elements, 1.8 kilobase of the 5¢-flanking region of PLC-d1 was characterized in several cell lines. A tran-sient transfection assay of the -1787-Luc construct in several cell lines demonstrated the potential transcrip-tional enhancement of reporter activities in the neuroblastoma cell [SK-N-BE(2)C] and kidney cell lines (Cos-7), but not in liver cell lines (Chang liver cell). Transient transfection assays of a series of 5¢ 3¢ deletion constructs of the PLC-d1 promoter and electronic mobility shift assays suggested that the E-box and HFH3 binding sites are cell-type specific elements, and that Sp-1 is a major transcriptional activator of a majority of cell lines. Our findings, therefore, indicate that the combination of several elements within the 5¢-flanking region of the PLC-d1 gene dictates its restricted expression in several cell lines.
