      • A survey of knowledge and behavior regarding skin cancer.

        Background: The recognition of prevention and early detection of skin cancer has been increased more than before. Although skin cancer is not rare, most patients are little known about general awareness of skin cancer. Objectives: In this study, we survey the awareness and knowledge of skin cancer and sun protection behavior among South-Gyeongnam province. Methods: We reviewed a written questionnaire and patients’ self-checked records including patients’ basic medical information and knowledge of skin cancer protective modalities. Results: In total 284 subjects (94.7%(284/300), 67%(190/284) females, mean age 57.4 years) completed the survey. Most people (77.5%, 220/284) knew that the sun was most dangerous for their skin but relatively large portion of them (42.7%, 94/220) had no action to protective attitude like sun screen, large hat and gloves. Conclusion: The results show that many participants had known necessity of skin cancer prevention and importance of early detection, but didn’t have had any protective action. Therefore, a more effective skin cancer education and prevention program is needed. We suggest that the measurement of effects of a multimodal educational intervention on knowledge of sun protection practices and engagement in self sun-protection behaviors also need to be check.

        셀레나이트로 유도되는 백내장에서 선삼 성분에 따른 백내장 억제효과의 비교 분석

        Purpose: To compare the protective effects of saponin and non-saponin Sun-ginseng extract fractions in a selenite-induced rat cataract model. Methods: A total of 101 Sprague-Dawley rat pups were divided into four groups by treatment: Sun-ginseng, saponin fraction, non-saponin fraction, and control. For induction of cataracts, sodium selenite 15 nmol/g was injected subcutaneously in 13 day-old rat pups. Sun-ginseng extract 100 μg/g (Group I, Ginseng Science, Seoul, Korea), saponin fraction 100 μg/g (Group II), non-saponin fraction 100 μg/g (Group III), and phosphate buffered saline (Control group) were injected intraperitoneally every two days for a total of seven injections. The rats were sacrified and their lenses were dissected and photographed at day 7 and 14, and the cataracts were graded according to the ratio of the cataract area to the total lens area. The blind method was used for the evaluation of the cataract area. Results: At day 14, cataract formation rates (CFR) were 33.3% in group I, 76.4% in group II, 41.2% in group III, and 77.7% in the control group. The mean cataract area (MCA) was 13.4±20.8% in group I, 14.4±11.7% in group II, 5.7±7.7% in group III, and 15.8±12.1% in the control group. Group III showed statistically significant results compared with those of control group (CFR p=0.001, MCA p=0.001). We observed significantly lower incidence and smaller mean cataract area in Group I and Group III at day 7 compared with the control group (Group I, CFR p=0.018; Group III, CFR p=0.032, MCA p=0.005). Conclusions: The protective effects of Sun-ginseng extract are caused by the components in the non-saponin fraction, not by those in the saponin fraction, in a selenite-induced cataract rat model.         Lichen planus pigmentosus (LPP) is an uncommon variant of lichen planus that tends to occur in middle-aged individuals with darker pigmented skin. Clinical findings include hyperpigmented, brown to gray-brown macules and patches on sun-exposed areas and, in the rare inversus variant, on the flexural areas and intertriginous zones. The pattern of pigmentation is generally diffuse, although follicular, reticular, and unilateral linear variants have been described. We recently encountered a rare case of LPP developed in flexural area, not in sun-exposed area. A 58-year-old male patient presented with brown macules on the inguinal area for 6 months. One or two dark brown macules first appeared and spread gradually. A physical examination showed multiple, ill-defined, dark brown macules on inguinal area. The dermoscopic finding showed mottled pattern and elevated margin. The incisional biopsy was performed and a diagnosis of LPP was made. The fact that LPP can develop in non-sun-exposed areas as well as sun-exposed ones requires a new hypothesis for the pathogenesis of LPP.

        권위들의 충돌과 합법성심사의 발전방향

        The Contents of Administrative Proceedings Law and its interpretation have to be changed, to persuasive authority from unilateral authority, and to respect Constitutional Law. Although Constitutional Law(§107②) gives Supreme Court the jurisdiction of last review about administrative rules, Administrative Proceedings Law has not introduced the direct review about them so far. Supreme Court has been negative about the expansion of administrative act and standing. The Court has interpreted standing as near to the private right. Administrative Proceedings Law must be corrected constitutionally, and the negative interpretative practice of the Supreme Court has to be overcome. First of all, public law scholars have to overcome conflicts between them to achieve this mission.

        민원배심원제를 통한 민원처리혁신 방안에 관한 연구

        집단민원처리능력의 부족과 행정의 중립성 및 공정성에 대한 신뢰의 약화가 초래하는 한국행정의 문제점을 개선할 수 있는 대안적 수단으로 민원배심원제가 몇 채의 자치단체를 중심으로 도입되고 있다. 본 논문에서는 80년대 이후 미국의 행정과정에서 본격적으로 이용되기 시작한 대체적 행정분쟁해결제도(ADR)의 연혁, 내용 및 쟁점사항을 파악하여 한국의 민원배심원제 운영에 있어서의 시사점을 도출하였다. 미국의 경험과 한국의 민원배심제에서 나타난 이슈들에 대하여 서울시 공무원들을 대상으로 설문조사를 실시하여 다음과 같은 결론에 다다랐다. 현재 한국의 행정의사결정절차는 집단민원과 고질적 미해결민원의 해결을 위하여 전문가와 주민의 참여가 활성화 될 수 있도록 변화되어야 한다. 특히, 민원배심원제가 일반행정절차의 개혁을 위해 시사하는 점은, 첫째, 행정결정에 대한 주민의 수용 및 순응확보를 위해 현장예고제 등의 도입에 의해 결정준비절차를 혁신하고, 둘째, 현재 행정절차법상의 당사자등의 개념은 집단민원과 관련해서는 너무 협소하므로 집단민원에 한정하여 민원배심제도를 도입하되 배설철차의 신청권자를 확대해야 하며, 셋째, 민원배심원의 독립성, 중립성, 공정성이 보장되어야 하고 민원배심철차가 공개되도록 제도적 뒷받침이 필요하며, 넷째, 민원배심원의 조정안이 정식적 행정결정으로 전환되는 과정을 제도적으로 뒷받침할 수 있도록 최종결정의 방식 등에 있어 행정업무의 유형별로 차별화된 접근이 필요하고, 다섯째, 공무원들이 합리적으로 부관을 설계할 수 있도록 교육이 필요하고 각 행정분야에서 사례연구가 활발하게 이루어져야 한다는 결론이 도출되었다. 차후 민원배심원제의 발전 및 확대에 앞서 법치주의와 민원해결의 필요가 충돌하여 나타난 '위법한 합의', '위법하지만 합의된 부관'의 문제가 더 심층적으로 검토되고 연구되어야 하며, 또, 민원배심원의 조정안이 정식적 행정결정으로 전환되는 과정에서, 특히 합의가 안 될 경우 최종적 결정방법에 대한 연구와 보완이 필요하다고 본다. that the level of information and country competitiveness enhance as the convergence progresses. Besides, this study has provided the systematic and logical framework to the future researches so that they can resume studies effectively under the converging trend, and has made substantial contributions to the researches done in this area by developing the convergence factors and indexes. In recent years, Local Governments in Korea introduce Civil Affairs Jury System because of Public Sector's delays, unfairness, and distrust. To successful implementation of Civil Affairs Jury System, we examined the experience of US. Alternative Dispute Resolution and Administrative Dispute Resolution Act. And then, we find that the use of Civil Affairs Jury System involves important issues of confidentiality, representativeness, and accountability. To make a success of Civil Affairs Jury System, First, It is required to prepare Public Sector for this system completely and expand civil participants to insure compliance. Second, the status of Civil Affairs Jury should be guaranteed neutrality, independence, fairness and openness. Third, It should be possible that Civil Affairs mediation transfers to formal decision making. This study intends to provoke a discourse for Rho Mu-Hyun Administration's government reform through an effort to deconstruct the schizophrenic tradition of Public Administration. The neo-liberalism-driven administrative reform is to be criticized by the deconstructing process of the schizophrenic public administration. The Western dualism, public-private distinction, and politics-administration dichotomy is to be reviewed in sequence to provide a logical link from the Western epistemology to problematic practices of administrative reform.         法治主義와 行政改革

        The identity of korean Society must be suitable to the Change to democratic constitutional society from 'Development Administration'. In 'Development Administration' period, power were concentrated on President and central administration, and legal System of 'Development Administration' was formed under the influence of Confucian thought. To develop a society stably, Confucian thought had tried to network basic human relations in a lot of small groups similar to Families. But democratic constitutionalism is to separate powers and make government and society keep general and abstract reason. I think that our society must integrate these two social development plans. Legal System is a continuous basis of a society. In the Process of social change, our legal System has to accept social justice requirement positively, and improve the constitutionality of existing system. So we must strengthen power of the National Assembly, the Supreme and the Constitutional Court, and local administration. The contents of this paper are as follows. 1.         미국의 상업활동촉진지구와 주민자치방식의 지역발전

        It is an urgent political task to accomplish decentralisation and regional development more effectively. In relation to this, korean cities also have a hard task to develop backward commerce districts, specially traditional markets. City governments must pay attention to potential usefulness of foreign Special District institutions to deal it successfully Business Improvement Districts of U.S.A. try to achieve regional development by citizen self-government methods, and obtain excellent results in developing backward commerce districts. These districts have boards of directors, and they collect assessments compulsorily from real estate property owners, and use the financial resources to improve the districts. Korean city governments have to make korean unique, citizen self-government models for regional development, specially backward commerce district development. We must reform district regulations of town planning and zoning acts for this task.

        Nonpoint source pollution(NSP) arises due to agriculture activity and it is quite an extensive and complicated problem in order to control and has received a great deal of concern during the recent years, whereas point source are known to originate from an estimated volume of contaminant discharged from a distinguishable source. Extensive research work have been conducted and presented in the past with regard to the various characteristics of watershed on Dong Jin River(DJR), however there are certain drawbacks of existing survey for determining important polluting sources, distribution features of pollutants and estimated load of the organic and nutrients from the creeks. Unfortunately, investigation for loadings originating due to agricultural drainage was not satisfactory, although the regional consideration for DJR across Kim Je Field(KJF) as an agricultural area receives a reasonable source point in the agri-pollution management. Therefore it was necessary to carry out a thorough investigation into the diffuse sources resulting, to form the pollution-developing estimation and to evaluate the output roperties and determining various factors in the generation of non-point pollution. Eventually, this research work would serve as an useful tool for the development of predictive pollution management for DJR. Non-point sources in the present work were classified as municipal non-treated sewage water discharged into the river, loadings through agricultural drainages in the dry/wet field and inadequate treatment of wastewater generated from livestocks. The entire duration of the research work was from December-2001 to July-2002. Site measurement were conducted during various season, in a dry season(December), in rainfall, in seed-sowing time and also collecting data from the rural public organizations related to water management was done and examined and examined during the mid of research work. Similarly, domestic wastewater loadings due to population was based on area unit, as City, Country, Up, Myon, Dong, Ri. The Dong Jin River watershed contains small three Creeks, KoBu(KB), DongJin(DJ, including JeongEup(JE) and ChilBo(CB), WonPyong(WP). It was further divided into 32 sub-watersheds which comprises of further 5,18,9 watersheds in the creeks respectively. The results obtained from research work are presented as follows. Animal productions have marked differences in the rate of pollutant loadings reported in the following sequence: DJ(only CE)>WP>CB>KB, in a case of Korean cow and milk cow. However, it was revealed that WP creek became significantly higher than any other livestocks. According to statistical data for land use, rice field(369.0㎢) and forest(378㎢) have much occupation prior to dry paddies(125.0㎢), residential land(32.0㎢) and others(5.0㎢). Especially, rice fields receives 2.5∼3 times than dry paddies in size.

        수 종의 상피기원 종양 세포주에서 방사선 조사와 표피성장인자 투여에 따른 세포 주기의 변화와 apoptosis 유발에 관한 연구

        Purpose : This study was aimed to evaluate the cell cycle arrest and apoptosis induction after irradiation and epidermal growth factor(EGF) treatment in three human epithelial tumor cell lines (A43l, Siha, KB). Materials and Methods : Single irradiation of 2, 5 and 10 Gy was done on three cell lines with 5.38 Gy/min dose rate using Cs-137 irradiator at room temperature. Also, EGF of 10 ng/ml was added immediately after 10 Gy irradiation. Cell growth was evaluated by counting the living cell number using a hemocytometer at 1 day, 2 days, 3 days, 4 days and 5 days after irradiation. Cell cycle arrest and apoptosis induction were assayed with the flow cytometry at 8 hours, 12 hours, 1 day, 2 days, 3 days, 4 days and 5 days after irradiation. Results : Growth of irradiated three cell lines were inhibited in proportion to radiation dose, EGF treatment after irradiation showed various results according to cell lines. On all cell lines, G2 arrest was detected after 8 hours and maximized after 12 hours or 1 day. Amount of G2 arrest was positively dose dependent. However, EGF showed no significant change on G2 arrest. G2 arrest was recovered with time at 2 Gy and 5 Gy irradiation. However, at 10 Gy irradiation, G2 arrest was continued. Apoptosis was detected at 10 Gy irradiation. On EGF treated group after irradiation, A431 and Siha cell lines showed slightly increased apoptosis but there was no statistically significant difference. KB cell line showed no marked change of apoptosis induction. Conclusion : Irradiation effects on cell cycle arrest and apoptosis induction in three human epithelial tumor cell lines, however epidermal growth factor doesn't effect on.
